You can't imagine how excited I was when I found out about Scarebeast. My favorite character becomes a big creechur? Wonderful! Amazing! It makes my autistic little brain so happy! Two of my special interest meshing together! Batman and monsters. I'm also bringing another one of my special interests into the mix with my own design, speculative biology. Making him more cryptid and werewolf-like than the tree-like design from As The Crow Flies.
There's definitely more to work on but these are the ideas and concepts I have so far. The bottom drawing is older and not up to date, but it gives a better view of what he looks like with his clothes on. He also doesn't talk anymore. He would not be able to with those teeth and a more animalistic body.
I've mixed a bunch of different traits that animals use to either scare or sneak. His body is that of a lion, for the cat-like reflexes, strength, stealth, and especially the hair to make him look bigger than he actually is. Along with porcupine spikes on his shoulders and back, but not very many, since porcupines also use their hair to seem scarier than they are. He has the head of a barn owl, to amplify the cryptid look and give him incredible eyesight, especially in the dark. His neck is longer like an owl as well, so he can turn his head upside down and 180 degrees. He has a mix of crow and cat feet, crow for climbing and grip, and cat for paw pads that help him stay quiet. His hands are the same but with a bit of aye-aye for the long creepy middle finger. Bat-like ears for better hearing. His mouth is kind of snake-like, mostly inspired by a cotton mouth. Cottonmouths flash their brightly colored mouths at any threat to show they are venomous. Since Scarebeast can breathe fear toxin, and most animals have bright colors to show they are toxic I thought this was fitting. Of course a forked tongue for "smell." The hair on his arms is similar to a yeti crab, so it's not as soft compared to the rest of the fur and is actually bristly but not painful to touch. This was for the sake of the silhouette and because some people find yeti crabs creepy.
Lore wise, this doesn't happen in the au but instead in a separate timeline. Jonathan as Scarebeast suddenly has to consume fear toxin to sustain himself, because of the serum used to transform in the first place. He won't die if doesn't consume it but it will make him sick to not have it for long periods of time. This is also how he breathes it. It's processed in the body and recycled to new glands in his neck to be used as a defense mechanism. Similar to how poisonous animals will eat toxic things to make themselves poisonous. In this form he is very quickly dying. He is the only one who knows how to make fear toxin so he’d run out eventually, and a stature so big requires so much food and water to sustain he wouldn’t realistically be able to find so much so often. He was already very malnourished in the first place so that’s wouldn’t help.
This version is acts a lot more like an animal instead of just having a beastly body. Reacting more on instinct than conscious decisions. In this case he was turned into Scarebeast against his will (keep in mind I haven’t read the comic Scarebeast comes from, I’ve tried to research what I can but I couldn’t find much). So he his not very happy after his transformation. Reacting in pain and anger. Though still having some understanding of what’s going on. If you talked to him he could understand what you were saying but couldn’t respond very well or get distracted. So he can recognize Ed at least. Because Jonathan is so uncomfortable he only allows Ed to be near him.
I hope you enjoyed this infodump. I have a much better time expanding through visuals than text. So hopefully this made sense. Since this is non cannon I can share more, so I can make some things more clear through other doodles and what not.

Drury Walker "Killermoth" 38 he/him
I don't have much for him yet. He just got a little silly and turned himself into a moth.
Kirk Langstrom "Manbat" 35 he/him (no normal Kirk design yet)
Notes: Kirk was born hard of hearing, he was bullied growing up for having a slightly bat-like appearance and the irony that brings because he can't hear well. This led to him loving bats and deciding to dedicate his life to studying them. Later he meets his wife who is deaf. After marrying her, Kirk was inspired to expand his research to create a non-invasive and inexpensive way to allow people like himself and his wife to hear that can also be reversed in case they change their minds. He worked on a proto-type serum using bat DNA and decided to test on himself hoping he could hear like everyone else. After many failed attempts, in frustration he uses too much and becomes Manbat.

Not scarebeast related, but have some sketches I did of Eddie earlier today.
When Ed had a job, he worked at a grocery store. It would be a random one in Gotham, but to me and Fluffy, it's Krogers.
I digress, Ed was competent with the practical work, but he's never been the best people person. He asks everyone riddles, from people in his check-out, to any coworkers he's with on a given day. He also has a hard time budging on accepting fake money. Whether or not someone thought they had real money, it seems like that would be a big problem in Gotham considering there's so many mafia members.
Anyway, enjoy Eddie being a goober at work.

Viktor and Nora are both originally from Germany, and moved to Gotham when Viktor was offered a job suiting his major. Nora's maiden name is also Sweet in this au, and her face is inspired by Drew Berrymore and my grandmother.

The Cobblepots were initially excited at the idea of having a new addition of their family, but Oz's appearance when born was not what they expected. His fingers were fused, along with a curved spine, not good for a baby. They even thought his nose looked like a beak, and that was not befitting the Cobblepot name.

So, they decided to tell the public that they had had a miscarriage, and paid off the staff present for Oz's birth. But this didn't actually stop the gossip of Oswald not actually dying, but being discarded, from spreading.

The recently abandoned zoo is where Oz was discarded, luckily being cared for by the penguins there. This is where he spent his first 6 years, learning to swim, catch fish, huddle in penguin circles, and how to communicate with them.

The reason the Red Triangle Circus was looking in the zoo was for animals to use for their acts, stumbling upon a group of penguins (among some other animals) and to their surprise, a very young boy. The troupe was originally from the UK, so they didn't immediately put together that he was actually Oswald Cobblepot. This was learned later over their time living in Gotham and hearing the harsh whispers of Gothamites attending performances, having expected Oz to have passed away after being discarded, for surely how could a baby survive on their own after that. This is also why Oz was still called Oswald, instead of another name. It didn't mean much to him at first, considering every human he interacted with had a name too, but as he learned to understand English and process what the Gothamites were saying, he knew what his name meant and it made him understandably bitter.

Most of the circus troupe members Oz considers his family along with his penguins, especially Isabel, but not the ringleader himself. Cross only cared about how well his circus performed, not the performers and animals, so he often abused them when he felt their abilities or behavior was inadequate.

Let's leave it here for now, as Oz getting older and leaving the circus will be in his full origin post....
On a lighter note, Oz doesn't mind being called the Penguin at all, actually. He feels much more connected to penguins than humans. Also, just "the Penguin" is a bit nicer for a namesake than "the penguin boy" or the "penguin man", as he'd have been referred to in the circus.

I will get to a proper post clarifying Oswald's origins, but for now, take this beautiful artwork I commissioned from @arabriddler !

The lady reading to Oz is named Isabel, and she's like an older sister to him. (They're roughly 12 and 20 here) Our version of the Penguin is heavily inspired by Danny Devito's portrayal in Batman Returns. That Penguin is often seen with his circus troupe family following him around, so I took that detail and ran a mile with it.
Owald was found by the Red Triangle Circus troupe at the age of 6, who took him in after finding him at Gotham's abandoned zoo with the penguins. Because he'd been raised by the penguins until that point, Oz didn't understand English, nor human behavior really. I'll get into that more later..... 👀
That said, Isabel was the closest to his age (and had the most patience in teaching him to understand, speak, read, and write). He still defaults to sounds and animal mannerisms before humans, but he's more willing to verbally converse if it's with Isabel.

What's killer croc like in this au?
Typical to most canon comics, Walon was born with what was considered a strange appearance, clearly a meta-human. His mother was disgusted by his appearance and abused him, trying to scrub off his scales, or lock him outside in the rain. Walon's appearance also becomes more crocodilian over time, starting relatively human, but by the time he's an adult, he looks like a bipedal croc.

He was also bullied pretty severely and called a cannibal, despite never even attacking another person, let alone eat them.

He only had one friend, and in time, a real crocodile killed her, for which Walon was blamed. Who was going to believe him?

Despite all this, Walon has stayed a kind and quiet soul, taking pretty much any abuse he's given. He resides in Gotham's sewers, having run away from his countryside home after the death of his friend. While most people know that he's down there and avoid the "Killer Croc", some are curious about the rumors and have ventured down to see for themselves. In the instance where Walon cannot hide from them, he just lets them throw things at him or hit him with whatever else. Defending himself would only come off as violent.

On a bit of a lighter note, Walon does help those he can who come down to the sewers looking for refuge from whatever. And he shares what little he can find to eat.

Walon is also aware of Cleo, as she also takes up residence in the sewers. They don't cross paths very often though, as Cleo's rats let her know if he's too close. He'd like to let her know that he's friendly, but he knows he scares her too much, and it doesn't seem worth cornering her just to prove he's actually good.
I should clarify though; Cleo may avoid him because of the rumors, but more than that, she loves her rats, they're her family, and since Walon eats them sometimes, that's a bigger reason not to encounter him.

Cleo's parents were originally from Portugal before moving to Gotham. When she was born, they were quite... surprised, let's say. Unwilling to care for a meta-human for a child, they willingly forfeited her to STAR labs.

I'm going to mention this in an ask about the Polka Dot Music ship, but just as a heads up, STAR labs is under Waller in this au.
That said, Cleo was raised like a human lab rat from the moment she was there. Of course, she had to be cared for as a baby and toddler to learn the basics of, well, existing, but other than that she was always being trained and tested. That means anything she didn't have to be taught to be a meta-soldier, she wouldn't be taught. So Cleo's education and speech are behind. She can draw much better than she can read or write because of this.

They found out about her asthma quickly, considering it's so severe, and so they made her a mask and air tank so she could continue to train without taking as many breaks.

Cleo is able to communicate with rats, along with being more rat-like herself. They are very precious to her, and having their company in the labs was a welcome comfort. Cleo also has the ability to easily navigate areas after only being there once, so she tried to escape often, albeit not successfully.
At age 17, her current age in this au, Cleo was able to escape. Since Cleo had never gone on any official missions yet, she hadn't been assigned a suicide collar, making her harder to track in the facility. She knew there was a shute leading to the sewers near a certain hallway, she just had to make it there, and she'd be out. She could hear footsteps coming and started to panic but continued running. They caught up, and Cleo could see that it was Krill and his security guards. He wasn't wearing his suppressor like he usually was, so when he blocked the guards from reaching Cleo, they let her get away.

So Cleo is now in the sewers, in a similar vein to Walon, not actually causing any trouble besides stealing to provide for herself. Waller has (information posters?) Around asking for anyone who sees Cleo to turn her in for a reward, under the name "Ratcatcher" as well.

Does Scarecrow have any pets? Or is he too busy of a man to actually properly care for one?
Kind of, allow me to elaborate:
Jo knows pretty much every single crow/corvid in Gotham city, and he's trained them all to varying degrees. From saying ominous phrases, to following people, that kind of thing.
He does, however, have a main murder that he's the closest with and treats kind of like they're his children.

There are many and they all have cute/creepy little names, but there are a few who'll get more attention in the comics.
Twig, is missing one leg and is the most attached to Jo. She's perfectly capable of taking care of herself, but she loves Jo very much and seeks a lot of attention from him.
Seer is blind, but again, perfectly capable. She's very sweet but most Gothamites who saw minding her own business would be nervous because her eyes make her look spooky.
Lock, Shock, and Barrel are of course named after the Trick or Treaters in "The Nightmare Before Christmas", and are young at the time the main story takes place.

Jo actually looks a lot like his dad with some of his mom's distinguishing features like her eye color. He's more like his mom in personality. This is a mix his grandmother does not like. Because he looks so much like his father it feels like the same man took away her daughter twice. The fact that he acts like his mom means she'll raise him as if he were a replacement for her daughter. Except this time, she won't make the same mistake of being too soft.

Today's little fact is that the first person to take a picture of Scarecrow was Jack Ryder. Given his track record of being pretty reckless to have the most outrageous news, I suppose that might not be too surprising.
I digress, before Scarecrow had been photographed, everyone was arguing about what he was, cryptid or meta-human, or if he was even real at all, especially since a lot of people he uses fear toxin on are drug users, and everyone would see him differently, it's hard to believe their word.
But Jack wanted to prove he's real with a picture, so he was able to get one (Although not without getting a dose of fear toxin) and while still out of his mind, scrambled to his boss to show him said picture. (And even then, they were still skeptical if the photo was real, so that sucks. And no, Jack had not become Creeper by this point in time)

With how many rogues/characters exist in the Batman universe, it can be a bit tricky to decide who to add and who to kind of leave for the time being or ultimately.
That said, uh, we'll probably get Punchline

I thought that considering Punchline and Harley's relationship in the comics (and also some inspiration from a certain someone) that it would be interesting if Punchie was a bit obsessed with Harley instead of the Joker. I also opted to make Punchie a younger child, more like a robin (not really, I just want to explain without going too much into future events)
Also clearly NOT in a romantic way, but as someone that Punchie wants to be, powerful, pretty, unashamed, and later as a mother figure. But Harley isn't actually a good role model, and she knows it. Much less for an orphan child with conduct struggles and who is (mostly) mute by choice.
So when Punchie just appeared in front of Harley and Ivy, they both kind of knew what they were getting into. Punchie, however, was not expecting Harley to differ from her public image. Having Harley employ her therapy skills was not on her list of things to do with her.
Anyway, forgive the quality of my work sketches, but that's an introduction to our Punchline concept,

So I noticed that with the Riddler bingo for this AU's Riddler specifically the "Arkham" space was left empty. So that leaves me wondering: what does the Bat do with all of his baddies after he apprehends them? Because as stated with Joker's backstory Arkham exists, but it seems it's not going to be used, so then where does Batman deposit all of his captured baddies at?
This is actually pretty important to a lot of plot points, so this is going to be kind of long!
Batman wants justice and dangerous things to stop plaguing Gotham, but Arkham isn't really going to help that. It kind of just makes people worse. Joker having been in there would also make Batman reluctant to send others there, because he'd be so distraught about the idea. He's been there for years. He knows the personal hell that that becomes.
There are many more circumstantial factors that lend to not sending the rogues to Arkham as well;

A big one is that Batman isn't actually able to capture a lot of them. For instance, the Riddler and Scarecrow never really get close to being caught. They're too capable and have such methods of evasion. The closest Bats has come to catching one of those two is when he and the Joker started working together. Before Eddie worked with Jo, he operated remotely from a hideout and broadcasted his crimes and riddles. Bats had already been working on finding this hideout, and he had finally located it right before the Joker joined his force. (That's all I'll say about that instance for now) But others like Ivy, Harley, and Polka Dot Man always slip away and are untraceable.
Also another little extra thing: Riddler is able to find a lot of information on bad Gothamites, especially the elite that Bats otherwise can't find anything to present fact about, so if he lets him get away, he can bring more people to him basically.

(The car they're driving is actually one I'm in the middle of designing, a souped up car Ed made just for heists that he named Elsa, after the bride of Frankenstein's monster - I know it doesn't look like a car, but I swear I tried T_T)

Bats also lets a decent amount of them get away because they aren't big enough threats. An example of this would be Music Meister. Is he a public nuisance? Yes, but is he really causing any problems? No. In this he's kind of just a silly guy who happens to be metahuman that still wants to use his natural gifts. He's pretty much a theater kid with too much power in his hands.

There is also a section of the rogue gallery whose issues are resolved before being sent to Arkham would be necessary. Clayface, Manbat, and Babydoll are some such rogues. Their roles in this au will boil down to maybe a chapter or so, depending. Their situations mostly require careful handing (and in Manbat's case being cured) to go back to living as best they possibly can. They're able to be reasoned with and get help, if that makes sense? I'm not sure that's the correct wording, but you'll see when we get there.

If the rogues have enough money, power, or influence, they themselves could get out of being sent there. This is how Penguin at least avoids ever being sent there, or charged with anything besides a warning, really.

Batman has also had the unfortunate opportunity of meeting Hugo Strange, the head doctor of Arkham Asylum, as Bruce Wayne. He got to witness firsthand just how demented and intelligent that man is and he'd rather not give Strange more victims to his madhouse.
