I guess the Cardassians and the Ferengi must have a severe cultural shock when dealing with each other and the extradition agreements, if they ever sign them, must be a nightmare to agree on and to comply.

Like the Cardassians have this super punitive justice system and the Ferengi just prioritise outsmarting each other for profit.

So Rom embezzled from the Grand Nagus, so what. What is the Grand Nagus going to do if not envy him and think "how come I didn't think of that first?"? How can you punish a thief if you are yourself a thief? (Rule of Acquisition #76: Quien roba a un ladrón, tiene 100 años de perdón).

A Ferengi in Cardassia when questioned about his crime, would first deny it, but as soon as they press for a confession the Cardassian way, he would just confess. After all, in Ferenginar you confess when pressed and if it is devious enough, people would just let you go with a round of applause or they put you in servitude if it wasn't that devious. The real crime is a) getting caught and more importantly b) that it is a stupid plan.

Instead, he found himself guilty AND punished to a labour camp or maybe even the death penalty. No chance at outsmarting anyone amongst the incorruptible Cardassians.

Imagine a Cardassian comitting a crime in Ferenginar and the big deal is that he got no profit out of it. What was he thinking? Is he an idiot? Maybe the punishment is indenture servitude with some other Ferengi that gets exasperated every time he is not outsmarted by his servant. The money was just there! And he didn't even took it!

All the while the Cardassian is just complying with this very weird justice system full of very clearly guilty people who go unpunished. He could actually steal money from his boss and go back to Cardassia any time he'd like but his own sense of justice prevent him from doing so, even when other Ferengi mention it to him. He would be instantly forgiven if he did that actually. "What a guy, I thought he'd never fool me" is all his master would say. Instead, his master just goes home to his naked wife shaking his head like "I got a shipment of lulaberries today, I told him to take care of it. All the lulaberries were in the stock room, which is good for business but I wonder if he is broken or something".
