The situation I imagine for stern talking to after petty crime:
Jessie & Delia are out shopping together at a big store in Viridian City. Jessie's lips are getting chapped, so she grabs a 50 cent chap stick off, fully intending on buying it later. She uses it, & then Delia calls her attention over to look at an unusually large summer squash or something. Distracted, Jessie puts the chap stick in her bag, because that's where chap stick goes 99% of the time. Later, after the shopping's done, when they're over halfway back to Pallet Town, Jessie realizes that the chap stick is still in her bag. Thinking that this is a mildly amusing happenstance, she says, "Oh, look at that. I accidentally stole this. 😄" To which Delia responds, "WE HAVE TO GO BACK NOW. IF WE HURRY, WE CAN GET THERE BEFORE THEY CLOSE." Jessie's like, "...Wait, seriously? It's like 50 cents. This is actually a victimless crime. I've been disguised as an employee at stores like this, I can promise you that nobody cares." "Jessie, we have to follow all the rules. The big ones & the little ones. That's how you get people to trust you as much as I do." Jessie pauses. It's the "as much as I do" that gets her. Jessie occasionally gets suspicious glances from people around Pallet. Most people don't know about her past, but it's not exactly a secret. The whispers behind her back never really bothered her, that's life. But she hadn't thought that Delia noticed. Did it really bother her? "As much as I do." It's not that Delia was embarrassed by Jessie or anything as small as that. She just honestly believed that Jessie deserved better than to be gossiped about. Jessie sighs. They go back & pay 50 cents for chap stick. Even though it is annoying to make the trip all the back & forth again, even though they don't get home until after dark, & even though Delia might be making a ditch out of a Diglett hole, a small part of Jessie does feel better having done it.
What would Delia consider a relapse? Like if Jessie did a shoplifting just out of habit, like she legitimately didn't even Think About It, she was just on autopilot, would she still trust her?
Oh definitely more so like stealing Pokémon, joining an evil team again etc.
She'd just give Jessie a stern talking to when it comes to minor, petty crimes but they're not a dealbreaker
Danny Phantom is a solidly okay, so-so kind of cartoon, unless you have specific Danny Phantom-shaped receptors in your brain, in which case it is sublime
