While more and more homes in Britain suffer severe flooding because of climate change, Rishi Sunak has decided that North Sea oil and gas extraction should be speeded up.

“Hundreds of new North Sea oil and gas licences to boost British energy independence and grow the economy. ” (GOV.UK: 31/07/23)

This policy has now been confirmed and will be included in the king’s speech. More concerned with winning votes than the catastrophic effects of climate change:

“Sunak has already watered down the government’s climate targets, pushing back the deadline for selling new petrol and diesel cars and the phasing out of gas boilers, prompting furious condemnation from the automobile and energy industries.” (Guardian:05/11/23)

The excuse used by Sunak to justify his planned increase in fossil fuel production is "to reduce emissions and boost UK energy independence."

These claims are simply not true.

Encouraging more oil and gas production does not reduce emissions - it increases them. If you expand the global market for fossil fuels then more will be used with the obvious accompanying increase in emissions. What is more, Rystad Energy, an independent advisory and business intelligence company, has stated that:

“ UK oil rigs are among the highest carbon emitters in Europe. CO2 emissions released into the atmosphere from extracting North Sea oil and gas reached 13.1MM metric tonnes in the UK in 2019, or 21kg of carbon dioxide for every barrel of oil produced – far greater than the Norwegian North Sea, which produced 4MM metric tonnes of CO2 in 2019, or 8kg of CO2 a barrel.” (Guardian: 13/10/22)

But let us put this evidence aside for the moment and give Sunak the benefit of the doubt regarding emissions, and look at his other claim that increase extraction of gas and oil from the North Sea will “boost UK energy dependency".

Again, simply not true. It was reported only a few weeks ago that the UK EXPORTS 80% of North Sea oil which is processed abroad and then sold back to us at whatever international price makes the oil and gas industries the most profit. (CNN Business: 27/09/23)

The only way to secure energy independence is to have state ownership of our natural assets. But that is not The Tory way.

Unlike the Norwegian government, who invested their countries enormous oil and gas revenues in economic sectors across the world, creating a State owned sovereign wealth fund now worth $1.2 trillion in assets, our Tory government squandered the money, continues to allow private investors to reap the profits, and have refused to create a UK Sovereign Wealth Fund because they are ideologically opposed to public ownership.

While Sunak is forced to sell licenses for oil and gas extraction in order to secure at least some benefits from our natural resources, the Norwegians impose a 78% tax levy on private oil and gas companies.

But that isn’t going to happen. Instead, our ideologically driven Tory government, opposed to taxes of any kind and especially those aimed at the rich and corporate world continue to draw headlines like these.

and

“North Sea oil and gas industry offered ‘get-out’ clause on windfall tax.”(Guardian:09/06/23)

The stark contrast between the way successive Tory Government’s in the UK have managed the “bonanza” of North Seal oil and gas and the way the more socialist Norwegian governments have utilised their natural resources couldn’t be more stark.

Abstract: Fossil fuel infrastructure has important land-use impacts within the United States, including the environmental consequences of affected land that persists beyond the lifespan of wells. Here, we estimate the ecoregion-specific fifty-year present-value net benefits of restoring lands that are associated with non-producing wells in the conterminous United States on the basis of select ecosystem services—agricultural sales and carbon sequestration. We identify more than 430,000 restorable wells that occupy more than 800,000 ha of land. The present value of ecosystem services benefits was US$21 billion (2018) while the restoration costs were US$7 billion. Deciduous forests, grasslands and Mediterranean ecoregions had large net benefits, whereas arid and semi-arid regions were often negative. Focusing on select ecoregions of the United States would provide higher returns on investment in the form of environmental and economic benefits. Although our results suggest an ecoregional hierarchy, the restoration of all abandoned fossil fuel lands will have benefits at the local, regional and national scales, including food security, protection of biodiversity and restoration-related job opportunities.

"Governor Janet Mills announced that Maine has, two years ahead of time, surpassed its goal of installing 100,000 new heat pumps by 2025, a milestone that represents significant progress in reducing Maine’s reliance on heating oil, lowering heating costs, and curbing harmful carbon emissions.

To continue Maine’s momentum, Governor Mills also unveiled a new target: installing another 175,000 additional heat pumps in Maine by 2027, thereby bringing the number of heat pumps installed in Maine homes, businesses, and public buildings during her time in office to 275,000.

If this target is achieved, Maine would have more than 320,000 heat pumps in total installed across the state.

Heat pumps can be thought of as temperature recycling machines. They are filled with refrigerant fluid and contain a compressor, and they work by extracting excess heat and moving it around, either in or out of a house depending on whether it’s hot or cold.

It’s believed they work best in hot weather, but in February, Maine’s temperatures in some places plummeted during a cold snap to -60°F. Efficiency Maine, which aided in the state’s adoption of heat pumps by organizing rebates for customers under the provisions of the Inflation Reduction Act, did a survey of owners they had helped the previous year.

Many of [the heat pump owners] reported they were comfortable and warm, and offered to bring up the fact that by February they had already saved hundreds of dollars on home heating systems, over boilers, gas furnaces, and heating oil.

“We are setting an example for the nation,” said Mills at the announcement event. “Our transition to heat pumps is… curbing our reliance on fossil fuels, and cutting costs for Maine families, all while making them more comfortable in their homes—a hat trick for our state.”

The transition began in 2019 with bipartisan support of the Legislature, when Governor Mills enacted laws setting ambitious targets for transitioning to renewable energy and reducing greenhouse gas emissions."

The “United Kingdom Food Security Report 2021: Theme 2: UK Food Supply Sources" document is hardly a catchy title. In fact it’s a bit of a mouthful (excuse the pun). That said, it is useful in highlighting the total lack of joined up thinking by Rishi Sunak’s Tory government.

Under the heading “Key messages", the report lists threats to Britain's domestic food supply.

“The biggest medium to long term risk to the UK’s domestic production comes from climate change and other environmental pressures like soil degradation, water quality and biodiversity. Wheat yields dropped by 40% in 2020 due to heavy rainfall and droughts at bad times in the growing season. Although they have bounced back in 2021, this is an indicator of the effect that increasingly unreliable weather patterns may have on future production.”

It is very interesting that water quality and biodiversity are among the factors considered to be the most serious threat to domestic food supplies, given that the Secretary of State for Environment, Food and Rural Affairs has given the water companies until 2050 to stop polluting our water ways. Until then, the poisoning of insects, fish, and aquatic bird life will continue, a situation described by the BBC as “death by a thousand cuts"

Simultaneously, Rishi Sunak has been issuing gas and oil exploration licences like there is no tomorrow and for much of Britain’s wildlife, there has been no tomorrow.

“The UK has an average of only 53 percent of its biodiversity left, according to the Natural History Museum.” (The Ecologist: 11/10/2021)

In the pursuit of profit at all cost we have inflicted massive destruction on our native wildlife. In fact, so good are we at biodiversity genocide that the Natural History Museum stated:

“UK has led the world in destroying the natural environment.” (www.nhm.ac.uk: 26/09/20)

Well, its good to know Britain is “world beating" at something. It makes you proud to be British – doesn’t it?

On April 21, Ali Hussein Julood, a 21-year-old living in the Iraqi town of Rumaila, on the outskirts of one of the world’s largest oil fields, died from leukaemia. He was told by doctors that pollution from gas flared in the nearby field, which is operated by British Petroleum (BP), had likely caused his cancer. “Gas flaring” is a low-cost procedure used by oil companies to burn off the natural gas expelled during drilling. [...] [I]t also contributes to global warming [...]. Some of the pollutants released during this process, such as benzene, are known to cause cancers and respiratory diseases. Ali, who had been battling cancer for six years when he died, was only the latest victim of the environmental degradation caused by international oil companies like BP in Iraq.

In towns and villages near the country’s vast oil fields, thousands of other men, women and children are still living under smoke-filled skies and suffering avoidable health problems because company executives insist on putting profit before lives. [...]

[A] confidential report from the Iraqi health ministry recently obtained by the BBC blamed pollution from gas flaring, among other factors, for a 20 percent rise in cancer in Basra, southern Iraq between 2015 and 2018. A second leaked document, again seen by the BBC, from the local government in Basra showed that cancer cases in the region are three times higher than figures published in the official nationwide cancer registry.

Like many other problems and crises that are devastating the lives of ordinary Iraqis today, the chain of events that led to the poisoning of southern Iraq’s skies by international oil companies also started during colonial times.

In the early 20th century, as its navy transitioned from coal to petrol, Britain found itself in increasing need of oil to run its empire and fuel its numerous war efforts. [...] In 1912, Britain formed the Turkish Petroleum Company (TPC) with the purpose of acquiring concessions from the Ottoman Empire to explore for oil in Mesopotamia. Following World War I, it brought modern-day Iraq under its own mandate [...]. By 1930, the TPC was renamed the Iraqi Petroleum Company (IPC) and was put under the control of a consortium made up of BP, Total, Shell and several other American companies. Together, they pushed for a series of “concession agreements” with the newly formed Iraqi government which would give them exclusive control of Iraq’s oil resources on pre-defined terms for long periods. By 1938, the IPC and its various subsidiaries had already secured the right to extract and export virtually all the oil in Iraq for 75 years. These concessions were granted to the IPC and its subsidiaries while Iraq was ruled by British-installed monarchs and under de facto British control. Thus the state had almost no negotiating power against the British-led consortium [...] In 1955, the Iraqi government started to voice its desire to use the gas being flared in Rumaila and Zubair for electricity generation. In 1960, while negotiating a concession with the IPC, then-Iraqi Prime Minister Abd al-Karim Qasim formally asked the company to let Iraq exploit the gas that it was not using. The same demand came up again and again [...], but IPC and its subsidiaries repeatedly turned the Iraqi government down. [...]

Following the 2003 invasion, the Iraqi oil industry was once again privatised as a result of pressure from the US and the International Monetary Fund (IMF). As was the case in the early 20th century, any negotiations on oil extraction rights took place when Iraq was still under foreign occupation [...]. When the process of auctioning off oil fields in southern Iraq began in 2008, the Iraqi government offered foreign oil companies long contracts of up to 25 years, reminiscent of the early concessions agreements with the IPC. These included stabilisation clauses, which insulated foreign companies from legal changes that might emerge over the course of their contracts. This meant that the companies were, and continue to be, unaffected by any environmental regulations passed by the Iraqi government to reduce pollution [...].

Looking back at the development of the oil industry in southern Iraq makes apparent that the kind of pollution that killed Ali has been in the making for some 70 years. His death – like the deaths of many others who succumbed to pollution-related cancers in his country – was not an unavoidable tragedy, but the natural consequence of a long history of colonial violence and extractive capitalism.

Predatory colonial practices that began over a century ago caused southern Iraq’s vast oil reserves to be left under the sole control of foreign companies today – companies that over and over again put profit before the lives of the Iraqi inhabitants of the lands they exploit.

Ali’s death is yet more proof that colonial violence is far from over and that it has many different faces.

for the umpteenth time, there is no appreciable oil or gas to extract, but the idea that this is all happening because the israeli government wants to resurrect a harebrained 1960s plan to build a new suez with nukes is doubly astounding. you don't need to contort yourself into pretzels to get at the real answer — we know what simple evil drives the israeli government.
