I’m presenting this without comment. I think the article goes very well over the pros and cons of the situation at hand, but I want to highlight these two parts:

The rent on their furnished three-bedroom apartment, tucked away on a cobblestone street next to a 13th century stone cathedral in the Alfama district, is 2,100 euros.

and

“We were able to get a deal because of COVID and few people visiting the city,” said Wittman, who still maintains bits of her Midwestern accent from her Indiana upbringing. That was before a lease extension offer came in at 3,650 euros. “Now that our time is coming up, we can’t even find anything affordable in the city.”

And want to remind you that historically, Alfama was made of people so poor, rent averaged between 10 and 40€, because these were pensioners.
