However, this article completely misses any correlation in the rise in police public relations in response to Black Lives Matter, and calls for defunding & accountability of police forces.

A Portland doctor said a homeless man knocked her unconscious while walking in the city, and then she waited more than 20 minutes without a police response. 
"I do not hold the police accountable for this at all — I hold our city accountable for defunding the police," Mary Costantino, a radiologist, told Fox News. "We don't have enough police force to protect our citizens, and we did this to ourselves."

The attack happened shortly after 10:30 Friday night. One minute, Costantino was walking in Southwest Portland with a friend. The next, she woke up on the ground, blood pouring out of her mouth. She was sure she was about to be killed and immediately dialed 911.
"I thought we were still being sort of attacked in some way," Costantino said. "I was like, 'I'm going to just try to verbalize a report of what's happening, so there's some record of how I died.'"
As the situation cleared, Costantino realized she was not dying. She had been struck in the face by an aluminum water bottle hurled by a man, she said. There had been no yelling, no sign of danger to give Costantino time to defend herself. She credits her friend with saving her from further harm.
"He said that the perpetrator … was still coming towards me," she said. "And he turned around and really aggressively yelled at him and the guy ran away."
"Had it not been for this person being with me, it would have, I think, been a lot worse," Costantino added.
A spokesperson for the Portland Police Bureau confirmed the incident, telling Fox News in an email that TriMet surveillance video "captured what appears to be the unprovoked and brutal attack." Officers were dispatched at 10:55 p.m. — about 20 minutes after Costantino says she was struck — and arrived at the scene eight minutes after that, according to Sheppard.
By then, Costantino had already given up and gone home.
"If we don't have police officers to come to the side of somebody who is under attack, then we're all on our own," Costantino said.
Her situation is not unusual. Portlanders have faced increasingly long police response times for years. The average for a high-priority call was 23.7 minutes in July, according to PPB data, the longest wait in more than a decade.
"Our goal is always to help as much as we can, as quickly as we can. But with our staffing being at historic lows, this has become a challenge for us," Lt. Nathan Sheppard told Fox News in an email.
"At the time this call came in, our officers were actively on 26 calls throughout the city," he wrote. "There were 0 free officers and another 52 calls holding."
The bureau has about 80 sworn vacancies, down from more than 100 in September.
"Our officers joined the Police Bureau to help people, and when they are unable, it takes a toll," Sheppard wrote. "We’re continuing to hire, so there’s definitely hope, and things WILL get better."
"I am heartbroken that my dear friend Mary was so badly hurt," said Kristin Olson, an outspoken critic of Oregon politics who first shared Costantino’s story on her podcast, "Rational in Portland." "Portlanders have a right and a reasonable expectation to peacefully move about this city without fear that they will be assaulted as they walk down the street."
Costantino said seeing the deterioration of public safety in Portland "100%" changed her voting habits.
"I absolutely did not vote for Jo Ann Hardesty," she said, referring to a previous city commissioner who supported defunding the police in 2020. In the governor’s election, she cast her vote for Republican Christine Drazan.

Eating pizza for breakfast, because it is my right as a single middle-aged man who works graveyard shift and closely guards his right to his own perspective. I’m reminded of one of my favorite lines from the Clash Song, LOSE THIS SKIN: “What’s it like to be so free? So free it looks like lost to me!
Last night, I lost business, but only at the end, due to a malfunctioning meter. It suddenly began under tallying the miles. I noticed it when I drove Frank Number 2 home. His fare consistently comes to $21-22 and it came to $12 last night. I’m not taking a pay cut.
Today, I took the time to complete my ballot and vote. I made my choices based on the topic of defund the police and other crime issues. I believe in Police Reform, but not at the expense of a functioning police force. I agree that the abusive nature of the status quo of policing is a problem, long overdue to be solved, but abolishing them altogether is a stupid idea. People need to go back to being practical.
About 20 years ago, I was a member of a dragon boat racing team. We practiced to compete in the dragon boat races at the annual Rose Festival. While at practice one day, my car was broken into and someone stole my pants. Yes, my pants were stolen out of my car in downtown Portland. Believing that its better to report a crime rather than not, I contacted the Portland Police Bureau. Later that night, a young police man came to my door at the house I shared with friends on SE 48th avenue. He took my statement about the car break in. I mentioned that the pants were a size 34 waist by 32 inseam, and he couldn’t help but chuckle. Of course, there wasn’t going to be an investigation.
About 10 years later, my car was broken into in front of my house. Very little was stolen, as I believe they were more interested in documents for identity theft, etc. When I called the police to report it, the person on the other end of the line was directing me to a website for reporting car break ins. I asked them why they weren’t going to send a cop over and they said that’s not what they do anymore. The PPB was starting to gradually feel the effects of staffing shortages, and consequently so were services.
Over the intervening years, I’ve witnessed drivers increasingly breaking traffic laws. More and more often I would start to see drivers running red lights, excessively speed on the freeway, and now surface roads. It used to be that every once in a while, I would see someone run a light. Soon, I started to see them every day. (for those of you who don’t know, I drive a taxi at night, at least five nights a week) Now all the time.
An absence of sufficient law enforcement officers has created a sense of laxity in consequences for traffic infractions: and other crimes. When my apartment was broken into, about 19 months ago, I contacted the police at 2:30 a.m. They didn’t get back to me until 8 am, and all that they did was to provide me with a case number. I couldn’t be angry about It, while I called the first time, the police precinct up on MLK and Killingsworth was surrounded by activists who were trying to burn it down. They had taken over the roadway on MLK and declared it the “Patrick Kimmons Autonomous Zone” Ultimately, I had to investigate my own burglary.
The activism against police brutality is a cause that I would believe in, and align myself with, if it was rational. I want police reform, but that doesn't look like abolishing the police. Similarly, defunding the police is also ridiculous as reform often costs more than maintaining the status quo. Patrick Kimmons was a man who in the course of an altercation downtown, shot two people. Shortly after this, officers from the Portland Police Bureau who were nearby attempted to arrest him. He fled with the gun he had just used and was shot dead by the cops. Tragic. Tragic, however, it’s not much of an example of police brutality. Well, not to too many. In the estimation of groups like “Don’t Shoot Portland,” He gets treated like a martyr and when people march against police brutality, they simultaneously march for justice for Patrick Kimmons. How am I supposed to join in the fight against police brutality when this the example they hold up?
At this point, Portland is convulsing with crime. Gang violence, random violence, possibly even thrill killing. Recently a security guard at a hotel I drop folks off at was shot to death in his car. Two nights ago a homeless woman was murdered, shortly after a drum circle. Other crimes of pure recklessness are also having an effect. One of our drivers was nearly killed when a car speeding through the old town section of Portland ran a light and crushed his car at the driver’s side. This car was travelling at speeds in excess of 50mph, and on a road that has a traffic light on every block. This accident, in which this man’s injuries are so severe that he will spend at least a year recovering from, has been enabled by the dearth of consequences that are due to inadequate staffing at the Portland Police Bureau.
I voted for candidates who are opposed to defund the police. I recommend everyone else does the same.

How can anyone excuse this? How can anyone look at this and still think the police are doing the right thing? This is unreformable. Every Portland Police Bureau officer either makes these jokes or laughs at them, and every PPB officer either gleefully brutalizes peaceful protesters or condones it. How can you reform people this cruel, violent, & petty into having a conscience, or into treating the general public with respect? It’s impossible because the job itself attracts bullies and sadists. The issue isn’t just the individual cops who carry out cruelty and violence, it’s the police as a whole.
It doesn’t matter how much money you take away from them or how many deescalation trainings you mandate or even how many of them you fire. The face of the police force will always be officers just like these ones, until there is no more police force. That is why the end goal is abolition, not just defunding.
All of these are just from last night and the night before (8/7/20 - 8/8/20), and there are so many others from the past 2.5 months that they’re uncountable. The actual videos are important for context, but may be hard to watch:

On Friday, Democratic Mayor Ted Wheeler held a press conference in which he called for the expansion of the police apparatus to combat left-wing “extremism” in the city of Portland, Oregon, after a small demonstration of around 100 people on December 31 resulted in vandalism and confrontations with police.
Decrying “violent antifa and anarchists,” Wheeler stated that he would convene a meeting with local, state, and federal law enforcement officials to “develop clear plans to address anarchist violence both here in Portland and throughout the state.” He called on the state legislature to increase penalties for criminal destruction and vandalism, while giving the police a green light to videotape protests and “gather intelligence on these small groups of organized criminals.”
While the exact policies are to be determined by officials, Wheeler indicated that he would like the Portland Police Bureau (PPB) to use “any means necessary” to suppress demonstrations and ensure that protesters are legally persecuted. This will result in the expansion of the police apparatus, giving them greater freedom to crack down on left-wing protests, make arrests, and carry out surveillance, all of which constitute an attack on basic democratic rights.
Invoking identity politics to give a “progressive” veneer to his right-wing diatribe, Wheeler attacked the “group of largely white, young and some middle-aged men” for crushing the supposed “hope and optimism” for the new year. “Why would a group of largely white, young and some middle-aged men,” Wheeler asked, “destroy the livelihood of other people who are struggling to get by?”
Describing protesters as “violent anarchists” who “just want to watch the world burn,” Wheeler's speech carried more than an echo of the fascistic rhetoric of President Donald Trump. The Republican president has constantly ranted against the “radical left,” labeling antifa as a “terrorist organization,” and sent in federal agencies to assist local police in Portland and other Democratic-run cities in cracking down on anti-police violence protests last summer.
The new proposal from the Democratic Party in Portland was warmly received by conservative and far-right figures in the state. Andy Ngô, a far-right “journalist” and social media personality, who defends the Proud Boys and other fascist militia groups, tweeted, “In his new year's presser, Portland Mayor @tedwheeler admits that his efforts to de-escalate & compromise with antifa have failed to yield results. He condemns the violent extremist movement by name & calls for more to be done.”
Wheeler’s actions exemplify the right-wing, anti-democratic character of the Democratic Party as a whole, which serve as political defenders of the capitalist system and its police and military-intelligence apparatus no less than the Republicans. In the course of opposing calls to “defund the police,” President-elect Joe Biden even attacked Trump from the right, criticizing federal budget cuts for police departments and demanding $300 million in additional funding, a call which was matched by Senator Bernie Sanders who said cops should be paid higher salaries.
Biden launched a massive “law and order” ad blitz during his election campaign in which he denounced anti-police violence protesters involved in vandalism or looting, while making no mention of right-wing extremist violence.
During a trip to Kenosha after the police shooting of Jacob Blake, a 29-year-old black man who was shot seven times in the back, Biden used the opportunity to frame American society on the basis of identity politics and racial hatred, while maintaining silence on the killing of two protesters by 17-year-old far-right militia member Kyle Rittenhouse, who has been hailed as a hero by fascist organizations, Trump and other sections of the Republican Party.
In Oregon, Patriot Prayer and other fascistic groups recently stormed the state capitol in opposition to COVID-19 lockdowns and restrictions, but this was not deemed “violent” and proceeded without any police interference. In fact, text messages leaked to the Willamette Week found PPB has been found to be in close communications with Patriot Prayer leader Joey Gibson, providing advice on how to not get arrested during their confrontations with left-wing protesters.
What Biden and Wheeler seek to suppress is not “antifa,” however, but the broader social anger among the working class that finds expression through growing left-wing radicalization, protests, and strikes. As evictions loom for millions of Americans who have been forced into poverty and unemployment without any financial aid as the pandemic rages out of control, Wheeler has already indicated his support for PPB cracking down on a protest against the eviction of a family from their multi-generational home in North Portland.
The buildup of local police departments and implementation of “intelligence gathering” operations will be used against all left-wing protests and demonstrations as the working class enters into struggle against the horrific conditions of the pandemic and its long-term consequences.

WATCH Portland police tear down ‘Autonomous Zone’ in front of mayor’s house
Videos show Portland police removing barricades and disbanding a nascent ‘Autonomous Zone’ set up by protesters in front of the mayor’s home after activists’ demands were not met at a city hall meeting.
Demonstrators set up a row of barriers outside Mayor Ted Wheeler’s apartment on Thursday morning, but Portland police officers had little patience for the project, moving in quickly to tear them down after declaring the gathering a “civil disturbance” at 5:30 a.m.
PPB is declaring a civil disturbance and unlawful assembly from NW 11th east to NW Park Ave and NW Irving south to NW Everett St. If you do not live inside a dwelling in this area, leave immediately to the west. If you do not leave you are subject to arrest or use of force.

Police closed the area off and began disassembling the makeshift barriers, arresting some of the protesters in the process, according to Portland PD.

Asked by local reporters whether he supports the creation of such an encampment, Mayor Ted Wheeler was unequivocal, stating “I do not want an autonomous zone set up in Portland.”
“I’m watching what’s going on in Seattle, and I’m not impressed. I think it’s a distraction from the larger movement, and the movement is justice for black people,” Wheeler said, voicing concerns over reports from Seattle about armed protesters and the extortion of local businesses.

The decision to create the autonomous zone came after the Portland City Council approved a new budget that slashes about $16 million from the Police Bureau’s funding. The move failed to appease the protesters, however, who had called for a whopping $50 million cut.
On the night the blockade was erected, 27-year-old Anthony Eaglehorse-Lassandro drove his car into a group of protesters, injuring three people. Police say they later tracked down the driver, who’s been accused of hit and run, reckless driving and possession of a controlled substance, though his motive still remains unclear.
Elsewhere in the US, protesters have tried to establish similar autonomous zones, hoping to follow in the footsteps of a loose band of anarchists and Black Lives Matter activists in Seattle, who’ve occupied a six-block area since early June. The enclave – now ‘officially’ dubbed the Capitol Hill Occupied Protest, or CHOP – surrounds the Seattle Police Department’s East Precinct, which was abandoned under orders from city administration amid the ongoing demonstrations. So far, Seattle officials have shown little willingness to kick the protesters out, despite complaints from the police that the CHOP has interfered with their work.

The US has been gripped by a wave of demonstrations and civil unrest since the death of George Floyd, an African American man killed at the hands of Minneapolis police in late May. Protesters first took to the streets after seeing disturbing footage of Floyd’s last moments alive, pinned to the ground under an officer’s knee for nearly nine minutes. The protests have spiraled out of control in some cities, seeing indiscriminate rioting and looting.
Starting with calls for police reform, the protesters’ demands have quickly grown. While the officer who killed Floyd is now on trial for second-degree murder and President Donald Trump has rolled out an executive order discouraging police chokeholds, calls to defund and outright abolish police departments have only gained momentum. Trump, however, has made it clear that such proposals are out of the question, instead calling to increase police resources around the country.
