🔥 sur l'écriture de fanfics ou sur FE3H selon ce qui t'inspire le plus !

Je vais tenter de répondre aux deux : pour les fanfics, c'est pour les promesses de l'histoire à respecter, et pour FE3H, on va parler de Sylvain et des Gautier en général (par contre, je me suis encore trop étendu donc, cette partie-là est sous la coupe).

1. Fanfic

Pour les fanfics, je ne sais pas si c'est une opinion impopulaire mais, je dirais que quand on annonce quelque chose x ou y, il faut s'y tenir et si on change ce qu'on avait annoncé de base, il faut prévenir le lecteur dès qu'on sait que ce qui était annoncé a changé et que cela ne reviendra pas, et ne pas hésiter à le faire, même si ça vient peut-être du fait que j'essaye d'être déjà bien avancé dans une histoire avant de poster quoi que ce soit pour ne pas lancer de fausses promesses (ex : partir sur une histoire qui doit finir sur CF et donc une mauvaise fin où tout le monde meurt avant que Delagarde se prenne un énorme retour de bâton, pour ensuite ne plus avoir le coeur à le faire et plutôt finir sur du AM ou un autre univers où les conséquences de Duscur... oui, je me vise directement, ne vous en faites pas, la mauvaise conscience est sous contrôle). De plus, je n'aime pas trop quand je clique sur une fic en m'attendant à quelque chose car, le résumé et les tags m'ont vendu ce quelque chose mais, que je me retrouve avec une histoire qui n'a rien à voir avec ce qu'on m'avait promis. J'ai l'impression de m'être fait avoir dans ces cas-là.

Par exemple, si on annonce que la fic respecte le canon à la lettre (pas un genre de fic que j'aime beaucoup mais, je respecte les gens capable de tenir toute une histoire sans s'écarter du canon, cela doit demander beaucoup de rigueur pour ne pas se laisser happer par les voix du divergente canon), il faut rester autant que possible dans les clous du canon (quitte à juste créer le contexte et l'étoffer si on reprend des éléments du jeu) tant que le canon lui-même ne se contredit pas ou n'est pas un amas d'incohérence où là, oui, on peut changer des trucs pour ordonner, ou juste pour boucher les trous mais, quand on s'éloigne trop, il faut l'annoncer à son public, au moins pour que ceux qui sont là pour du canon aussi pur que possible puisse partir ou ne pas être étonné quand un nouvel élément arrive. Après, rien n'empêche de débattre sur ce qui est canon ou non, ce qui fait partie intégrante d'un personnage, surtout s'il apparait peu mais, si on dit direct que c'est dans les règles du canon, il faut les respecter.

L'exemple le plus connu est cette fameuse fic aux couleurs pétantes avec un auteur qui dirigeait un bateau disait que son histoire était une méta et la "vraie histoire" donc, techniquement et dans ces conditions, il faut respecter le canon à la lettre car, on va l'étudier. Sauf que finalement, c'était un énorme divergente canon qui ne respectait pas le déroulé des évènements, les règles de l'univers ou les personnages pour arranger l'histoire qu'il voulait raconter, même si cela contredisait le jeu. En soit, il fait ce qu'il veut : s'il veut écrire une histoire ainsi avec les éléments qu'il aime et en récupérant les morceaux d'histoire des autres routes qu'il trouve cool, pas de problème, qu'il s'enjaille avec en écrivant ce qui lui fait plaisir mais, étant donné qu'il a annoncé que sa fic était une méta et donc une histoire qui respectait le canon, il aurait soit dû assumer faire du divergente canon avec sa propre tambouille avec tout ce qu'il aime et le dire clairement vu que son histoire était déjà lancée, soit se forcer à rester dans le canon.

Après, rien n'empêche de changer d'avis en cours de route sur son histoire - je serais très hypocrite de reprocher ça aux autres alors que c'est aussi ma spécialité, je change mille fois d'avis dans une histoire - mais, si dès le début de l'histoire, on annonce que le but des personnages, c'est objectif x, il faut remplir l'objectif x ou expliquer pourquoi on le laisse tomber, ne pas le jeter sous le bus et se dire qu'il n'existe plus car on n'en parle plus.

Sinon, pour quelque chose de plus positif vu que c'est sacrément dur, je dirais que les OC sont de très bons personnages. Vous adorez une fiction et vous voulez ajouter vos propres personnages ? Allez-y, amusez-vous ! Je sais qu'ils ont souvent mauvaise presse mais, je pense que ce serait se fermer un champ des possible de dire "pas d'OC ! C'est le mal !" surtout que bon, les personnages d'une histoire sont eux-mêmes les OCs de leur créateur d'une certaine manière alors, pourquoi se priver d'en rajouter ?

2. FE3H

Peut-être pas la prise la plus chaude du fandom mais, je trouve que Sylvain est vrrrraiment maltraité dans les deux jeux alors qu'il a le potentiel pour être un très bon personnage, et les deux jeux sont bien trop complaisant avec Matthias et Miklan à son désavantage. Tout le monde est maltraité dans Nopes mais, Sylvain prend vraiment double tarif avec Claude et Alois je trouve.

Pour le FE3H original, je ne vais pas trop m'étendre vu que je l'ai déjà expliqué dans mon billet sur lui pour l'ancien UA "bye !" (repose en paix, nous ne t'oublierons jamais) mais, je pense qu'il aurait bien marché en étant misanthrope en général et pas juste misogyne, tout en gardant sa surface chaleureuse et enjouée. Après tout ce qu'il s'est pris avec Miklan et la pression qu'il a subit de la part de son père, il aurait de quoi détester le monde à part une petite niche très restreinte de personnes. De plus, sa misogynie gâche une bonne partie de ses supports alors que s'il était "seulement" misanthrope, les scénaristes en auraient moins fait un gag et l'aurait pris au sérieux, ce qui se serait ressenti dans ses interactions avec les autres (support avec Dimitri, on pense à toi...).

Et pour Nopes... bon, pas où commencer. Déjà, bon point de la part du jeu, ils ont mis sa misogynie à la poubelle, très bon point qu'il faut reconnaitre, il a parfois des fulgurances dans ce feu de poubelle. Mais dans tout le reste, il se fait rouler dessus par le jeu car, il refuse que qui ce soit soit en colère contre ses chouchous, même dans AG qui est juste la fanfic d'un Lambert en taule après avoir été détrôné pour empêcher Duscur où il se venge tout ceux qu'il n'aime pas (comme SB est celle d'El et ils s'y sont mis à deux pour écrire GW). En plus, cette mauvaise écriture dessert également une grande partie des lions avec juste Félix qui s'en sort la tête haute dans ce bazar. Et une grande partie tient au fait que le jeu veut absolument offrir une rédemption à Miklan et présenter Matthias comme un personnage sympathique. Cela plombe les personnages qui sont tous sali par cette idée scénaristique, en particulier Dimitri, Sylvain et Rodrigue, et cela offre une rédemption à un personnage qui ne la mérite pas. Nopes est vraiment un jeu très mal écrit avec des implications très douteuses, notamment parce qu'il blanchit les abuseurs tout en faisant retomber leurs fautes sur leurs victimes, et même si AG surnage un peu par rapport aux restes, son écriture reste très mauvaise pour tout le monde.

C'est devenu assez long alors, je vais mettre le développement de mon avis sous la coupe.

Qu'on mette les choses au clair : pour moi, Miklan ne mérite aucune rédemption. Je ne vais pas refaire la liste de ses crimes, ce serait bien trop long mais, sa transformation en monstre a beaucoup de sens à mon avis : il était un monstre à l'intérieur et maintenant, il le devient dans son apparence en retour de bâton pour toutes ses mauvaises actions. Il est clairement allé trop loin et plus aucune rédemption n'est possible pour lui.

Pour Matthias, ce n'est pas très reluisant non plus dans le jeu original vu qu'il a laissé Miklan battre Sylvain pendant 15 ans avant de se décider à le chasser et de ce qu'on sait, il n'a rien fait pour aider Sylvain et semble s'être contenté de lui dire de devenir plus fort. Je sais que le jeu d'origine semble dire que malgré tout, Sylvain et son père ont une bonne relation mais, étant donné qu'il n'a rien fait pour aider Sylvain avec Miklan à l'écran ou aucun autre signe de réconciliation entre eux, je mettrais plus ça sur le fait qu'à part de rares exceptions, Fodlan a beaucoup de mal à laisser ses personnages subir les conséquences de ses actes... mais c'est rien comparer à ce que lui fait subir Nopes.

Donc, pour commencer, il y a l'histoire de la mère de Miklan qui est en fait la première femme de Matthias mort atrocement et qu'il ne s'est remarié que pour avoir un héritier à emblème. Bon, déjà, femme dans le frigo, on aime, aucune des deux dames n'ont de nom en plus mais, mon plus gros problème, c'est que cette histoire valide complètement TOUT ce que lui disait Miklan et toute la haine de lui-même de Sylvain (très bien mis en scène dans cette BD de Mego sur Twitter) : oui, Matthias ne voulait pas l'avoir, il ne voulait que Miklan, il ne l'a eu avec une femme qu'il n'aimait pas (vu que la mère de Miklan est présenté comme son grand amour et que sa mort l'a complètement gelé) que pour donner à Gautier un héritier à emblème à son fief pour que quelqu'un puisse manier la Lance de la Destruction sinon, Sylvain ne serait jamais né et que c'est pour ça que Miklan peut lui faire tout ce qu'il veut sans conséquence, parce que Matthias s'en fiche de lui tant qu'il remplit sa fonction.

Et c'est... horrible. Je ne sais même pas ce que doit ressentir Sylvain de savoir pertinemment qu'il n'existe pas car son père voulait avoir un deuxième enfant mais, parce qu'il voulait juste avoir un héritier à emblème et de n'exister que pour ça, et les mauvais traitements de Miklan ont fini de massacrer ce qui aurait pu lui rester d'amour propre, surtout que sa mère n'a pas l'air d'être d'une grande aide vu qu'elle est juste décrite comme se battant tout le temps avec Matthias. Tu m'étonnes qu'il soit incapable de s'aimer lui-même, il n'a juste jamais eu personne pour l'aimer pour lui-même à part ses amis (enfin... on va y revenir).

De plus, je trouve le concept de Matthias, bien qu'intéressant sur le papier, pas très bien exploité : il haït les srengs à cause de ce qu'ils ont fait à sa femme et se méfiait déjà d'eux à cause des relations historiquement tendues entre leurs deux pays, le tout avec un enjeu de survie car, les srengs veulent juste pouvoir manger à leur faim mais, le Royaume non plus ne roule pas sur l'or et la prospérité. Sur le papier, c'est une bonne idée, c'est une sorte de mélange entre Ingrid qui déteste les duscuriens à cause d'un évènement tragique, et d'Hilda qui est raciste envers les almyrois à cause des idées reçus et du passif entre leurs pays. Cependant, je n'ai pas l'impression qu'il grandit tellement par rapport à elles, ça fait quand même remâché par rapport à ces deux-là et le jeu lui donne tellement un blanc saint pour toutes ses actions que ça le rend détestable pour moi vu que sa backstory tragique sert surtout à l'absoudre de toutes ses mauvaises actions en mode "mais comment pouvez vous être en colère contre un homme qui a tellement souffert sale monstre ?! :'C". Et il n'est pas aidé avec le fait qu'avec ses action dans 3H, je m'étais déjà imaginé un margrave Gautier très différent à part dans sa haine des srengs mais, comme un homme froid et dur qui assume tout ce qu'il fait, étant sans pitié sans personne. Matthias en ressort comme une sorte de pleurnichard qui n'assume aucun de ses actes (surtout quand il est surpris que Leif l'ait trahi car, il n'a pas développé un syndrome de Stockholm pendant son séjour à Gautier), qui n'est dur qu'avec Sylvain la victime de maltraitance et trop laxiste avec Miklan le fratricide, et que le jeu veut nous forcer à le pardonner...

Nopes ne tente même pas de cacher que Matthias ne respecte pas son fils cadet. Quand il lui parle de son ambition de faire la paix avec Sreng car bon, si on pouvait arrêter de s'entretuer tous les 4 matins, surtout que le prochain roi a un peu la rage d'avoir été otage pendant des années (car n'importe qui vivant dans la maison Gautier voudrait tout faire cramer par le feu, je suis complètement avec Leif pour le coup) et de ses premiers pas pour essayer d'arriver à un échange pacifique en apprenant au moins la langue de ses voisins (et Déesse, comment ça se fait que personne n'ait eu l'idée avant des deux côtés ? Ce serait pourtant pratique pour le commerce par exemple), qu'est-ce que Matthias lui répond ? "Pah ! Toujours aussi naïf, mon garçon !" puis part sans lui laisser le temps de se justifier un peu plus car, il ne sait pas encore précisément comment arriver à s'entendre avec Sreng, limite on a le bruit du micro qui tombe par terre pour souligner la punchline, et c'est Rodrigue qui doit presque le forcer à aller parler à son fils pour éviter de rester sur ça. Je sais que là, c'est la douleur de la mort de sa femme qui parle mais bon, on avait pas besoin de ça et si vous voulez en faire un personnage touchant qui mérite l'affection de Sylvain, montrer le croire un peu en lui bon sang ! Au lieu d'avoir cette réaction, faite lui dire qu'il a d'énormes doutes là-dessus mais, que cela pourrait peut-être réussir et que le passé (mort atroce de femme n°1) ne se reproduira pas, surtout que dans la suite de la scène avec Rodrigue, on révèle que Lambert avait la même ambition.

Et vous savez quoi ? Je suis sûre que cette histoire ne sert qu'à faire pleurer dans les chaumières et mettre des éléments en place pour la rédemption de Miklan et le fait que Matthias est censé être sympathique (car de ce que j'en ai vu, une grande majorité de la communauté FE3H détestait le patriarche Gautier en le présentant comme le pire père ever et je suis à comprendre dedans). Sauf que ça n'explique et n'excuse rien : Matthias a choisi d'avoir un autre enfant au lieu de juste dire m*rde à la tradition en faisant de Miklan son héritier malgré son absence d'emblème comme cela se fait côté Daphnel. ll a eu Sylvain, il assume, et dans tous les cas, aucune raison ne justifiera jamais aucune maltraitance envers un enfant, AUCUNE ! Si tu voulais me faire pleurer sur eux deux jeu, c'est raté ! Là, je me demande plutôt pourquoi Sylvain ne s'est pas barré avec Leif en Sreng, ce sera toujours moins pire que ce qu'il vit au quotidien et ça fera un énorme doigt d'honneur à son père !

Mais c'est rien à côté du recrutement de Miklan qui amènera à sa rédemption en mourant en martyr en défendant le Royaume. Je ne vais pas revenir sur le fait qu'il ne mérite aucune rédemption car, il est juste allé trop loin et que c'est juste le jeu qui lui en donne une sur un plateau d'argent. Non, je vais plutôt me concentrer sur à quel point elle fait paraitre les personnages et le Royaume comme bien pire et souille leur image à tous, en me basant surtout sur cette scène "Le bandit". A la base, je voulais critiquer cette scène dans son ensemble vu que c'est un concentré de tout ce qui ne va pas dans son histoire dans Nopes... mais critiquer tout ce qu'il y a à critiquer dedans fait littéralement 3 pages (et j'ai pas fini, il manque encore la fin de la scène et les conséquences) donc, je ferais un billet à part pour expliquer tout ce qui ne va pas mais, on va résumer comme ça : tout le monde est sali par l'inclusion de Miklan dans l'armée et avec l'histoire des Gautier dans Nopes.

Dimitri parachute Miklan comme général en oubliant qu'il a failli tuer un de ses meilleurs amis, et se retrouve à pleurnicher aussi sur les emblèmes alors qu'il était relativement épargné par tout ça. Le tout en oubliant qu'il pouvait juste faire monter un roturier et pas faire du favoritisme car Miklan est un ancien noble.

L'armée de Faerghus doit vraiment être dans la dèche ou composé d'incompétent fini pour ne pas avoir de bons soldats roturiers qui pourraient devenir des généraux. Et elle est aussi composée de moutons bien dociles vu que personne n'a rien à redire au sujet de son catapultage à la place de général - ou tout le monde est aveugle et sourd, ce qui peut être une option vu que Miklan est dans l'armée depuis 2 ans et personne ne le savait.

Ingrid est hors de son caractère car, celle de 3H aurait secoué les prunes de Dimitri pour avoir osé mettre un potentiel fratricide à la tête d'un bataillon. On parle de la fille qui pensait que tous les duscuriens méritaient de se faire tuer car, quelques uns avaient tué son fiancé et toujours ultra droite dans ses bottes, elle devrait dire quelque chose en voyant un meurtrier et fratricide potentiel être absout comme ça.

Rodrigue est déjà très sali par Nopes avec tout l'Ave Lambert et son arc qui se résume en gros à "je suis vieux, je n'ai plus rien à apporter comparé aux jeunes" mais là, c'est encore pire car, il est encore ami avec Matthias et ne semble n'avoir rien fait pour aider Sylvain alors que tout le monde - même les enfants - savent qu'il laisse Miklan battre Sylvain, le tout en nettoyant derrière lui alors que si on respectait son caractère, il devrait critiquer Matthias et tout faire pour protéger Sylvain, quitte à manipuler Matthias. Qu'ils soient obligés de travailler ensemble et composer avec car, le margrave est trop puissant et indéboulonnable est une chose, laisser tout couler en fermant les yeux en est une autre.

Sylvain se retrouve à devoir pardonner à ses deux abuseurs qui l'ont maltraité et il doit apprendre à les pardonner alors qu'ils ont littéralement tenter de le tuer ou laisser faire et doit s'écraser face à eux en le confortant dans le fait qu'ils n'ont rien fait de mal et donc, c'est un peu sa faute, là où il comprenait que rien ne justifiera jamais le comportement de Miklan dans 3H. On demande littéralement à une victime de pardonner ses assassins tout en la confortant dans l'idée fausse que c'est de sa faute si elle était abusé et failli être tuer !

Le seul qui s'en tire bien dans cette histoire, c'est Félix, qui est le seul à appeler Miklan pour ce qu'il est et à demander des comptes à Dimitri, tout en s'en faisant vraiment pour Sylvain et son état ! Et il est montré comme celui qui suit surtout son coeur et n'a pas raison dans cette scène vu que quand Dimitri lui fait son discours sur Miklan puis les emblèmes, soit le jeu ne lui fait rien répondre comme s'il ne savait pas quoi dire avec juste sa tête énervée, soit Dimitri répond à côté de ce qu'il voulait dire, soit il doit se coucher pour bien finir la scène vu qu'il finit juste en disant que Dimitri aurait dû leur en parler (et même si j'ai surement un biais en faveur de Félix, ça lui ressemble tellement pas de perdre son mordant comme ça que je me dis qu'il a compris qu'il parlait à un mur alors, il a coupé la conversation car il sait que ce n'est pas Dimitri et va juste le dégager car, dans ce bazar, il sera toujours un meilleur roi que lui à ce stade !).

Pour toutes ses raisons, je trouve que malgré les bons points pour lui dans Nopes, Sylvain y est aussi maltraité que dans le jeu original, tout en ayant une famille qui abaisse le niveau de respect que j'ai pour tous les personnages, sans aucun moment pour les rattraper ou de lucidité (comme Félix et Rodrigue qui ont des moments mignons ensemble et peuvent enfin se réconcilier à l'écran) car, le jeu est bien trop complaisant avec les abuseurs et les pardonnes, tout en blâmant les victimes ou en les faisant se sentir mal alors qu'elles n'ont fait que subir dans cet histoire.

Le centre de Paris interdit à Airbnb ? Ce qui semblait impensable il y a dix ans est en passe de devenir réalité : la ville de Paris va interdire les nouveaux meublés touristiques dans les quartiers de la capitale qui souffrent d’un déficit de logements, comme le Marais, le Sentier, le Quartier latin ou la butte Montmartre. La mesure devrait être gravée dans le marbre du futur Plan local d’urbanisme (PLU), en cours de révision. [...]

«No-go zones»

La mairie centrale travaille actuellement, main dans la main avec les mairies d’arrondissement et l’Atelier parisien d’urbanisme (Apur), à délimiter ces zones, qui devraient inclure au moins Paris Centre (Ier, IIe, IIIe et IVe arrondissements) et Montmartre (XVIIIe). Une carte de ces «no-go zones» pour les nouveaux Airbnb sera présentée aux élus parisiens lors du conseil municipal de juin, qui sera consacré à l’examen puis au vote du plus gros chantier de la deuxième mandature d’Anne Hidalgo : la révision du PLU, le document qui définira les nouvelles règles de construction, de transformation et de création d’espaces verts pour au moins les dix années à venir.

«Nous voulons mettre un coup d’arrêt à la création de nouveaux meublés dans les secteurs où il n’y a quasiment plus de résidents permanents», a expliqué jeudi Emmanuel Grégoire, le premier adjoint PS, chargé de l’urbanisme, lors d’une déambulation dans le quartier du Sentier. «Si on ne veut pas que Paris se transforme en Venise, il ne faut pas laisser faire le marché», a ajouté le bras droit d’Anne Hidalgo. L’interdiction, a-t-il précisé, ne s’appliquera pas aux Parisiens qui louent leur résidence principale, dans la limite de 120 jours par an, mais uniquement aux investisseurs professionnels.

Ici, rue de la Lune , c’est un immeuble entier qui a été progressivement «mité» par les locations touristiques. «Petit à petit, des gens ont racheté les appartements qu’ils ont transformés en meublés touristiques. Au bout d’un moment, vous vous retrouvez avec une sorte de résidence hôtelière», explique Dorine Bregman, adjointe chargée des commerces et du tourisme à la mairie de Paris Centre. «Il y a toujours eu des propriétaires bailleurs à Paris, pour obtenir un complément de revenus pour la retraite, par exemple, mais quand le phénomène des locations touristiques est arrivé, les gens se sont aperçus assez rapidement que c’était beaucoup plus lucratif de louer à la semaine, voire deux, trois jours, que de louer sous le bail classique de trois ans». Là, rue des Jeûneurs, en plus des appartements dans les étages, c’est le rez-de-chaussée, jusque-là occupé par un local commercial, qui a aussi changé de destination. La vitrine a été opacifiée, et le tour est joué.

«Pendant des années, nous avons été désarmés, puis, avec [l’adjoint au logement] Ian Brossat, on a pu reprendre la main», a reconnu Emmanuel Grégoire. Comme les autres capitales du globe, Paris a d’abord subi, impuissante, la déferlante de ces locations meublées de courte durée, qui ont fait monter les prix et chassé les habitants des quartiers centraux, entraînant avec eux la fermeture de commerces de bouche ou de services à l’habitant, comme les blanchisseries. La régulation a fait son effet

La France est le deuxième marché mondial pour Airbnb, derrière les Etats-Unis. Première destination touristique mondiale, sa capitale reste une ville de cocagne pour la firme de San Francisco, surtout dans la perspective des Jeux olympiques l’été prochain. D’où l’urgence de compléter l’arsenal juridique mis en place à partir de 2018 par Ian Brossat, à base de régime d’autorisation préalable et de règles strictes de compensation pour les professionnels, en parallèle à l’obligation faite à Airbnb de désactiver les annonces, désormais pourvues d’un numéro d’enregistrement, dont le nombre de nuitées dépasse 120. Ainsi, depuis janvier 2022, tout changement d’usage d’un commerce en meublé touristique est désormais soumis à autorisation de la mairie et les logements transformés en locations touristiques doivent faire l’objet d’une double, voire d’une triple compensation en surface. Il était temps : en à peine deux ans (2020-2022), un commerce sur huit a été transformé en meublé touristique au cœur de la capitale, selon Dorine Bregman, l’adjointe de Paris Centre. De manière générale, la régulation a produit son effet, puisqu’on assiste à un «tassement du nombre de meublés touristiques déclaré», affirme Emmanuel Grégoire.

[...] Longtemps hostile à toute réglementation, au point d’adresser régulièrement des «bras d’honneur» à la mairie, dixit Ian Brossat (1), la plateforme américaine assure aujourd’hui être non seulement en règle, mais avoir renoué avec son mythe fondateur, puisque «les trois quarts des hébergements loués l’an dernier à Paris sur Airbnb étaient des résidences principales ou des chambres chez l’habitant». Omettant de rappeler la bataille qu’a dû livrer la ville de Paris (mais aussi d’autres métropoles régionales et jusqu’à l’île d’Oléron, qui a attaqué récemment la firme en justice) pour récupérer la taxe de séjour. Sans parler des tentatives, infructueuses celles-là, pour qu’Airbnb paie des impôts en France à proportion du chiffre d’affaires qu’y génère son activité : peine perdue, puisque la maison mère est basée en Irlande, un quasi-paradis fiscal.

«Un trou dans la raquette»

Cette offensive pour «déloger» Airbnb n’est pas que parisienne : la municipalité écologiste d’Annecy, victime à son tour de son attractivité, a ouvert la voie en votant fin février la mise en place de quotas de meublés de tourisme pour tenter de faire revenir sur le marché plusieurs centaines de logements. Ces quotas s’appliqueront dès juin dans la commune, qui a été divisée en trois zones, la plus restrictive étant la vieille ville, très touristique. Une mesure jugée «discriminatoire et disproportionnée» par le Syndicat Annecy Meublés, représentant les intérêts des loueurs, qui a annoncé son intention de saisir la justice. Le lobby des professionnels de l’immobilier, qui a déjà eu la peau de l’encadrement des loyers (finalement rétabli), va-t-il repartir à l’attaque contre le régime d’interdiction appelé à se mettre en place à Paris ?

La transformation des logements et commerces en meublés de tourisme étant désormais très encadrée, les élus parisiens redoutent que l’appétit des investisseurs ne se tourne désormais vers les bureaux. D’autant qu’avec la généralisation du télétravail, les besoins des entreprises en m² de bureaux se sont beaucoup réduits. «Ce qui nous manque aujourd’hui, ce sont des déclarations préalables pour la transformation de bureaux en Airbnb, et puis il y a un trou dans la raquette concernant les locations de passoires thermiques, sur lesquelles il y avait une exception pour les meublés touristiques», confirme Emmanuel Grégoire.

Pour boucher ces trous, la ville compte sur la proposition de loi transpartisane visant à «remédier aux déséquilibres du marché locatif en zone tendue», qui sera débattue le 13 juin à l’Assemblée. Selon son corapporteur, le député de la Nupes Iñaki Echaniz, présent lors du déplacement dans le Sentier, son article 2 propose justement «d’étendre aux meublés touristiques le droit de regard des élus», en leur permettant de mettre en place une autorisation préalable à la location touristique. Ce régime dit «de changement d’usage d’un local», bureaux inclus, ne concerne aujourd’hui que les communes de plus de 200 000 habitants et trois départements de la petite couronne francilienne, a précisé le député socialiste.

Relayant une demande ancienne des associations de mettre fin à la «niche fiscale Airbnb», l’article 3 de la proposition de loi suggère de réduire l’abattement dont bénéficient les investisseurs sur leurs revenus locatifs, qui peut aller jusqu’à 71 % ! «Je plaidais aussi pour une révision de la taxe sur les résidences secondaires, mais Bercy ne veut pas en entendre parler», a regretté Iñaki Echaniz. Explication : cette taxe est une majoration de la taxe foncière. En raison de ce «couplage», toute hausse de la première entraîne mécaniquement une hausse de la seconde. Résultat, les maires qui voudraient augmenter la pression fiscale sur les résidences secondaires pour inciter les propriétaires à remettre sur le marché ces logements inoccupés une bonne partie de l’année devront augmenter les impôts locaux. Aucune chance qu’ils le fassent… D’où l’idée portée par le Parti socialiste d’un «découplage», sur lequel Bercy a mis, sans surprise, son veto.

Ce n’est pas comme si la crise du logement ne frappait pas durement, non seulement l’Ile-de-France, mais une bonne partie du littoral atlantique. Le député basque a décrit le défilé dans sa permanence électorale des saisonniers, étudiants ou membres du personnel de l’hôpital de Bayonne, qui ne trouvent plus à se loger «là où ils travaillent et là d’où ils viennent». La raison ? Le boom des meublés de tourisme, qui ont augmenté de 130 % entre 2016 et 2020 dans la communauté d’agglomération du Pays basque. «Même dans l’arrière-pays, les prix montent. Au centre du Pays basque, une maison achetée 120 000 euros il y a trois ans a été remise sur le marché, avec une piscine en plus, à 400 000 euros, a illustré l’élu. Or nos territoires ne sont pas seulement des centres de vacances : on souhaite avoir des gens qui y vivent !»

Dédiabolisation des «méfaits du business»

Alors qu’Airbnb est montré du doigt pour son rôle dans cette crise, la firme a lancé une opération de séduction pour tenter de redorer son image. «Avec la ville de Paris, la relation est forte, il y a toujours des moyens de l’améliorer mais nous serons un partenaire extraordinairement important du logement», a assuré Brian Chesky, son PDG, dans un entretien aux Echos publié mardi. Et, à moins de 500 jours du top départ des JO, elle se décarcasse pour montrer à quel point sa présence sera bénéfique à l’économie française. Par exemple, elle a commandé une étude au cabinet de conseil Deloitte, qui chiffre à 1 milliard d’euros les retombées économiques attendues pour la France. Un chiffre largement repris dans les médias. Ainsi, les quelque 560 000 touristes «qui séjourneront dans des hébergements loués sur Airbnb pendant les Jeux généreraient un milliard d’euros de chiffre d’affaires, 73 millions d’euros de recettes fiscales (dont 15 millions de taxes de séjour) et devraient permettre la création de près de 7 300 emplois équivalents temps plein dans l’année», détaille l’étude.

Du côté des 130 000 hôtes attendus, Airbnb fait miroiter un jackpot : selon Deloitte, ils devraient empocher 221 euros par nuit en moyenne entre le 26 juillet et le 11 août. Soit une hausse de 85 % par rapport au revenu moyen en 2022 (119 euros). «Cette étude n’a pour but que de dédiaboliser les méfaits du business des meublés de tourisme sur notre territoire et de redorer l’image de l’entreprise, s’agace Vincent Aulnay, membre du collectif ParisvsBnB, cité par le Parisien. Oui, il y aura des retombées économiques fortes durant cette période, mais après ? Va-t-on voir encore une vague d’investisseurs jouer au Monopoly dans nos villes ? Trop de jeunes, de foyers modestes ont énormément de mal à se loger, des quartiers se vident, des classes ferment…» Pour ou contre Airbnb ? Après les trottinettes en libre-service, autre marqueur contesté de la «ville ubérisée», la question ne pourrait-elle pas aussi faire l’objet d’une votation citoyenne ?
