Almost all the media coverage of AIDS has been aimed at the heterosexual groups now minimally at risk, as if the high-risk groups were not part of the audience. And in a sense, as Watney suggests, they’re not. The media targets “an imaginary national family unit which is both white and heterosexual” (p. 43). This doesn’t mean that most TV viewers in Europe and America are *not* white and heterosexual and part of a family. It does, however, mean, as Stuart Hall argues, that representation is very different from reflection: “It implies the active work of selecting and presenting, of structuring and shaping: not merely the transmitting of already-existing meaning, but the more active labour of *making things mean*” (quoted p. 124). TV doesn't make the family, but it makes the family *mean* in a certain way. That is, it makes an exceptionally sharp distinction between the family as a biological unit and as a cultural identity, and it does this by teaching us the attributes and attitudes by which people who thought they were already in a family actually only *begin to qualify* as belonging to a family. The great power of the media, and especially of television, is, as Watney writes, “its capacity to manufacture subjectivity itself” (p. 125), and in so doing to dictate the shape of an identity. The “general public” is at once an ideological construct and a moral prescription. Furthermore, the definition of the family *as an identity* is, inherently, an exclusionary process, and the cultural product has no obligation whatsoever to coincide exactly with its natural referent. Thus the family identity produced on American television is much more likely to include your dog than your homosexual brother or sister.

Reagan’s position on voluntarism was willfully equivocal, variously seeking to exploit and disable the energies of a nonprofit sector that had first become a target of government funding under the Great Society Agenda.  Even while he endlessly exhorted nonprofits to pick up the slack from failing public services then, Reagan did everything in his power to undercut the nonprofit infrastructure that had grown out of, and beyond, the Great Society community action programs.  With their proximity to civil rights movement and the New Left, these evidently were not the kinds of voluntary initiative that Reagan wished to foster.  Reflecting on the legacy of Reagan’s first few years in government, Lester Salamon calculates that Reagan ended up cutting ‘the equivalent of $115 billion in real terms’ to the nonprofit sector between 1982 and 1985.  The Omnibus Budget and Reconciliation Act of 1981 led to huge cuts for grant-in-aid programs to state and local government, the first such cuts in almost a quarter of a century, and transformed a wide variety of categorical grants (that is, grants with budgets allocated to fixed programs) into block grants that gave states less money but more discretion in how to spend it.  These reforms eviscerated the smaller, more militant, nonprofits that had benefitted from Great Society funding largesse and had a particularly devastating effect on healthcare services for the poor.  During Reagan’s first term, it is estimated that cuts to healthcare block grants averaged from 20 to 35 percent nationwide; grants-in-aid to state and local governments for preventative health programs declined by 22 percent; for health resources by 42 percent; for health services by 22 percent; for alcohol, drug abuse, and mental health by 34 percent; and for Medicaid by 7 percent.
At stake here was something more than a deference to limited government: Reagan was profligate in other areas of federal spending and indifferent to the soaring budget deficit, squandering billions on the military and tax concessions, much to the dismay of some of his closest advisors.  More than a testament to fiscal conservatism, Reagan’s cuts to the nonprofit sector were motivated, foremost, by a political animus against the legacy of Great Society welfare programs.  Upon entering office, Reagan quickly moved to shut down the Community Service Administration (which had begun life as the Great Society’s Office of Economic Opportunity, the body responsible for funding Community Action Programs) and replaced it with a new voluntary sector agency named ACTION.  He then appointed a ‘particularly ardent conservative’ as head of the agency, who made a special effort to stop funds going to left-leaning activist organizations.  According to new rules issues by ACTION, organizations could not use federal funds to engage in the ill-defined activity of ‘political advocacy’ and would have to isolate funds that they used toward that purpose if they received as little as 5 percent of their operating budget from the government.  This stipulation was evidently aimed at the kind of public interest litigation that had grown out of and alongside the radical welfare activism of the 1960s and ‘70s – in particular, the various Supreme Court challenges that had undermined the power of state welfare agencies to police morality.  It was designed to stifle precisely the kinds of public policy activism that AIDS service organizations would engage in, despite all the odds, throughout he 1980s.

the funny thing is that i don't think younger people - and i mean those under the age of 40 - really have a grasp on how many of today's issues can be tied back to a disastrous reagan policy:
war on drugs: reagan's aggressive escalation of the war on drugs was a catastrophic policy, primarily targeting minority communities and fueling mass incarceration. the crusade against drugs was more about controlling the Black, Latino and Native communities than addressing the actual problems of drug abuse, leading to a legacy of broken families and systemic racism within the criminal justice system.
deregulation and economic policies: reaganomics was an absolute disaster for the working class. reagan's policies of aggressive tax cuts for the rich, deregulation, and slashing social programs were nothing less than class warfare, deepening income inequality and entrenching corporate greed. these types of policies were a clear message that reagan's america was only for the wealthy elite and a loud "fuck you" to working americans.
environmental policies: despite his reputation being whitewashed thanks to the recovery of the ozone layer, reagan's environmental record was an unmitigated disaster. his administration gutted critical environmental protections and institutions like the EPA, turning a blind eye to pollution and corporate exploitation of natural resources. this blatant disregard for the planet was a clear sign of prioritizing short-term corporate profits over the future of the environment.
AIDS crisis: reagan's gross neglect of the aids crisis was nothing short of criminal and this doesn't even begin to touch on his wife's involvement. his administration's indifference to the plight of the lgbtq+ community during this devastating epidemic revealed a deep-seated bigotry and a complete failure of moral leadership.
mental health: reagan's dismantling of mental health institutions under the guise of 'reform' led directly to a surge in homelessness and a lack of support for those with mental health issues. his policies were cruel and inhumane and showed a personality-defining callous disregard for the most vulnerable in society.
labor and unions: reagan's attack on labor unions, exemplified by his handling of the patco strike, was a blatant assault on workers' rights. his actions emboldened corporations to suppress union activities, leading to a significant erosion of workers' power and rights in the workplace. he was colloquially known as "Ronnie the Union Buster Reagan"
foreign policy and military interventions: reagan's foreign policy, particularly in latin america, was imperialist and ruthless. his administration's support for dictatorships and right-wing death squads under the guise of fighting "communism" showed a complete disregard for human rights and self-determination of other nations.
public health: yes, reagan's agricultural policies actually facilitated the rise of high fructose corn syrup, once again prioritizing corporate profits over public health. this shift in the food industry has had lasting negative impacts on health, contributing to the obesity epidemic and other health issues.
privatization: reagan's push for privatization was a systematic dismantling of public services, transferring wealth and power to private corporations and further eroding the public's access to essential services.
education policies: his approach to education was more of an attack on public education than anything else, gutting funding and promoting policies that undermined equal access to quality education. this was, again, part of a broader agenda to maintain a status quo where the privileged remain in power.
this is just what i could come up with in a relatively short time and i did not even live under this man's presidency. the level at which ronald reagan has broken the united states truly can't be overstated.

just pretty gross to me. i guess i like this song musically somewhat interesting but the lyrics are the most repulsive spoiled white suburban snot Nancy Reagan shit -- fuck! with mini-Trump attitude, she's got a tad of a Mini in there cuz Nancy Reagan would legit use a face that cared about the kids more whereas Billie's a bit more of a post-Reagan face aka the Trump era.
