There was a plan to break us out of the arena the moment the Quell was announced. The victor tributes from 3,4,6,7,8 and 11 had varying degrees of knowledge about it
Decided to try to draw how I imagined the Victor Alliance to look like and as a bonus how i imagined them to look like when they won their first game
(also headcanons on what year they won/how they look like on some of them is not set in stone for me yet so don't yell at me in the notes k)

reading about the district 8 female victor that was reaped again for the quarter quell and that had to detach herself from her three kids bc they didn’t want her to go made me so sad. i really hate how at the end of the day the victors that got picked had been living their lives believing and hoping on the false promise that they wouldn’t have to go into the arena again.

I was thinking of the third quarter quell and the tributes who knew about the rebel plan and how they would maybe have a better state of mind while entering the arena than what they had the first time around ?
Because they are not going in to kill each other but to protect the youngest victors in the arena, who are still children (and still of age to be reaped) and there is at least a chance, if they can survive long enough, to be rescued alongside Katniss.
Maybe not for everyone, but for Mags or Chaff or Seeder or even Cecelia who is a mom, they've seen children die, as mentors and finally having a chance to go into the arena and save at least, those two children might have been a relief.

There are several possibilities, but I believe what contributed greatly to her victory was her determination, which we see glimpses of in Catching Fire. She breaks away from her three kids clinging to her and climbs the stage at the Reaping. She makes herself vulnerable by looking after Woof. And she joins the rebellious victors to help Katniss survive the arena - as a mother of three. I suppose that's how the Capitol decided to torment her after her victory, by forcing her to have children, presumably even arranging a marriage for her. I don't think a victor, of all people, would dare bring three children into the world. Anyway, Cecelia might have even tricked her opponents. Not that type of trick used by Haymitch or Johanna, a more subtle method. The fact she knew a good deal about edible and poisonous insects could have been Suzanne Collins' way of hinting at her strategy - not disregarding smaller, unremarkable training stations, or even solely focusing on them. Then finding ways to turn your knowledge into an advantage. Who would waste their limited time at a training station about insects, given there are much more attractive training stations, like edible and healing plants, camouflage, wrestling, or knife throwing? Someone who is determined to win. When there is food shortage, no edible and healing plants, or hiding places in the arena, what's left? Perhaps insects? And that's when your niche knowledge comes in handy.

so, sometimes i see people saying that victors like cecelia and woof from 8 or the morphlings from 6 or seeder from 11 just waited out their games and didn't kill anyone or only had one kill (i've been in the thg fandom on a variety of platforms i haven't mainly seen it here) and i personally have to disagree.
 "...no one in this arena was a victor by chance. except maybe peeta."
finnick says this in catching fire, and i would reckon that he knows how all the victors won their games. i'm not going to say from this that the victors were evil or whatever, because they were children trying to survive. sure, they killed people, but their situations were very nuanced moral conundrums and, also, they were children.
i think i dislike it because to act as though the "nicer" or "milder" victors didn't kill people seems to me to act as though good people don't do bad things to survive, that the games didn't corrupt people and hurt them. the games changed them, but they continued being themselves.
let's use cecelia as a case study. she fought in her games, she killed people, she survived. years later, she got married and had three children, the model of maternal love. her being a loving wife and mother, a woman whose children held on to her when she was reaped for the second time. that doesn't mean that, when push came to shove, she didn't kill anyone to stay alive. that she didn't do what we consider to be bad things when she was put in a horrible situation. her dying in the bloodbath in the 75th games doesn't mean that she was incapable of fighting to survive in her original games. in fact, it may suggest that she didn't run away from her first cornucopia, but fought in it.
my point is, i don't think that the victors who are more mild-mannered than katniss or died in the bloodbath of the 75th weren't fighters. they were teenagers forced to kill to survive. they did it. but that does not make them evil. but that lack of aggression doesn't mean they didn't fight in their games.

Apparently, my main two RP archetypes are flamboyant fancy blond men who enjoy murder and werewolves who are fancy when human and feral when not, so I guess my running theme is men who have a murderous true self behind their fancy facade, which seems appropriate when I share a birthday with Oscar Wilde lol
On the other hand, my range for female characters is actually surprisingly wide tbh, especially for Hunger Games writing, I think I wrote just about everything, including a grandmotherly type in her sixties, who is actually one of the characters I enjoyed writing the most and whom I'm still super proud of in terms of my body of writing and character development, even though that was in 2013-2014 and my writing style has improved since then - yeah, this was Mags, the elderly D4 victor in Catching Fire, I wrote her in a game set during the 50-range of games, but for canon THG characters, I've also written Lyme, Cecelia, and Annie Cresta; I also successfully apped Enobaria once, but it was for the same game as Annie, and even though I won both app challenges, I could only play one of them, so I went with Annie, whom I competed against five other people for lol, but to toot my own horn, no one writes character apps as detailed as mine tbh
