when dragon gave him to garp he expected luffy to have a similar upbringing to dragon: with garp maybe not winning the (grand)father of the year award but still being a loving (grand)parent, living near a navy base and maybe some training and going to fight wild animals at dawn island's jungle during vacations (family tradition going back multiple generations) but the child wouldn't be essentially abandoned and left to fend for himself

I know he's very silly and tbh I actually love him as a character, I enjoy him a lot and I adore some relationships he has during the manga. I'm very fond of him. But his way of raising the kids was so fucked up and so so wrong and negligent and it makes me want to scream at the top of my lungs because,, What ASL needed was a home and a normal family or, well, at least a family. They're so full of love they end up making a family for themselves. And then you wonder why Luffy has so many abandonment issues, Ace kept doubting if he should've been born, and Sabo turns every little thing that happens into his responsibility. It's just so-- I don't know. Garp should've known better. But I think he knows he should've known better. At least I think he's aware that he fucked up big time.
