URGENT! Stop KOSA!

Hey all, this is BáiYù and Sauce here with something that isn't necessarily SnaccPop related, but it's important nonetheless. For those of you who follow US politics, The Kids Online Safety Act passed the Senate yesterday and is moving forward.

This is bad news for everyone on the internet, even outside of the USA.

What is KOSA?

While it's officially known as "The Kids Online Safety Act," KOSA is an internet censorship masquerading as another "protect the children" bill, much in the same way SESTA/FOSTA claimed that it would stop illegal sex trafficking but instead hurt sex workers and their safety. KOSA was originally introduced by Sen. Edward Markey, D-Mass. and Bill Cassidy, R-La. as a way to update the 1998 Children’s Online Privacy Act, raising the age of consent for data collection to 16 among other things. The quick TL;DR:

What Does This Mean?

You don't have to look far to see or hear about the violence being done to the neurodivergent and LGBTQ+ communities worldwide, who are oftentimes one and the same. Social media sites censoring discussion of these topics would stand to do even further harm to folks who lack access to local resources to understand themselves and the hardships they face; in addition, the fact that websites would likely store personally identifying information and government documents means the death of any notion of privacy.

Sex workers and those living in certain countries already are at risk of losing their ways of life, living in a reality where their online activities are closely surveilled; if KOSA officially becomes law, this will become a reality for many more people and endanger those at the fringes of society even worse than it already is.

Why This Matters Outside of The USA

I previously mentioned SESTA/FOSTA, which passed and became US law in 2018. This bill enabled many of the anti-adult content attitudes that many popular websites are taking these days as well as the tightening of restrictions laid down by payment processors. Companies and sites hosted in the USA have to follow US laws even if they're accessible worldwide, meaning that folks overseas suffer as well.

What Can You Do?

If you're a US citizen, contact your Senators and tell them that you oppose KOSA. This can be as an email, letter, or phone call that you make to your state Senator.

Senator Edward Markey (D-MA) is pushing legislation that could prevent churches around the country from using a “security services unit” comprised of concealed carriers in congregations, parishes, etc.

The bill is the Preventing Private Military Act of 2024, and it is co-sponsored by Senator Laphonza Butler (D-CA).

The text of the bill prohibits “acting as part of or on behalf of a private paramilitary organization and armed with a firearm, explosive or incendiary device, or other dangerous weapon.”

The United States Department of Justice has failed to convince a group of US lawmakers that state and local police agencies aren't awarded federal grants to buy AI-based “policing” tools known to be inaccurate, if not prone to exacerbating biases long observed in US police forces.

Seven members of Congress wrote in a letter to the DOJ, first obtained by WIRED, that the information they pried loose from the agency had only served to inflame their concerns about the DOJ’s police grant program. Nothing in its responses so far, the lawmakers said, indicates the government has bothered to investigate whether departments awarded grants bought discriminatory policing software.

“We urge you to halt all Department of Justice grants for predictive policing systems until the DOJ can ensure that grant recipients will not use such systems in ways that have a discriminatory impact,” the letter reads. The Justice Department previously acknowledged that it had not kept track of whether police departments were using the funding, awarded under the Edward Byrne Memorial Justice Assistance Grant Program, to purchase so-called predictive policing tools.

Led by Senator Ron Wyden, a Democrat of Oregon, the lawmakers say the DOJ is required by law to “periodically review” whether grant recipients comply with Title VI of the nation’s Civil Rights Act. The DOJ is patently forbidden, they explain, from funding programs shown to discriminate on the basis of race, ethnicity, or national origin, whether that outcome is intentional or not.

Independent investigations in the press have found that popular “predictive” policing tools trained on historical crime data often replicate long-held biases, offering law enforcement, at best, a veneer of scientific legitimacy while perpetuating the over-policing of predominantly Black and Latino neighborhoods. An October headline from The Markup states bluntly: “Predictive Policing Software Terrible At Predicting Crimes.” The story recounts how researchers at the publication recently examined 23,631 police crime predictions—and found them accurate roughly 1 percent of the time.

“Predictive policing systems rely on historical data distorted by falsified crime reports and disproportionate arrests of people of color,” Wyden and the other lawmakers wrote, predicting—as many researchers have—that the technology serves only to create “dangerous” feedback loops. The statement notes that “biased predictions are used to justify disproportionate stops and arrests in minority neighborhoods,” further biasing statistics on where crimes occur.

Senators Jeffrey Merkley, Ed Markey, Alex Padilla, Peter Welch, and John Fetterman also cosigned the letter, as did Representative Yvette Clarke.

The lawmakers have requested that an upcoming presidential report on policing and artificial intelligence investigate the use of predictive policing tools in the US. “The report should assess the accuracy and precision of predictive policing models across protected classes, their interpretability, and their validity,” to include, they added, “any limits on assessing their risks posed by a lack of transparency from the companies developing them.”

Should the DOJ wish to continue funding the technology after this assessment, the lawmakers say, it should at least establish “evidence standards” to determine which predictive models are discriminatory—and then reject funding for all those that fail to live up to them.

The Weather

Amid the CDC’s COVID-minimizing and dangerous rollback to isolation guidance, a new Pew Research poll shows that 27% of Americans are very or somewhat concerned that they will get COVID and require hospitalization, and 40% (nearly half) of Americans are very or somewhat concerned that they will unwittingly spread COVID to others. This number rises substantially for low income brackets, and Black, Hispanic, and Asian adults. Concern about hospitalization was highest in adults with a high school education or less. Despite efforts by the CDC, the Biden Administration, and corporate media to downplay the public’s concern about COVID, these numbers show that a substantial proportion of Americans care about protecting one another.

A popular program providing free rapid antigen tests through the USPS ended on March 9, 2024. Despite the limitations of rapid antigen tests, these home tests continue to be a vital way to quickly identify COVID cases, both to prevent further onward spread as well as to identify the need for treatment with Paxlovid. You can use our letter campaign to let your elected officials know we still need free rapid home tests.

COVID wastewater levels are decreasing, with no states registering “Very High” levels as of 3/15/2024. Eight states are currently at “High” and 15 are at “Moderate” levels of SARS-CoV-2 detected in wastewater.

Wastewater levels show a downward trend in the provisional data (gray shaded area) in all regions. The national wastewater levels are overall indicated as “Low.” Lower wastewater activity is an indication of lower overall viral spread, which is certainly a good thing. However, the “Low” designation is not a representation of low risk in our day-to-day lives, and continued masking and multilayered precautions continue to be necessary to protect ourselves and our communities. State and local trends can also provide additional information, where available.

A recent Axios article highlights the expanding broad utility of wastewater testing for COVID and other infectious diseases, as well as the uncertain footing of the funding and infrastructure for this essential surveillance tool. We encourage you to write your elected officials to let them know you want to keep and expand wastewater testing in your area and nationally.

On March 13, the People’s CDC hosted a press conference to push back on the CDC’s elimination of COVID isolation guidance and demand accountability to the public (watch the video or read the press release). The online publication (pre-proof) of the People’s CDC External Review in the peer-reviewed scientific journal American Journal of Preventive Medicine Focus was also announced, which is an important authoritative resource highlighting both shortcomings of the CDC’s approach and recommendations for a more transparent, effective, and equitable pandemic response going forward. March 15 was Long COVID Awareness Day, and Senator Bernie Sanders along with six cosponsors (Tim Kaine, Edward Markey, John Hickenlooper, Tina Smith, Robert Casey, and Tammy Baldwin) introduced Resolution 590 to formally recognize March 15 as Long COVID Awareness Day. You can ask your senators to support this resolution using this letter campaign. Senator Sanders released a video promising legislation to increase funding for Long COVID research and clinical care, as well as emphasizing the importance of prevention, including vaccination and masking. Variants

In the CDC’s most recent Nowcast predictions, JN.1 continues to be the most prevalent variant in the United States (86.5%), with a predicted decrease in JN.1 and sublineage JN.1.13 increasing (9.5%).

Vaccines

The CDC has recommended spring boosters for people age 65 and older, at least 4 months after the previous updated dose. As of 3/2/2024, only about 42.4% of adults age 65 and older had gotten an updated vaccine, and many who were vaccinated in the fall may not realize they are eligible for another dose.

In addition to the spring boosters recommended for people aged 65 and older, immunocompromised people are eligible for more frequent vaccination. The CDC states, “You can self-attest to your moderately or severely immunocompromised status, which means you do not need any documentation of your status to receive COVID-19 vaccines you might be eligible to receive.”

As a reminder, the currently available COVID vaccine formulations (2023-2024, first available in fall 2023) are effective against the JN.1 variant, with about 54% protection against symptomatic disease. For people of all ages, immunity wanes after 6 months, and, although current eligibility is more limited, we continue to support access to vaccination at least every 6 months for all ages.

If you have not received one of the updated COVID vaccines released last Fall, you can use this tool to find local vaccine providers that are Bridge Access Participants. The Bridge program is currently available through December 31, 2024.

COVID in Kids

In a recent report in the CDC’s MMWR publication, cases of Multisystem Inflammatory Syndrome in Children (MIS-C) in 2023 were highlighted. MIS-C is an inflammatory response to a COVID infection that usually occurs 2-6 weeks following an infection. MIS-C may be serious and can affect the heart, lungs, kidneys, brain, skin, eyes, or gastrointestinal tract. Although rates of MIS-C have slowed since 2020-2021, 112 cases were reported in 2023, with 82.1% of those occurring in unvaccinated children. Among cases in vaccinated children, 60% occurred in children who had not received a booster within the last year. As of 3/2/2024, only about 13.5% of eligible children aged 6 months to 17 years have received a 2023-2024 COVID vaccine. More info on Long COVID in kids is presented below under “Long COVID.”

It is clear that kids need protection from COVID, and current efforts are inadequate. We demand that public health authorities take action to protect our children. You can find more information to support protecting kids in our Urgency of Equity toolkit.

Up to 5.8 million children in the US may be affected by Long COVID. A recent study published in the journal Pediatrics from the American Academy of Pediatrics shows that vaccination reduces the risk of Long COVID in children by about 40%.

Super Tuesday has come and gone with nominees in most parties now established for races at the local, state, and national level later this year on November 5th.

People’s CDC wants to remind you that regardless of the outcomes of these elections, we must always continue to organize and fight back against the state’s abandonment of science in favor of corporate interests.

We urge you to use and share our letter campaign demanding that elected officials renew and expand programs to provide free Rapid Antigen Tests (RATs). You can also continue to urge elected officials to support maintaining and extending COVID isolation guidance via our letter campaign. Over 13,000 letters have already been sent, and you can use the same template to send follow up letters.

Whether it’s joining a local mutual aid organization or fighting for increased accessibility measures (required masking, improved air quality, and multilayered precautions) in groups you are already part of, your actions can make your communities safer for all people.

Buried on page 667 of the Inflation Reduction Act is a climate policy that has been in the making for more than a decade.

The Greenhouse Gas Reduction Fund provides $27bn in funding for projects aimed at lowering America’s planet-heating emissions. Some of those funds, roughly $7bn, will be dedicated to clean energy deployment in low-income communities – but the vast majority of the funds will be used to create America’s first national green bank, an initiative long championed by climate activists. Those activists hope that the national green bank, which will provide ongoing financial assistance to expand the use of clean energy across the country, will accelerate America’s transition away from fossil fuels.

With the green bank’s assistance, communities looking to bolster their nascent renewable energy industries will have increased access to funding that could bring them closer to meeting their climate goals.

“This is, I think, one of the most exciting and transformational investments and programs in this new law,” said Sam Ricketts, co-founder of the climate group Evergreen Action. “The importance of a national clean energy accelerator is that it’s a national entity, with a national mandate to finance these projects in every state.”

The creation of the national green bank reflects years of work from climate experts and their allies on Capitol Hill. A green bank proposal was included in the Waxman-Markey climate bill of 2009, which never made it through the Senate. The idea has been tossed around ever since but never realized – until last month, when Joe Biden signed the Inflation Reduction Act, the Democrats’ huge spending package, into law.

“The climate test is simple: jobs, justice and climate. The National Climate Bank does all three,” Edward Markey, a Democratic senator from Massachusetts, said of the new initiative. “Through this bank, local climate and clean energy entrepreneurs will leverage funding to advance green initiatives and infrastructure in their communities while creating good, local jobs.”

The national bank will aid the work of existing state and local green banks, which have already flourished in more than a dozen states.

The New York green bank has lent more than $1bn since its creation in 2014, as it has worked with the private sector to expand the use of clean energy technology. One of the New York green bank’s initiatives, the community solar program, has allowed residents who may not be able to install solar panels on their roofs to instead subscribe to an off-site solar project, thus reducing participants’ energy costs.

Richard Kauffman, the chair of the New York State Energy Research and Development Authority who launched the green bank, cited the community solar project as an example of how such financial institutions can be put to their best use. Before the New York green bank got involved, traditional lenders were hesitant to approve funding for community solar projects because of the potential financial risks attached to such initiatives.

The New York green bank helped mitigate those risks by wading through the documentation and contracts involved in the project while also starting to lend out funds at a low interest rate. Those green bank loans established a record of repayment that then made traditional lenders more comfortable with putting their own money toward community solar initiatives, broadening the implementation of such programs.

“The intent of the green bank in New York was to provide financing for these projects where the problem was not the cost of financing, but the availability of financing,” Kauffman said. “There are many community solar projects across the state now. They really benefited from the pioneering role that the green bank took on to establish the market.”
