This is what I’m showing with @stpi_gallery at @artbasel Miami Beach this year. The booth is G26. Please go see it. This is the backdoor I located in Tokyo. I remember the excitement and fascination that I was wrapped up in, having stumbled upon a new series I can work on. I remember I was pretty dry that year, and was desperate for something new to sink my teeth into. Anything. This was back in 2018. I remember almost instantly deciding on the title for the work. I lifted off the name of a government ministry from Singapore. Foreign Affairs. I’ve always been interested in the realm of secrets and lies and how these things seem to perpetuate the way infrastructural systems function. Transparency isn’t always transparent. These backdoors represent these liminal spaces where things move in the shadows. Unrecorded messages passed from one nation to another. What are the politics of intimacy? There’s nothing more intimate than having things slip through backdoors. #HemanChong #ForeignAffairs #ArtBaselMiamiBeach2022 #ArtBasel #ArtBaselMiamiBeach #Stpi #StpiGallery #Singapore #Tokyo #Hiroo #Embassy #Backdoors #Backdoor #Secrets #Lies #AppearanceVsReality #Appearances #Doors #OpenSesame (at Art Basel Miami Beach) https://www.instagram.com/p/Clh5F-0LwP_/?igshid=NGJjMDIxMWI=

So, you lied to me? - Lando Norris x Tourist! Reader
Plot: Going on a travel year you end up in Monaco, the plan wasn't too fall for the man who helped you to the British Embassy and gave you a place to stay when someone stole everything from you ...
Credit to yrsonpurpose for the GIF
Tumblr media
You took a gap year before university and decided to travel you'd started off the New Year on a flight from London, to Qatar to New Zealand. You travelled around New Zealand and Australia for the majority of January, before moving on to Papa New Guinea, Fiji and Samoa.
You then travelled round the South Asian countries, like Indonesia, Singapore, Thailand, Vietnam and the Philippines and Taiwan all throughout February. You then moved onto China, doing both Disney Parks while you were there and sight seeing. You did South Korea and Japan.
Coming into April, you moved onto Sri Lanka and India, and The Middle East, doing Dubai, Abu Dhabi, Bahrian, Qatar, Oman and Saudi Arabia.
Afterwards, now having done 2 continents, you moved onto Africa, you spent the end of April and the majority of May travelling here, before leaving for Europe.
A nice 2 weeks island hopping around Greece, before a week travelling up the boot of Italy.
It was when you drove to Monaco in a rental car that things got difficult.
You were walking along the harbor where all the expensive yachts were docked wishing that one could be yours. You didn't have all your bags on you, the larger ones left behind in the hotel room you'd booked for the night. But you had your important stuff on you, like you passport, your drivers license and all your travel documents.
You were taking a picture on your nice Canon camera of the yachts and the street that had weird red corners rounding it that you put down to being measures to just help drivers slow down round the corners, but they were definitely an eyesore.
Every time nice cars drove by there was whistles and claps that made you look at what car it was, you could never tell what model it was but they looked nice and you guess you could say sporty.
As you were distracted taking your pictures a guy comes up to you with a small, parcel cutting knife in his hand. He slit the straps of what you thought was a really sturdy bag and the weight notifies you to the loss of the bag. You let your camera drop as you turn to see the guy now holding your bag and starting to run away with it.
"Hey! Stop" you shout before running after him.
"Aide, Aide" you shout as you continue to follow him, your minimal French not helping as people scold you for being a bustly tourist.
You aren't really looking where you going and you loose him at a busy intersection of people, you spin round looking at every possible direction he could have gone in.
"Shit!" you whisper to yourself quietly tears coming in your eyes. You spin round a little to quickly, bumping into someone who drops the bag that they were holding.
"Désolé, mon erreur" you try looking at the young gentleman you'd bumped into in a hoodie and jeans. He looks at you with a confused look, a smirk coming onto his face.
"Oh sorry, tu ne parles pas français? Maybe Italian, erm fuck scusa, parli italiano?" you ask with again the bare minimum of Italian you know.
"I speak perfectly good English" he smiles, laughing a little as your expression turns to shock.
"Oh! Oh I'm so stupid. Hello!" you smile looking at the very attractive man in front of you, you blushed a little looking up at him.
"You look panicked what's wrong?" he asks.
"I was tacking pictures of the harbor and some guy took my bag. It has everything in of mine and I don't know what to do" You say to him looking a little more panicked.
"Everything as in money ... because I can help with that" he says placing a hand on your arm.
"I don't care about the money, but he has all of my documents. My passport, my drivers license everything" you cry a little.
"Oh! Erm, I have a friend who was born here, and let me get him and he can help us file a police report. Then mmm the British Embassy is all the way in Paris and you cant get a flight so we'll have to drive there..." he starts to rant and your face turned shocked.
"We?" you ask, confused as to how this guy has just inserted himself into your life drama's.
"Oh yeah, I've gotta help you out now. You got that whole damsel in distress thing going on right now! Any way damsel, what's your name?" he jokes and you look over at him offended.
"I am not a damsel in distress! And Y/N" you retort.
"You so are, the tear stains, the wide, helpless eyes, the guppy fish face your pulling right now, the butchered French and Italian to a strange man who actually is British... Y/N" he laughs making you pout and push him a little.
"I don't even have a place to stay after 3pm today and I cant check in anywhere without ID" you say rubbing your head, looking around as if the man would randomly pop back up and hand you your bag back before saying how sorry he was.
"You can stay at my place, I have two spare bedrooms" he smiles and you look at him in shock.
"You live here, in Monaco ..." you ask.
"Yeah, I moved here a few years ago, for ...work" he offers, he phones his friend walking off for a few seconds alone before he pulls you along one of the side streets and too a quiet cafe he went to, to keep under wraps.
"Okay, Y/N this is my friend ... er Percy" he says pointing to Charles, so far you hadn't shown any signs of knowing who he is and he didn't want you to catch wind of that.
"Hello Percy, its nice to meet you" you smile and he looks at you with a vacant yet confused expression.
"Oh and whose this you are beautiful" you compliment looking at the girl behind him.
"Y/N this is my girlfriend Alex" Charles indicates to Alex behind him who smiles and pulls you in for a kind hug that you definitely needed. You could hear both of their strong accents as they introduced himself.
"Oh, I never got you name, what's your name?" you ask turning to look at Lando, who freezes for a second.
"Erm, my names Robert, but you can call me Bob" he smiles and you raise and eyebrow at him.
"Hmmm, you don't look like a Robert... or a Bob. Interesting choice" you voice your opinion making everyone awkwardly laugh.
Charles, Lando and Alex took you to the nearest police station in Monaco, Charles translated what they were saying and you answered to which he and Alex would help translate back.
Charles explained that they were escalating it because you are a tourist in need, but you picked up some words that made the sentence not sound like that at all.
You were asked if you had a place to say and Lando explained you'd be staying with him until everything was sorted out.
The Monegasque police got in contact with the Paris British Embassy for you, they explained that the police had sent over you information and if you wanted to hold off on a new passport for a few days to see if it would turn up you were more than welcome, but right now your passport was on lockdown.
And that was how you ended up spending the end of July and all of August with Lando, it was strange really. For a man who had and extremely nice collection of clothes and a very large apartment he didn't go to work often. There was one room you weren't allowed in which is where he often went, you assumed it was a man cave or gaming room where he played with his friends because you heard lots of shouting and aggressive banging.
He'd been so sweet, he took you on dates from going out to dinner, to picnics, to going swimming and lots more. It felt like more than a summer fling. Especially once he asked you to be his girlfriend, which you immediately said yes too.
But he got a lot more twitchy after he had.
Eventually, Lando or Bob as you knew him took you to Paris so you could get your passport. He explained that he travelled a lot for work and he would need to leave soon and you explained that before you bumped into him you'd been on a gap year travelling the world.
"Baby, why don't you come with me?" he asked randomly as you were both lying on the sofa, cuddling while watching a film.
"You wont even tell me what you do for work Baby! And besides I had a schedule that I'm already behind on. A week ago you said you didn't mind going our separate ways for a little bit until Christmas and then you'd come to England with me" you say playing with his curls.
"Okay, I'm going to be honest with you now... my name isn't Bob" he says shyly and you sit up at the speed of light turning to look at him.
"I knew it! So you lied to me?" you exclaim laughing.
"So, what's my boyfriends actual name?" you ask looking him dead in the eyes, he leans up on his elbows before sitting the full way up.
"Lando, I am Lando Norris" he smiles.
"Hmmmm, Lando... Lando. I could get used to that" you smile.
"You aren't mad?" he asks looking over you, brushing you hair back and tucking it behind your ear before kissing your cheek.
"I knew you weren't being completely honest when we first met... but I also knew you had your own reasons" you offer.
"I think its going to be easier if I just hand you my Instagram" he admits with a gulp as he hands you his phone. The first thing you notice is how many followers he had, there was around 10million and he had nearly 2,500 posts.
You look at the friends list, and one peeks your interest. Charles Leclerc, who looked exactly like Percy who Lando had introduced you too.
You then go back and look at his bio, that told you his actual job.
"So, I'm dating a super famous athlete?" you ask looking up at him away from the phone to see his head down in his hands. He turns to the side to sneak a look at your expression, his eyes a little glossy.
"To be specific, a Formula 1 driver" you ask again and he nods.
"You are such a muppet, my god" you laugh before pulling him into a hug.
"How aren't you upset with me?" he ask unsure.
"Well, I agreed to date you, because you are you. I doubt you change into Mr Hyde when you become a what was is Porsche race-car driver? I fell in love with you, not Bob, not Lando, you. So whether that is Bob, who kindly helped a crying lady on the street who just had her passport stolen from her, or Lando a cool and amazing race-car driver. Whoever you are is the person I love" you grin and he pulls you into a hug.
"So you want to join me for the last few races? Or you want to finish this world trip of yours?" he asks.
"Well, looking at your calendar, I can actually meet you at the rest of the races, While travelling. I'll continue to do Europe until you have the Netherlands, and ill go back to Italy, just for you. I'll miss Azerbaijan and Singapore because I did that, but I'll knock out some of South America, I'll meet you for Austin, then we can do Mexico and Brazil together, then we can do Vegas together! And by that point I can call it done with my trip!" you exclaim and he looks like he considers it for a second.
He's shocked, he cant remember the last time a girlfriend tried so hard to link up their schedules like this, and proved that they'd be able to work despite some potential scheduling issues.
"I love you. I fucking love you" he grins pulling you back down onto the sofa kissing all over your face making you giggle.
A/N: I've been doing a lot of Lando recently, I don't know if you can tell but I love writing about him, he's my fav to write about right now.

Indigenous embassy opens in Jerusalem
"The Jewish people are the indigenous people of the land of Israel and so we are thrilled with the support of the global first peoples' community," says Hassan-Nahoum.
By Bruce Hill February 15, 2024, 12:13 pm
Indigenous groups from around the world have come together to open an embassy in Jerusalem.
Located at the Friends of Zion Museum, it was opened by Jerusalem’s Deputy Mayor Fleur Hassan-Nahoum on February 1.
The ceremony attracted expressions of support from indigenous leaders from Singapore, Taiwan, Samoa, American Samoa, Hawaii, Tahiti, New Caledonia, Solomon Islands, Australia, Papua New Guinea, Cook Islands, Tonga, Fiji, New Zealand, Native American chiefs and paramount chiefs from Southern Africa.
“The Jewish people are the indigenous people of the land of Israel and so we are thrilled with the support of the global first peoples’ community,” Hassan-Nahoum said.
Embassy director Dr Sheree Trotter, from New Zealand, said, “One of the falsehoods underlying the [recent] surge in antisemitism is the narrative that Jews are ‘foreign colonisers’ who have ‘oppressed and dispossessed the indigenous Palestinians’. Many indigenous peoples reject this historical revisionism and recognise the Jewish people as indigenous to the land of Israel.”
She says the embassy is getting support from indigenous groups around the world, including North and South America.
“I have connections with indigenous friends in Australia, and I’ve reached out to them. We’ve got a large network across the Pacific and all the way from Taiwan to Hawaii and a lot of Pacific nations which we’re all connected to,” Trotter said.

mod, if you're American, my apologies. But I wouldn't really consider Taylor the biggest star on the planet. I will say she's the loudest. She's spending all that money to get herself front and center. She's such a white American, if you know what I mean. To me that doesn't equal "biggest start in the world." She has great sales records because she's been putting out album remixes of the same shit 5x or more. It feels "more" because they're so many. Her eras tour seems so big in the states but she's not that big elsewhere. In Asia, she made some noise because Filipinos are so americanized so when she didn't include it at her stop, they're all off to Singapore. Japan embassy only issued a statement because they're kind. And if she can pay them to say something nice, why not? I wouldn't put it past her paying for these things because she's American. Also, it's wildly known that her dad paid for her debut album & her contract. Those things don't mean she's the biggest artist in the world. Africa, the freaking entire continent banned her and her music. Not because she's the biggest artist in the world but because they can smell her racism and they can see through her, plus she's a not-very-good white woman artist who doesn't deserve to have more money from them after all the exploitaction Africa suffered from the US, and lastly they know she wants to claim she's the biggest artist in the world. So Afrca really said. Nope. Not really. 😄
So no, she's not the biggest artist in the world. Americans tend to think the world is only US. It's not.
Yeah, like you say, she really is loud and in your face. This is what I meant to say. It's overwhelming. The tour, so many albums. And yeah, she has big record sales because she puts out like 3 albums every year. She is basically flooding the market.
So "biggest" is not as the best, or the most important. I meant biggest as in she just pops up everywhere. Like the most famous. Cause this is the most famous she's ever been.

12 January 2024: Crown Prince Hussein, accompanied by Princess Rajwa, attended the launch of a Jordanian exhibition at Gardens by the Bay in Singapore.
They toured the exhibition, which contributes to promoting tourism in Jordan and enhancing tourism exchange between Jordan and Singapore, and Crown Prince Hussein took part in planting the first Jordanian olive tree in the gardens.
The exhibition offers visitors the opportunity to view models of Jordanian archaeological sites, photo exhibitions of these sites, and examine mosaic pieces from the Church of St. Stephen in Umm Ar Rasas.
In addition, the exhibits include wild herbs that grow in Jordan, Dead Sea products, and a wide selection of handicrafts weaved by the Bani Hamida Women Weaving Project and the Jordan River Foundation, which represent part of Jordan’s cultural heritage. (Source: Petra)
Planting trees, flowers, and unique plants in Singapore’s gardens carries a symbolic meaning of strengthening its relations with the rest of the world, by enriching its natural environment.
Jordan’s embassy in Singapore is organising the month-long exhibition, in partnership with the Jordan Tourism Board (JTB) and the Royal Botanic Garden, in cooperation with Gardens by the Bay.
Gardens by the Bay is one of the largest gardens in Singapore, as it receives nearly 14 million visitors annually. It showcases environmental technologies and a unique selection of plants from various climates, as well as seasonal flowers.
Two memoranda of understanding were signed on the sidelines of the exhibition’s opening, one between the JTB and the National Association of Travel Agents Singapore, and another between the Royal Botanic Garden and Gardens by the Bay.
Jordan’s Ambassador to Singapore Samer Naber attended the exhibition’s launch.

Why choose Rattan furniture in your sunroom?
Why choose Rattan furniture in your sunroom?
When you think of rattan, what do you think of? Images of islands, clear blue skies, bluish-green waters, tropical trees, sun, and an overall feeling of warmth and comfort. The rattan poles are visually attractive and they provide the strongest natural frame. As a proud owner of indoor rattan furniture, you will not worry about having to clean upholstered or leather furniture. We recommend…

When in Roanapur...
Personal diary of an unnamed civil servant.
The flight was rather long, but the day was too short. The newly-appointed Ambassador to the Independent City-State of Roanapur found herself sweating - both from nerves, and from the 40°c heat. She sighed as she watched the three bosses of the city squabbling over some nonsense - some girl, a Two-Hands or something, had got into trouble off the coast of Singapore... or something.
Tapping her foot in frustration, she cleared her throat. "Ahem..." the Ambassador spoke with a cold smile.
Three faces angrily turned towards her, each with a look that could kill, and began to approach her. "Ahh, greetings Ambassador", and such.
Such pleasantries... pointless, in this hellhole of a city. Better than Varrigan, she supposed.
The "embassy", quote-on-quote, was a mere flat with an ocean view. Could be worse. She still wondered what She wanted from this dire place. Why do people even recognise it as a state, and not part of [REDACTED], anyway?
"Blegh." She cringed, spitting a mosquito out of her mouth.
She unpacked her suitcase, and made for her sealed set of documents. On top of the security packet was a single signed note:
"Do not open until you have reached your place of safety in The City. Trust me; from yours truly."
She didn't even know Her personally - they had only met twice, once for her appointment and once for a security briefing - but that style of writing... she could understand, with even that small sentence, why people saw the figure as this charismatic legend. Indeed, she wasn't even sure why she was chosen by Her for this particular errand, let alone why this dump needs an embassy in the first place.
She opened the packet, and her eyes were opened to the truth of this place, and the knowledge of much more. She completely understood her task and the reasoning for being here; and, crucially, she now had a decent guess as to what was to come. Both here, and elsewhere.
For, even in absence, the First prevails.

On Tuesday, the State Department summoned Israeli Ambassador to the U.S. Michael Herzog to demand an explanation for the Knesset's abrogation of the 2005 law banning Jews from living in four communities in northern Samaria. That law was passed in the framework of Israel's failed plan to disengage from the Gaza Strip and northern Samaria.
In August 2005, Israel expelled 10,000 Jewish citizens from Gaza and northern Samaria in the hopes that the Palestinians would take the areas and build a mini-Singapore. Instead, they built a mini-Afghanistan.
The Knesset's decision to abrogate the law was a rare example of a democracy acting to correct its prior mistake. But that's not how the Biden administration saw it.
Around the same time Ambassador Herzog was summoned, the White House said the law was a breach of Israel's 2004 agreement with the Bush administration. That agreement, which was given expression in an April 2004 letter then-President George W. Bush sent to then-Israeli Prime Minister Ariel Sharon, essentially said that in exchange for Israel's forcible uprooting of the Jewish communities in Gaza and northern Samaria, the Bush administration would accept the permanence of major Jewish communities in the rest of Judea and Samaria.
What is notable about the Biden administration's accusation is that not only did the Obama administration breach the 2004 deal—it denied the deal existed, in the first place. In June 2009, then-Secretary of State Hillary Clinton said, "in looking at the history of the Bush administration, there were no informal or...enforceable agreements."
Merely denying documented history would be bad enough. But the broader policy framework that informed the Biden administration's outburst is much worse than a dispute about whether northern Samaria should be Judenrein or not.
On March 13, the Office of Palestinian Affairs in the U.S. embassy in Jerusalem posted on Twitter photos of its director, George Noll, visiting the Tomb of Lazarus north of Jerusalem. The post referred to the tomb as "an important religious site...maintained by the Palestinian Authority's (PA's) Ministry of Tourism." It praised the PA's "work preserving beautiful historical and religious sites like this throughout the West Bank."
Many Israelis were shocked by the post because far from "preserving beautiful historical and religious sites" throughout Judea and Samaria, the PA is deliberately destroying them.
For instance, the Church of John the Baptist in Sebastia in northern Samaria, where John the Baptist was reportedly buried, is now a Hamas flag-festooned ruin. The church's devastation is collateral damage in the PA's effort to destroy any physical record of Jewish history in the cradle of Jewish—and Christian—civilization.
Sebastia is the Arabic name for Samaria, the ancient capital of the biblical Kingdom of Israel, and one of the most important Jewish and world heritage sites in the region—and perhaps the world. But with direct support from UNESCO, the PA is destroying Sebastia, rewriting history. Last week, for instance, Palestinian workers paved a new road in the middle of ancient Sebastia, uncovering a Jewish burial cave from the Second Temple period. The workers destroyed the cave and threw a pig's corpse inside.
Sebastia is only one of hundreds of Jewish heritage sites that the PA is deliberately destroying. Not only is the U.S. not condemning the destruction, through Noll—it is praising it.
And it gets worse. On Monday, the State Department published its 2022 Country Report on Human Rights Practices. Its section on Israel is not merely hostile—it effectively rejects the legitimacy of Israel's right to exist. The State Department report attacks Israel for denying prison furloughs to Palestinian terrorists. It attacks Israel for fighting terrorism. And it attacks Israel for preventing unrestricted illegal immigration.
Even worse, the State Department report effectively denies that the Jewish state has the right to enforce its laws toward its Arab citizens.
Take, for instance, the report's section on Israel's efforts to combat illegal Bedouin land seizures in southern Israel. According to Regavim, an Israeli NGO that documents illegal Arab construction, Israel's Bedouin minority has seized land in the Negev that is larger in area than Jerusalem, Tel Aviv, and Beersheba combined. As Naomi Kahn, Regavim's international director, explains, through this illegal land seizure, some 82,000 Bedouin—who make up less than 1% of Israel's population—have illegally seized around 150,000 square acres of land. The other 99% of Israelis reside on around 232,000 square acres of land. According to a study published this week by HaShomer HaHadash, a volunteer organization that protects Israeli farmland from Arab agricultural terrorism, Bedouin protection rackets in Israel have become pervasive. A whopping 80% of Israeli business owners now pay the gangs protection money.
All of this is known to U.S. embassy staff. But it has clearly made no impression on the State Department. As it did throughout the report, the State Department based its claims in relation to Bedouin land issues on contentions put forward by anti-Israel NGOs. These groups, funded almost exclusively by foreign governments and foreign foundations, reject Israel's right to exist, support its boycott, and accuse the only liberal democracy in the Middle East of being an "apartheid" regime. By the State Department's own definition, all of these positions are anti-Semitic.
Presenting allegations by such groups as fact, the State Department report characterized efforts by Israel to destroy a tiny portion of the tens of thousands of illegal structures the Bedouin have built on state land as cruel and imperialist. "Civil society contacts stated the demolitions ignored traditional Bedouin semi-nomadic lifestyles predating the modern state of Israel," it wrote.
In perhaps one of the report's most telling sections, the State Department accuses Israel of anti-Semitism. In its words, "Jews constituted close to 74% of the population, according to the Central Bureau of Statistics. The government often treat(s) crimes targeting Jews as nationalistic crimes relating to the Israeli-Palestinian conflict, rather than as resulting from anti-Semitism."
In other words, Israel engages in anti-Semitism because it treats Palestinian terror attacks carried out in furtherance of the Palestinian goal to annihilate Israel as acts of war directed against the Jewish state, rather than as anti-Semitic crimes such as the ones carried out by anti-Semites in America.
Speaking of anti-Semitism, in 2016, the State Department adopted the working definition of anti-Semitism ratified by the International Holocaust Remembrance Alliance (IHRA). Among other things, the IHRA definition states, "Manifestations (of anti-Semitism) might include targeting the State of Israel, conceived as a Jewish collectivity."
The definition also stipulates that "denying the Jewish people their right to self-determination, e.g., by claiming the existence of the State of Israel is a racist endeavor," is anti-Semitic.
Israel's many critics like to use the issue of Israeli communities in Judea and Samaria—whose legality the President Donald Trump-era State Department effectively recognized in 2019—as a basis for justifying anti-Israel policies. But from Noll's praise for the PA, which is systematically erasing Jewish history, to the State Department's denunciation of Israel's legitimate right to defend itself and enforce its laws equally toward its Jewish and Arab citizens alike, it appears that opposition to the Jewish communities of Judea and Samaria isn't what drives the Biden administration's abusive treatment of Israel.

In May 2022, Joe Biden was on a charm offensive. The US president invited the leaders of 10 Southeast Asian nations to the White House for the first time for talks about the region, which is home to more than 600 million people. High on the agenda was China—a key trading partner for all the countries, but also a potential threat to their stability. Biden promised $150 million in extra support for the nations to help improve their security, infrastructure, and ongoing pandemic response.
However, in the weeks leading up to the meeting, according to a cybersecurity alert seen by WIRED, hackers working on behalf of China were stealing thousands of emails and sensitive details from the Southeast Asian nations. The cyberespionage, which has not been previously reported, is the latest in a string of incidents where Chinese-linked hackers have quietly compromised neighboring countries, looking to gain political and economic information.
According to the cybersecurity alert, Chinese-linked hackers were able to break into mail servers operated by the Association of Southeast Asian Nations (ASEAN) in February 2022 and steal a trove of data. The ASEAN organization is an intergovernmental body made up of 10 Southeast Asian countries, including Singapore, Malaysia, and Thailand. This was the third time the organization has been compromised since 2019, the document says.
The hackers were able to steal “gigabytes” of emails sent by ASEAN countries, and the data was stolen “daily,” according to the cybersecurity alert. It’s believed that the attackers stole more than 10,000 emails, making up more than 30 GB of data. The incident “impacts all ASEAN members due to correspondence that was compromised,” the alert says. The notification was sent to cybersecurity agencies, foreign affairs ministries, and other governmental organizations in all 10 of the ASEAN member countries.
Haji Amirudin Abdul Wahab, the CEO of CyberSecurity Malaysia, an agency under the country’s Ministry of Science, Technology, and Innovation, says it received the alert in 2022, notified officials within the country, and generally condemns hacking. Other nations impacted declined to comment or did not respond to WIRED’s request for comment. The ASEAN group itself did not respond to repeated requests for comment.
China's embassy in the US did not immediately respond to a request for comment.
Amplified Voices, Quiet Theft
“ASEAN is really important as the key regional grouping, not just in Southeast Asia but beyond,” says Susannah Patton, director of the Southeast Asia Program at Australian think tank the Lowy Institute. Patton explains that ASEAN helps coordinate Southeast Asian policies across a number of different areas. “Even beyond Southeast Asia, ASEAN has an important role because it convenes or organizes other big regional summits,” Patton says. As a result, the data it holds could be useful for understanding political feelings in the region.
ASEAN helps to “amplify” the voices of the 10 member countries that are involved in it, says Scot Marciel, an Oksenberg-Rohlen Fellow at Stanford University and former US ambassador to Indonesia and Myanmar. The group holds both formal meetings and informal conversations, Marciel says, and will discuss everything from economic integration and infrastructure plans to trade negotiations and geopolitics. “That would all be stuff that I would think Beijing would be interested in,” Marciel says.
The cybersecurity alert seen by WIRED says that to steal emails from ASEAN, Chinese threat actors used “valid credentials” to compromise mail servers linked to the group. These Microsoft Exchange servers used the mail.asean.org and auto.discover.asean.org domains. The document also lists four Microsoft Exchange server vulnerabilities that were abused by those behind the hack. Microsoft first published details of the vulnerabilities in March 2021 and linked their use to Chinese threat actor Hafnium, which attacked tens of thousands of mail servers at the time.
The cybersecurity alert advised member countries to reset credentials, monitor remote email collection from unknown locations, and defend against the vulnerabilities. It also notes that this isn’t the first time Chinese threat actors have compromised ASEAN. In July 2021, the alert says, the ShadowPad malware was used to compromise the organization. Meanwhile, between May and October 2019, Chinese attackers used the PlugX malware to steal more than 100 ASEAN-related documents.
ShadowPad and PlugX are both remote-access tools that are commonly used by Chinese-linked hackers, says Ben Read, director of cyberespionage analysis at US cybersecurity firm Mandiant. They operate as backdoors and allow hackers to take control of someone’s machine, including uploading and downloading files and moving through someone’s network. “PlugX has been the workhorse of Chinese cyberespionage for the past decade,” Read says.
Hacking Spree
For all countries across Southeast Asia, China is a crucial partner. The nation is the biggest power in the region, and trade between the countries is crucial to many of their economies. “China wants to build closer ties with these countries,” says Olivia Cheung, a research fellow at the China Institute at SOAS University of London. Chinese president Xi Jinping has talked of building a “community of common destiny” with ASEAN countries.
Despite this, the playing field won’t be leveled. China has spent billions on infrastructure and manufacturing across Southeast Asia—particularly through the Belt and Road Initiative, an infrastructure investment project that helps give China political and economical power. As a result, there are many tensions between the neighbors, including around the South China Sea. “Efforts to deepen positive relations are quite often offset by the Chinese government's approach to securitize everything,” Cheung says.
China’s state-sponsored hackers are incredibly active in the area, multiple cybersecurity experts say. “The region holds vital strategic importance, due to its geographical location and its growing economic importance,” says Che Chang, a cyber-threat analyst at Taiwan-based cybersecurity firm TeamT5. Che says that in recent years government and military units in Southeast Asian countries have been a common target for China’s hackers. In the second half of 2022, there was a 20 percent increase in China-linked cyberattacks against Southeast Asian countries, compared with the same time in 2021, he says.
Security firm Recorded Future has tracked 10 Chinese-linked groups attacking Southeast Asian countries in the past two years—primarily government and military organizations. Throughout 2021, Recorded Future detected 400 servers in Southeast Asia that were communicating with malware infrastructure likely linked to Chinese state-sponsored actors, a report from the firm says. Malaysia, Indonesia, and Vietnam were targeted the most.
“The identified intrusion campaigns almost certainly support key strategic aims of the Chinese government, such as gathering intelligence on countries engaged in South China Sea territorial disputes or related to projects and countries strategically important to the Belt and Road Initiative,” the report says.
China’s state-sponsored hackers are considered some of the most sophisticated and capable in the world. Since the Ministry of State Security, the country’s civilian intelligence agency, largely took over cyber operations in 2015, it has been more aggressive in its hacking. Mandiant’s Read says that Chinese threat actors often share hacking tools, such as PlugX and Shadowpad, across different hacking groups.
Within Southeast Asia, Read says, it's common for attacks to involve spearfishing. “It's a little bit less cutting edge than we see operating in other places,” Read says. But it can still get results. Read cites one phishing email sent to multiple Southeast Asian countries named 2021ASEANcontactlistupdate.doc. “The amount of cyber intrusions are driven by intelligence requirements—somebody in Beijing saying, ‘We need to know more about this because it's important,’” Read says.
The cyberespionage and hacking threat from China has drawn more attention in recent years, with US and UK officials calling out the potential risks. On February 15, the European Union Agency for Cybersecurity (ENISA) issued a public advisory that reiterated the threat. It named six hacking groups linked to China and said they steal information after “establishing persistent footholds” in organizations.
Across Southeast Asia, Che says, it is likely that China’s increase in attacks could be a response to the US focusing more on its relationships within Asia—he highlights economic and security operations as possible causes. “We believe the US policy shift has struck China's nerves,” Che says.
