He's a beheaded ghost moth! The fire and eyespots are light blue, but other than that standard colors for his species!

They're pretty, no?

This turned out messy (ibispaint decided it would be funny to delete my entire lineart folder) and completely different than expected, but regardless he was really fun to draw and I think it turned out nice!

Three different versions:

Wrong colors from before I realized the fire was blue, one with the right colors and the same shading style, and a blue-focused one!

Is "Welcome to _____!" a common meme? I saw "Welcome to Dongbei" and thought it was specifically for Dongbei, but then people started saying it for Beijing.

It's a northern meme basically, because it's said in a style of voice called 压声/yasheng ("pressed tone") that is popular in hanmai (喊麦), a genre of Chinese rap that originated in the northeast. You can differentiate hanmai from rap/说唱 of the western tradition basically through the fact that hanmai keeps a relatively consistent flow throughout, even while the singer's pitch fluctuates. It also is usually sung over electronic/club music.

Jilin is part of the northeast (dongbei, i.e, Jilin, Liaoning, and Heilongjiang~). If those people were really from Beijing, but were in Jilin, then that's probably why they said it. The meme is fairly well known and Beijing can being easily substituted in as the answer.
