When the Experts Failed During COVID-19
Experts hate to be wrong. When I first started writing about the public’s hostility toward expertise and established knowledge more than a decade ago, I predicted that any number of crises—including a pandemic—might be the moment that snaps the public back to its senses. I was wrong. I didn’t foresee how some citizens and their leaders would respond to the cycle of advances and setbacks in the…

The dark-haired girl on the right with the impish smile, her name was Eddie Lou, she was about 8 years old when this photo was taken in 1909. The picture was taken at the Tifton Cotton Mill, Tifton, Georgia. The girls worked there.
The photograph was taken by Lewis Hine, who visited factories such as this mill and took photographs of the children who worked there as evidence for the National Child Labor Committee (NCLC).
In another part of the country, Mary Harris Jones, also known as "Mother Jones", led a march of children from Philadelphia to New York in what would be known as the March of the Mill Children, a three-week trek by striking child and adult textile workers on July 7, 1903.
Children had been forced to work in coal mines and mills, when their fathers were killed or injured, unable to support the families. As a result, many children suffered stunted growth and were injured, maimed. Mother Jones described the children, "some with their hands off, some with the thumb missing, some with their fingers off at the knuckle. They were stooped things, round shouldered and skinny. Many of them were not over ten years of age, the state law prohibited their working before they were twelve years of age."
“Since 2000, for nearly two decades, the world had been making steady progress in reducing child labour,” according to the United Nations. “But over the past few years, conflicts, crises and the COVID-19 pandemic, have plunged more families into poverty – and forced millions more children into child labour. Economic growth has not been sufficient, nor inclusive enough, to relieve the pressure that too many families and communities feel and that makes them resort to child labour. Today, 160 million children are still engaged in child labour. That is almost one in ten children worldwide.”
This is an update of a series of stories that have been posted for Labor Day. You can find those stories in the Peace Page archive or Google the information on your own to find out more.
~~~~~
“Over 100 years ago, the National Child Labor Committee used photos of children doing industrial work to demand change in America. Several states adopted child labor laws, and after much debate and several setbacks, the Fair Labor Standards Act became law in 1938. Its protections included the nation’s foundational child labor laws, including restrictions on the age of workers and hours they can toil,” wrote Michael Lazzeri, regional administrator of the U.S. Department of Labor’s Wage and Hour Division in Chicago
Max McCoy of the the Kansas Reflector wrote today on September 3, 2023:
“After more than a century of progress, you might think child labor is a thing of the past, something we condemn other countries for but that we don’t need to worry about here. Tragically, that shadow army of workers is still with us, and many of those workers are children. These underage exploited are often immigrants . . .”
“In February of this year, a cleaning company was fined $1.5 million for employing children ages 13 to 17 at meatpacking plants in eight states. The firm, Packers Sanitations Services Inc., was the target of a federal Department of Labor investigation that found 102 children working illegally, including 26 at the Cargill meatpacking plant at Dodge City.
“Appallingly, many states are now racing to loosen — not tighten — child labor laws.
“Arkansas, for example, in March did away with the requirement that the state’s Division of Labor had to give permission or verify the age of children under 16 to be employed. Although those under 14 still cannot be employed, the ending of age verification requirements is an invitation to child labor abuses.
“Other states are making similar moves.
“Iowa, for example, has made it legal for teenagers to work in meatpacking plants and children as young as 16 to bartend. New Jersey and New Hampshire have also lowered ages for some types of work. The argument goes that work builds character and that overly restrictive laws prevent young people from fully developing their capacity to earn a living.
“But such arguments stink like the stuff you find on a slaughterhouse floor.”
~~~~~
"In the early 1900s, Hine traveled across the United States to photograph preteen boys descending into dangerous mines, shoeless 7-year-olds selling newspapers on the street and 4-year-olds toiling on tobacco farms. Though the country had unions to protect laborers at that time — and Labor Day, a federal holiday to honor them — child labor was widespread and widely accepted. The Bureau of Labor Statistics estimates that around the turn of the century, at least 18 percent of children between the ages of 10 and 15 were employed," according to the Washington Post.
Mother Jones would say after the march, "I held up their mutilated hands and showed them to the crowd and made the statement that Philadelphia's mansions were built on the broken bones, the quivering hearts and drooping heads of these children. That their little lives went out to make wealth for others. That neither state or city officials paid any attention to these wrongs. That they did not care that these children were to be the future citizens of the nation."
Many industries hid the fact that they employed children. They took advantage of poor families, such as Eddie Lou's family. Eddie Lou's father had died and left her mother with 11 children and no income. Her mother was forced to work at the cotton mill for $4.50 a week. Eddie Lou and four siblings also worked there and they were all together paid $4.50 as well. Eddie Lou and her youngest siblings would eventually be sent to an orphanage because her mother wasn't able to provide for them.
“If we don’t hold the line on child labor, we risk losing one of the things the has sets us apart as a nation founded not only on laws, but of morals,” wrote McCoy. “Of course children provide cheap labor, but business profits should not be the gauge of our society. In addition to the mental and physical tolls that children suffer in jobs that are inappropriate — and can you really imagine a 16-year-old wiping down the bar and asking what’s your poison? — there’s also a danger these children will become primary breadwinners for their families, with their educations coming a distant second.”
The children at the march carried banners that said, "We want more schools and less hospitals" and "We want time to play."

WASHINGTON (Reuters) -A U.S. federal judge on Tuesday restricted some agencies and officials of the administration of President Joe Biden from meeting and communicating with social media companies to moderate their content, according to a court filing.
The injunction came in response to a lawsuit brought by Republican attorneys general in Louisiana and Missouri, who alleged that U.S. government officials went too far in efforts to encourage social media companies to address posts they worried could contribute to vaccine hesitancy during the COVID-19 pandemic or upend elections.
The ruling said government agencies like the Department of Health and Human Services and the FBI could not talk to social media companies for "the purpose of urging, encouraging, pressuring, or inducing in any manner the removal, deletion, suppression, or reduction of content containing protected free speech" under the Free Speech Clause of the First Amendment to the United States Constitution.
A White House official said the Justice Department was reviewing the order and will evaluate its options.
The litigation was originally filed by former Missouri Attorney General Eric Schmitt and Louisiana Attorney General Jeff Landry. Schmitt, who was elected to the U.S. Senate in November, used Twitter to welcome the injunction and called it a win for free speech.
The order also mentioned by name officials including Department of Homeland Security Secretary Alejandro Mayorkas and Jen Easterly, who heads the Cybersecurity and Infrastructure Security Agency, in its restrictions.
Judge Terry Doughty, in an order filed with the U.S. District Court for the Western District of Louisiana, made some exceptions for communications between government officials and the companies, including to warn about risks to national security and about criminal activity.
The injunction was first reported by the Washington Post.
Tuesday's order marks a win for Republicans who had sued the Biden administration, saying it was using the coronavirus health crisis and the threat of misinformation as an excuse to curb views that disagreed with the government.
U.S. officials have said they were aiming to tamp down misinformation about COVID vaccines to curb preventable deaths.
Facebook and Instagram parent Meta Platforms, Twitter, and Alphabet's YouTube did not respond to requests for comment.

Covid and The Naked Sun
Isaac Asimov had a particular talent for making the setting part of the story; in his murder mystery portion of the Robots series, the detective work involves not just solving the case, but understanding new and strange worlds with deep cultural differences and political infrastructures. When Elijah Bailey sets foot on Solaria in The Naked Sun, he experiences the titular ball of flame in the sky, so alien from the Caves of Steel (the titular environment in the first novel of the series) he was used to. And he encounters a society where robots outnumber humans by a factor of ten thousand, and with an entire human population of twenty thousand: people are scattered and isolated across the planet.
Stepping into this new world is not so dissimilar to the world that we inhabited just a few years ago. Reading The Naked Sun in the post-Covid era, the similarities are striking (speaking once more to the brilliance of Asimov’s foresight). Bailey, moving from a densely populated, comparatively disease-ridden Earth, finds the shift in social norms confusing and strange. No one wants to come within ten feet of him; they all wear nose plugs and gloves in his presence (if they can bear to be in his presence at all). We found ourselves as Solarians in those months and years from 2020; we wore masks and gloves, came not within six feet of one another; how alien we became to ourselves. Had someone in 2019 jumped forward in time a year, they would have been like Bailey stepping foot on a new planet.
And, like the Solarians, in our isolation we became reliant on our technology. The pandemic was a boon for tech firms like Zoom, whose share prices rose (and later fell) dramatically. Like in Solaria, whose main form of communication was 'tridimensional viewing’, an advanced form of holographic communication where the person viewed was almost convincingly present, we found ourselves using video calling and video conferencing, even to the point of fatigue. Though our technology is not so advanced as that of the Solarians, we still experienced joining with others virtually (and still do), on our phones, laptops, and TVs.
Underpinning both our societies was a fear of contamination. So obsessed were we, like the Solarians, with avoiding disease that we remained distant and isolated. Unlike the Solarians, we have been quick to recognise the harm that this has on our personal relationships. Social interaction via Zoom can only satiate the need for human contact so much. Yet Solarian society, in a warning to us all, became entrenched in such isolation. Gladia, a native of Solaria with whom the protagonist forms a relationship, is only one of few to recognise the damage this is causing her.
Indeed, on Solaria this separation is politicised, legally entrenched; in our world, there were fears, many legitimate, some extreme, that government imposition of lockdowns, travel restrictions, and quarantine would give those in power a taste of authoritarianism. That they would, in turn, create a society like Solaria. Such a thing might not be unthinkable: the reliance of Solarians on robotics and automated labour is a key reason of their isolation; automation of labour in our world could be a similar lever of control. Indeed, new technology and automated production has, since the 1970s, undermined collective bargaining and weakened unions, contributing to stagnant wage growth and worsening inequality. In Solaria, the small population are the landed gentry, the robots their serfs. What happened to the human working class?
And yet we have evaded and escaped from much of the Covid restrictions, which have proved, for the most part, temporary. As humans we were able to adapt to our limited conditions in the short term, and we have been resilient enough in the long term to revert back to our old ways. But when we visit a new world and come home, a part of that world stays with us. When Bailey returns to Earth, he does something he never would have done before: he leaves the City, his Cave of Steel, and starts a movement; he goes outside and stands beneath the Naked Sun.

US Supreme Court Temporarily Halts Order Blocking White House Social Media Contacts
NTD
6–7 minutes

The U.S. Supreme Court on Friday kept intact a temporary injunction on restrictions that were imposed by lower courts on the Biden administration’s ability to communicate with social media companies over removing content that it deems to be misinformation.
Justice Samuel Alito temporarily placed on hold a preliminary injunction constraining how federal officials and the White House communicate with platforms such as Facebook, Instagram, YouTube, or X, formerly Twitter. Attorneys general in Missouri and Louisiana last year filed a lawsuit against the administration and other federal officials, accusing them of censoring conservatives on topics such as the 2020 election or COVID-19 vaccines.
The order Friday will keep the matter on hold until Oct. 20, giving the Supreme Court more time to consider a request from the Biden administration to block the lower court ruling earlier this year that found officials likely coerced the companies into censoring certain posts, in violation of the U.S. Constitution’s First Amendment free speech protections.
Justice Alito first placed a temporary hold on the injunction pending the justices’ review on Sept. 14. That pause lapsed as a lower appeals court reheard the matter. Alito is the justice designated by the court to act on certain matters arising from a group of states including Louisiana, where the lawsuit was first filed.
In July, Louisiana-based U.S. District Judge Terry Doughty blocked the Biden administration from communicating with the tech firms, saying that the plaintiffs were likely to succeed in their lawsuit and said the federal government suppressed views on COVID-19 masks, lockdowns, and vaccines, as well as fraud claims around the 2020 election.
At the time, he warned that “during the COVID-19 pandemic, a period perhaps best characterized by widespread doubt and uncertainty, the United States Government seems to have assumed a role similar to an Orwellian ‘Ministry of Truth.’”
Later, the U.S. Fifth Circuit Court of Appeals shrunk the lower court’s injunction, but it affirmed that the White House, Surgeon General’s office, U.S. Centers for Disease Control and Prevention, FBI, and the Cybersecurity and Infrastructure Security Agency (CISA) cannot communicate with the tech firms relating to content moderation.
“In doing so, the officials likely violated the First Amendment,” the appeals judges wrote at the time.
“The platforms’ censorship decisions were made under policies that CISA has pressured them into adopting and based on CISA’s determination of the veracity of the flagged information,” the appeals court order added. “Thus, CISA likely significantly encouraged the platforms’ content-moderation decisions and thereby violated the First Amendment.”
Tumblr media
“On issue after issue, the Biden Administration has distorted the free marketplace of ideas promised by the First Amendment, bringing the weight of federal authority to bear on any speech it dislikes,” the GOP members of Congress wrote in their filing.
Response
An emergency filing from the Department of Justice (DOJ) last month asked the high court to allow officials to respond to online posts that they allege pose a danger to public health. The DOJ had argued that federal officials have to be able to respond to those posts for national security reasons as well.
“Under the injunction, the Surgeon General, the White House Press Secretary, and many other senior presidential aides risk contempt if their public statements on matters of policy cross the ill-defined lines drawn by the Fifth Circuit,” Solicitor General Elizabeth Prelogar wrote for the DOJ. “CDC officials run the same risk if they accurately answer platforms’ questions about public health. And FBI agents risk being hauled into court if they flag content posted by terrorists or disinformation disseminated by covert malign foreign actors.”
The order handed down by Judge Doughty, she argued, was “vastly overbroad” and “covers thousands of federal officers and employees, and it applies to communications with and about all social media platforms.”
The case represents one of numerous legal battles underway pitting free speech against content moderation on the internet, with many Democrats and liberals issuing warnings of platforms’ posts about public health, fraud, and vaccines. Republicans have accused those platforms of censoring their viewpoints.
In their lawsuit filed in 2022, the two Republican attorneys general for Missouri and Louisiana wrote that content related to Hunter Biden’s laptop published initially by the New York Post two weeks before the 2020 election was also blocked by Twitter, Facebook, and other social media platforms.
They also alleged that the Biden administration pressured social media platforms under the threat of a possible antitrust lawsuit or allegedly threatened to change federal laws that shield those firms from lawsuits relating to users’ posts.
Reuters contributed to this report.

A federal judge restricted Biden administration officials and agencies on from communicating with social media companies on content moderation in a preliminary injunction Tuesday.
Why it matters: The decision in an ongoing lawsuit from Republican attorneys general in Louisiana and Missouri, who allege the Biden administration's efforts to encourage social media companies to crack down on COVID disinformation and other matters is "sprawling federal 'Censorship Enterprise,'" could have major First Amendment implications.
The attorneys general in court filings accuse the Biden administration of "the most egregious violations of the First Amendment in the history of the United States of America" through its communications with companies including Facebook, YouTube and Twitter.
Driving the news: Although he has yet to produce a final ruling in the case, U.S. District Court Judge Terry Doughty in Louisiana said in the injunction Tuesday the attorneys general "have produced evidence of a massive effort by Defendants, from the White House to federal agencies, to suppress speech based on its content."
The Trump-appointed judge consequently blocked certain officials from meeting with, calling, emailing, sending letters or text or meet with social media firms "for the purpose of urging, encouraging, pressuring, or inducing in any manner the removal, deletion, suppression, or reduction of content containing protected free speech posted" online.
Of note: Officials affected by this ruling include Health and Human Services Secretary Xavier Becerra and White House press secretary Karine Jean-Pierre, along with Department of Justice and FBI employees.
Zoom in: "During the COVID-19 pandemic, a period perhaps best characterized by widespread doubt and uncertainty, the United States Government seems to have assumed a role similar to an Orwellian 'Ministry of Truth," Doughty wrote.
Doughty said the evidence produced thus far depicts an "almost dystopian" scenario.
"This targeted suppression of conservative ideas is a perfect example of viewpoint discrimination of political speech," he said. "American citizens have the right to engage in free debate about the significant issues affecting the country."
What they're saying: A White House official said in a statement to media the DOJ is reviewing the injunction and will evaluate its options.
"This Administration has promoted responsible actions to protect public health, safety, and security when confronted by challenges like a deadly pandemic and foreign attacks on our elections," the official added.
"Our consistent view remains that social media platforms have a critical responsibility to take account of the effects their platforms are having on the American people, but make independent choices about the information they present."

The Fun House
WARNING: dubcon words: 1.305 pairing: ian x courtney x shayne
Ian, Courtney and Shayne walked into the place through a giant clown mouth. Neon letters above them read 'Th_ FU_ Hou_e', the e flickering.
"Totally not creepy at all," Shayne joked, still, taking Ian's and Courtney's hands in his.
They walked through a fairly standard mirror maze, waded through an adult-sized ball pit, which was a lot harder than it seemed, and finally, they found themselves in a dimly lit room, where three unceremonial holes in a pink wall. They'd seen nobody at all but now a person in a bunny suit mutely greeted them and gestured for them to walk up to the holes. They could just about squeeze through them, the edges padded with firm foam.
"Are you still sure about this?" Ian asked Courtney. They'd been a bit quiet ever since they'd entered the fun house. But she nodded and gave him a smirk.
"This is going to be so crazy, I am a bit scared," Shayne said.
"Shut up, you love clowns."
"True."
They all went halfway through their respective holes, Courtney in the middle with Shayne on her left and Ian on her right hand side. They giggled to each other. The room on the other side had better lighting. It was a nauseating shade of pink and had some downright creepy stuffed animals sitting on chairs.
"Do you have a clue what that bunny is doing right now?" Courtney asked.
"No, probably getting the lube and the dildos ready?" Ian said.
"This is crazy!" Shayne laughed, but his cheeks were very pink. They all held hands again.
"When will this start?" Ian was impatient. He'd brought his flings here to have some sexy fun, not to get bored. But soon enough, Courtney suddenly stiffened.
"Are they doing you first?"
"I believe so! Wha- my pants are being taken off… someone with cold hands damn, oh, there go my panties…" Courtney stopped talking. She looked around even thought she knew she couldn't see anything that was happening to her on the other side.
"What are they doing?" Shayne asked, cheeks fully red now.
Courtney didn't answer. But she gasped and began to moan and scream.
"Court! Are you okay?" Both Ian and Shayne held her hand tighter and looked at her, concerned yet aroused.
"Fuck! That.. that hurts, but it also feels good… FUCK!" Courtney writhed like she wanted to get loose but she held Ian and Shayne's hands firmly.
It went on for a while. Ian and Shayne were still untouched. Courtney was panting from all the action she was getting.
"No, are they really… I can't take it bigger! Fuuuuuuuuuushiiiit"
Courtney was being pounded so hard, the whole wall was vibrating with each shock. Finally, it seemed to stop. Courtney sighed.
"There were like multiple dicks in me, no joke. I am filled to the brink."
"Wasn't it too rough?" Ian looked at her, so beautiful and innocent, why had he taken her here to be brutalized so harshly? He felt terrible.
"It was very rough, the roughest I've ever been fucked. But now it's over, I feel very light, great even. I signed up for this, Ian. You know that right?"
"Yeah, but I don't know if you knew it would be like this…"
"I trust you," they smiled at him. Ian's heart melted and broke all over again. That day when they met after the pandemic restrictions finally eased, she'd run up to him and hugged him, crying. That's when he'd fully fallen in love with Courtney, knowing his love for them would never be enough, for his heart belonged to somebody already, somebody who he didn't talk to anymore. Shayne was a different story. Ian had always had an eye on him, but only when they'd went out for drinks and had furiously fucked each other in Ian's car afterwards, did Ian really appreciate him. He could take a dick. And he was next up.
"O..Oh." Shayne's eyebrows were raised, his mouth in a slight smile. Ian and Courtney laughed.
"What are they putting inside me? It's some kind of tentacle dildo or some shit, this feels weird!"
"Yeah, you can squeeze my hand," Courtney said, slightly concerned.
"Wow, this is so… oh.." Shayne began to moan and groan and closed his eyes. He was loud, and got louder still.
"This is too much, please…" the pounding continued. Shayne screamed. It was over. He took a deep breath.
"Wow, this is an intense one. I've done this before but they are usually way more gentle. We should complain afterwards."
"I was into it," Courtney joked.
"Annnnd it's my turn," Ian laughed bitterly. He now knew he was in for a lot of pain. Wasn't this called the FUN house, not the pain house? Well, he relaxed his asshole as best he could and hoped for the least-worst.
He was getting undressed and two hands massaged his butt. Then they spanked him mercilessly, like no cutesy spanking, just hard, hard slaps. Ian's eyes watered as he hmf-ed. Then his cheeks got stretched further than he'd ever experienced. A cold, wet rod prodded him. It quickly slid inside and began to vibrate. Ian moaned. The vibration got worse and worse. His anus felt like it was being stretched beyond its limits. But the rod retreated. And the hands returned.
A human cock now entered him. What a relief, Ian thought. He hadn't been keen on taking some fucked up tentacle. He moaned in pleasure as he was being deliciously fucked, and when the person on the other side of the wall came, he felt the semen drip down his legs. However, he didn't get much time to rest because another cock entered him, this one bigger and immediately taking up pace.
"Whoa there.. what are they thinking?!"
Shayne and Courtney looked at Ian now.
For the second time, semen rushed through Ian. And immediately a new dick replaced the old one. This went on for quite a while. Ian was getting tired but then for the grand finale, he got penetrated with the tentacle after all. It felt gross but pleasurable either way.
A circus tune played: their cue to get back through the wall.
Nobody was there anymore. They examined each other. They all bled a bit.
"I am going to sue this place!" Ian said angrily, when he saw Courtney's injuries.
"Hey, I had a lot of fun, I actually am really horny right now. Why don't continue this party?"
"Courtney, we have to at least tend to ourselves first…"
A first-aid kid stood on a table in the corner of the room. Ian carefully disinfected Courtney's scrapes and cuts. Shayne did it himself.
"I'm so sorry, I swear I'll never take you anywhere like this ever again…" Ian said desperately. What a nightmare. Why was Courtney so happy? Was she into this kind of stuff? If she was, then still he was mad because this had NOT been the deal he had with the company that ran the fun house.
"Dude, your poor butt," Shayne commented. Ian's cheeks were bruised purple. He shakily pulled up his pants and helped the other two into their clothes as well.
"I don't think any of us will be able to sit down for a while," Shayne joked. But Ian was in a bad mood.
"Come on, Ian, we had fun, we weren't alone, we had each other to get through it."
They walked out of the building.
"I need some time to cool off, I'm sorry guys."
Shayne kissed Ian, forcefully but very gently.
"Babe, it wasn't your fault. And we're glad to have done this with you."
"Yes," Courtney interrupted and also kissed Ian deeply. "Let's go home, rest up and do my idea for a date next week."
"Ugh, a maid café?"
Courtney smirked slyly.

Since the start of Russia’s full-scale invasion of Ukraine, more than 62,000 Russians and 20,000 Ukrainians have relocated to Georgia. Meanwhile, Georgia itself has seen a rise in HIV infections, with almost 400 new cases reported in the first eight months of 2023, despite having been lauded among European countries for its effective HIV and AIDS policies in recent years. This has led some Georgian doctors and media outlets to attribute the worsening HIV situation to the wartime influx of Russian and Ukrainian migrants — the latest iteration of a theory that’s found resonance in a number of countries, particularly among conservative politicians. Meduza takes a look at the reasons behind the widespread popularity of this dubious hypothesis.
A lack of evidence
In late June, Professor Maya Butsashvili, an infectious disease specialist who works at Tbilisi’s NEOLAB clinic, expressed concern on Facebook regarding the large number of Russians entering the country. Arguing that Russia was grappling with an HIV epidemic and that unprotected sexual encounters between local residents and migrants could lead to an increase in HIV infections in Georgia, she urged officials to remind citizens about safe practices to avoid sexually transmitted infections.
Shortly after, Tengiz Tsertsvadze, the director of Georgia's main infectious disease hospital, said that Butsashvili's theory “had some truth to it” but suggested that the increase in cases might have “less to do with the influx of migrants and more to do with the end of the COVID-19 pandemic, the lifting of restrictions, and an increase in testing.” He noted that since the wartime migration of Russian and Ukrainian citizens had begun, Georgia’s HIV and AIDS Control Service had intensified its surveillance and implemented measures for prevention and treatment. Tsertsvadze also emphasized the importance of only using sterile medical instruments and avoiding unprotected sexual contact, encouraging those with suspected infections to seek medical assistance.
Nonetheless, Butsashvili remained firm in her stance, insisting that migrants were a “high-risk group.” In August, she recommended a policy of mandatory HIV testing for people entering the country and urged local residents to “abstain from unprotected sexual contact.”
Butsashvili, whose Facebook page has some 7,000 followers, has been widely quoted in the Georgian media for her statements, especially during the COVID-19 pandemic. Her opinions on the role of migrants in HIV transmission have sparked huge debates across social media platforms. According to her profile, she studied epidemiology at the State University of New York and is currently a faculty member at the University of Georgia.
Skewed by the pandemic
Georgia was seeing record spikes in HIV rates well before the recent influx of migrants from Russia began. In 2018, for instance, the country identified 672 new HIV cases, while it saw 719 in 2016, which remains the highest year on record. In 2022, 617 new cases were recorded, and in the first eight months of this year, 393 cases were confirmed.
In August 2023, the total number of HIV infections in Georgia reached 10,170, with the majority of cases in Tbilisi (3,830). According to the Georgian Center for Research of Infectious Diseases and AIDS, the virus is transmitted primarily through heterosexual contact (51.4%) and intravenous drug use (32.6%). HIV prevalence in Georgia, at 0.27% of the total population, is substantially lower than in Russia (0.8%) and Ukraine (approximately 0.55%).
Georgia's HIV and AIDS policy, according to WHO estimates, has been one of the most effective in Europe. The country introduced antiretroviral therapy (ARV therapy) in the 1990s and ensured universal access in the 2000s, significantly reducing AIDS-related mortality. In 2011, Georgia established a national AIDS information system, creating a comprehensive database of demographic, epidemiological, clinical and laboratory data on all AIDS patients. The government also actively promotes ARV therapy and health services for all, regardless of gender, ethnicity, or viral load.
Despite these efforts, Georgia fell short of its goal to provide ARV therapy to 90% of the infected population by 2020, with only 76% of virus carriers knowing their status and only 65% receiving ARV therapy. Even fewer individuals (65% of those on therapy) have managed to suppress the virus's activity.
A more plausible explanation
One epidemiologist, who asked to remain anonymous for security reasons, acknowledged that Russia and Ukraine have significant HIV epidemics and that migrants are a particularly vulnerable group. But at the same time, he said, Georgia’s rise in infections cannot be unequivocally attributed to the influx in migrants without a comprehensive analysis of the epidemiological data.
The Georgian Center for Infectious Diseases and AIDS Research reported more HIV cases in 2022 than in 2020 and 2021. However, this increase could be attributed at least in part to reduced testing during the COVID-19 pandemic, when resources were diverted to coronavirus prevention efforts.
The epidemiologist further explained that there’s little to no evidence that compulsory testing, entry restrictions, or deportation are effective public health measures. In fact, such measures may even hinder HIV prevention and treatment as they make individuals more likely to hide their status, avoid seeking help, and then propagate the virus as a result.
The U.N.’s note on HIV/AIDS and the Protection of Refugees states:
Detention or restrictions on the freedom of movement of persons living with HIV and AIDS would be in violation of the fundamental rights to liberty and security of the person, as well as the right to freedom of movement, if carried out solely on the basis of a person’s actual or suspected HIV status. There is no public health justification for restrictions of these rights due to a person’s HIV status alone. Moreover such restrictions would be discriminatory.
In Russia, however, it remains legally permissible to deport migrants based solely on their HIV status. In 2021, Fedot Tumusov, a deputy from the political party “A Just Russia — For Truth,” proposed a bill to abolish these measures due to their lack of effectiveness, but the State Duma ignored his proposal. According to the head of one public organization that works with individuals affected by HIV in Eastern Europe and Central Asia, who asked to remain anonymous, there’s no reasonable basis for a country to deport foreigners with HIV. Many developed countries have already repealed such laws.
An easy scapegoat
One human rights activist who specialises in HIV issues and wished to maintain anonymity told Meduza that the practice of blaming migrants, a vulnerable group, for various societal problems is not unique to Georgia; it’s a common rhetorical move employed by conservative political figures worldwide. In Georgia, she argued, negative sentiments regarding migrants may have been exacerbated by the strain on public health and the surge in migration caused by the war, leading to concerns and frustrations among local residents that politicians can exploit for political gain.
Georgian political scientist Gela Vasadze has also suggested that accusing migrants of spreading HIV may be an element of the political campaigns of right-wing opposition parties in the upcoming 2024 elections. He told the outlet Paper Kartuli that the Georgian authorities should address the migration crisis by reducing the stay period of visitors with uncertain legal status and making it easier for migrants to obtain residence permits.
According to the anonymous human rights activist, migrants are a vulnerable group with limited political and civil rights, which makes them easy scapegoats for various social problems. This phenomenon is not unique to Georgia but is a broader issue tied to policies and levels of tension within countries.
Russia is no exception: it, too, has a long history of public figures making public health-related xenophobic statements. In 2009, for example, the country’s then-Chief Health Inspector, Gennady Onishchenko, alleged that migrants “contribute significantly to the HIV and AIDS epidemic.” Similar sentiments were echoed in 2012, when the chairman of the Moscow City Duma’s healthcare commission, Lyudmila Stebenkova, proposed putting out public service announcements to warn Muscovites about the risk of contracting HIV from migrants.
Over the past two decades, however, Georgia has been decidedly receptive to international recommendations, focusing on testing and treatment while avoiding discriminatory policies. Anyone who’s in the country legally has the right to receive assistance, including refugees, who can access ARV treatment while their asylum requests are being processed.
At the same time, the activist said, there’s no question that the Georgian healthcare system was unprepared for the influx of migrants. While Georgia has been proactive in HIV prevention, migrants have encountered difficulties in accessing HIV treatment.
According to the experts who spoke to Meduza, effectively addressing Georgia’s HIV problem will require ensuring equal access to healthcare, repealing discriminatory laws, and prioritizing prevention programs and HIV awareness campaigns. Providing free counselling, testing, and treatment to all individuals living with HIV, regardless of their legal status, is paramount.

A Year in Review 2022
As i sit here on the final day of 2022 to reflect on the past 12 months, i feel a little trepidation at the thought of starting a new challenge for myself in a year that was hard to get through.
When we came out of the pandemic there was a cautious hopefulness in a lot of small businesses about what 2022 may hold. We entered the marketplace again after two very tough years where many of our contemporaries were no longer there, whether succumbing to illness or the business not able to last multiple lockdowns, restrictions and even Brexit. Those of us still trading were thankful for every single customer and sale, for the support we received from friends, family and even strangers.
As the Winter months moved into Spring we started to see that the trend of wedding supply requests were slower than we’d traditionally seen, so we added more effort into a side enterprise we’d started in 2021; our Redhill Collectables vintage store.
We already had a brilliant network of house clearance businesses and thrift shops that would come to us with materials such as vintage papers which we’d use for wedding decor, but as disposal fees increased for them, we looked into taking more products off their hands, sorting, mending, and offering these items through our Redhill Collectables ebay store. This gave us the financial stability to continue to offer wedding supplies to those customers that were still looking to add a small sprinkle of magic to their special day.
In April i had been due to have an operation that would have changed my life and health for the better but was also major surgery, a procedure that took a lot of emotional and mental preparation. Just 24 hours before i was due to have surgery the operation was cancelled as the anaesthetists did not deem it safe for me to proceed with the operation.
When the warmer summer months encroached, the wedding season finally kicked off, with our home grown petal confetti being incredibly popular, as was our seed paper confetti. But with that I also had to deal with the mental aftermath of having my operation permanently cancelled. I took a step back from social media and it was with the help and support of my family that I worked through the feelings I was left with. One of the first ‘rules’ of business is to never let on if you’re struggling, but to be battling depression at the same time as trying to run a business and keep our heads above water financially was exhausting. When you’re self employed you don’t have the option to go and see HR, its you and just you, though i am forever thankful for the support those closest to me gave.
With the heat and chaos of summer giving way to the cooler Autumn months, the true toll of the Cost of Living Crisis took hold and became a firm realisation that the only way i was going to make it through the rest of the year is to increase my hours and to also make big changes. When i’d been sorting through some old boxes i’d stumbled upon a business projection plan i’d optimistically written in late 2019. The ‘goal’ was to increase turnover, slim down our product lines, and with careful planning and promotion get to the point where we could invest in a small electric vehicle to use for local deliveries and errands. The most shocking part of the projected numbers was as of October 2022 we were at that increased point financially, but every single ‘spare’ penny was now simply going towards household bills and groceries, and supplimenting any increases in courier costs as we started to have to work around the Royal Mail strike action.
By the end of November 2022 I was regularly putting in 70 hour weeks. This was obviously not sustainable whilst trying to be a parent, wife, and run a household too, and was the final deciding factor in the direction i wanted to head in for 2023. Now having had a couple of weeks to rest and recharge, i'm looking forward to how i plan to develop the products and services that Redhill Confetti offers, with more focus on weddings rather than generic crafts. Our vintage side of things will continue with Redhill Collectables, and for us to become fully focused on reducing waste and recycling.
Finally, the 'challenge' that i alluded to at the very start of this is my aim for 2023 to write a blog post weekly. This will hopefully be an insight into running a small business, the highs and lows, and a behind the scenes look.
Happy New Year!
Simone

Uber's "Thank You for Not Riding" advertisement
The slogan "Thank You For Not Riding" is what the company uses to thank us for remaining home rather than utilizing their services, according to (Uber's Commercial for Covid-19: "Thank You for Not Riding," 2020). And it is that the business has promised to provide 10 million free trips for those crucial employees who must go to their workplaces due to a force major. The final line of the thank-you note reads, "Stay home for all who cannot." The objective of the advertising was to spread the word about social isolation strategies and to persuade viewers to take precautions against the epidemic. It opens with empty roads and streets and the words "Thank you for not riding with Uber." It then shows different critical workers who are still working throughout the epidemic, such as healthcare professionals, food store employees, and delivery drivers. The advertising also highlights some of Uber's safety policies, such as the need that drivers routinely clean their cars and the provision of masks to them. Customers of Uber are urged to use their service just as needed.
The "Thank You for Not Riding" commercial from Uber is aimed at its clientele who are accustomed to using the company's ride-hailing services. It tries to convey that people may help stop the spread of COVID-19 by refraining from utilizing Uber's services excessively. The advertisement may also be interesting to people who are curious about the safety precautions, Uber has put in place in order to protect both drivers and passengers.
The target audience was not immediately exposed to any of Uber's products or services in the "Thank You for Not Riding" commercial. The objective of the campaign was to encourage appropriate usage of ride-hailing services while also thanking consumers who chose not to utilize Uber's services during the epidemic. The commercial emphasized social responsibility by urging viewers to prioritize their own and other people's safety during the epidemic by restricting their travel to really necessary things. Additionally, it emphasized Uber's dedication to accountability and safety by highlighting the safety precautions the firm has put in place to protect both drivers and customers. As a result, in this specific advertisement, Uber's goods and services were not necessarily promoted as being suitable for the intended demographic.
There’s no media manipulation involved in this Uber's "Thank You for Not Riding" advertisement thanks to users for putting safety first during the epidemic and encouraging appropriate ride-hailing behavior. It is successful in grabbing viewers' attention because it is relevant to the current circumstances and conveys a message of social duty and unity. Viewers who are feeling the effects of the pandemic can relate to the striking and evocative visuals of vacant roads and vital workers on the front lines of the epidemic.

KFC's "Contactless Delivery" advertisement
In order to promote their new contactless delivery option, which enables customers to receive their meal orders without having to interact with the delivery driver, KFC prepared the "Contactless Delivery" advertising during the COVID-19 epidemic. The opening of the campaign emphasizes how the epidemic has affected ordinary life by presenting videos of deserted streets and shuttered shops. The article continues by highlighting KFC's new contactless delivery option, which enables consumers to get their food orders devoid of direct interaction with the delivery driver. The advertisement conveys KFC's commitment to promoting the health and safety of its customers and employees, while also promoting a quick and secure way to order food. It is meant to reassure customers who may be concerned about the security of receiving food deliveries during the pandemic. According to (KFC and Pizza Hut Have Launched a Contactless Delivery Service in China amid Coronavirus Fears, n.d.) "The health and wellbeing of our employees and customers is our top priority, and the innovative new services will help reduce the risk of person-to-person transmission of the Coronavirus and protect our employees and customers".
The target audience of KFC's "Contactless Delivery" advertisement is the people who always buy their food and this advertisement have really concerned about their customer’s safety
According to this (Fadilla Puspita Dewi, 2021) during the pandemic, new products or services like KFC Indonesia's contactless delivery are evaluated for customer satisfaction. A questionnaire to previous customers, in-depth interviews with customers, and an analysis of product-related digital advertising were used as the three points of view for gathering information. The contactless distribution program was highly received by participants, according to the study's findings, and is worthwhile to test in COVID-19 situations since it can both stop the spread of the disease and address fundamental human needs. Furthermore, it also offers convenience for those who may not be able to leave their homes.
This advertisement doesn't include any form of media manipulation. The fact that the advertisement managed to capture viewers' attention is probably because of its timely and pertinent message regarding contactless delivery during the epidemic. The advertising tackles widespread concerns about the spread of the virus and provides a remedy that encourages consumer convenience and safety. Additionally, the advertisement effectively conveys the advantages of the service through the use of images and straightforward text. Overall, the concept and style of the advertisement are plain and educational rather than deceptive, which would have helped it attract people.

The capital's new light rail line connecting Itäkeskus in eastern Helsinki to Espoo's Keilaniemi has only just opened, but Helsinki is already gearing up to approve funding for another suburban tramline — this time running between the northeastern suburbs of Viikki and Malmi.
The project has been dubbed Viima, or "Icy Wind."
Helsingin Sanomat said it is intended to serve a new residential area emerging in what used to be Malmi's small-craft airport. A lack of public transport in the area would make life difficult for the 25,000 residents expected to eventually live in this part of the city.
Following the recently approved tram in Vantaa, Viima is the next new streetcar project in the Helsinki metropolitan area.
Chinese cash
Finland is open to Chinese money, reports Hufvudstadsbladet. The Swedish-language daily said that while Chinese firms have made fewer foreign investments since the pandemic, Finland remains interested in business from China and does not restrict the flow of Chinese Yuan into the country.
According to HBL, PM Petteri Orpo (NCP) said on Wednesday that Finland has not reconsidered its position on China or Chinese investments.
News that the Chinese company Svolt said Finland is on its list of countries where it's considering building a new battery cell factory, has drawn positive comments, including from Finland's business lobby EK.
Chinese electric cars are gaining a growing share of the European e-vehicle market, increasing Chinese interest in minerals and battery factories, HBL said.
Baby blanket theft
Tampere-based Aamulehti reports of baby blankets going missing in the city's maternity and post-natal ward.
Sharp-eyed staff have, however, noticed the fox-patterned blankets cropping up on social media. This is interesting because the Finnish manufacturer, Univiso, does not retail directly to consumers.
AL said new moms should keep in mind that the Finnish-made blankets are funded by taxpayers. In any event, extra efforts are not needed to track down the culprits. This is because the manufacturer has microchipped every blanket it sends to institutional clients, like hospitals and daycares.
Could Finland compel civil servicemen to milk cows?
There's been a positive reaction to a recent comment on a Finnish-language Yle article suggesting that civilian servicemen help alleviate some of the serious labour shortages on farms.
Milking cows, though often automated these days, is a twice-a-day routine on dairy farms.
The commenter proposed that young men carrying out civilian service, in lieu of military conscription, could step in as stand-in labour on dairy farms.

Wisconsin’s conservative-controlled Supreme Court ruled Friday that absentee ballot drop boxes may be placed only in election offices and that no one other than the voter can return a ballot in person, dealing a critical defeat to Democrats in the battleground state.
The court did not address the question of whether anyone other than the voter can return his or her own ballot by mail. Election officials and others had argued that drop boxes are a secure and convenient way for voters to return ballots.
The decision sets absentee ballot rules for the Aug. 9 primary and the fall election; Republican U.S. Sen. Ron Johnson and Democratic Gov. Tony Evers are seeking reelection in key races.
The court’s 4-3 ruling also has critical implications in the 2024 presidential race, in which Wisconsin will again be among a handful of battleground states. President Joe Biden defeated Donald Trump in 2020 by just under 21,000 votes, four years after Trump narrowly won the state by a similar margin.
The popularity of absentee voting exploded during the pandemic in 2020, with more than 40% of all voters casting mail ballots, a record high. At least 500 drop boxes were set up in more than 430 communities for the election that year, including more than a dozen each in Madison and Milwaukee — the state’s two most heavily Democratic cities.
After Trump lost the state, he and Republicans alleged that drop boxes facilitated cheating, even though they offered no evidence. Democrats, elections officials and some Republicans argued the boxes are secure.
The conservative law firm Wisconsin Institute for Law & Liberty sued in 2021. The state Supreme Court in February barred the use of drop boxes outside election clerk offices in the April election for local offices, such as mayor, city council and school board seats. The court ruled Friday on the question of whether to allow secure ballot boxes in places such as libraries and grocery stores.
State law is silent on drop boxes. The court said the absence of a prohibition in state law does not mean that drop boxes are legal.
“Nothing in the statutory language detailing the procedures by which absentee ballots may be cast mentions drop boxes or anything like them,” Justice Rebecca Bradley wrote for the majority.
The court said absentee ballots can be returned only to the clerk’s office or a designated alternative site but that site cannot be an unstaffed drop box. The bipartisan Wisconsin Elections Commission had told local election officials the boxes can be placed at multiple locations and that ballots can be returned by people other than the voter, but put that on hold pending the Supreme Court’s ruling.
Rick Esenberg, president of the conservative law firm that brought the case, said the ruling “provides substantial clarity on the legal status of absentee ballot drop boxes and ballot harvesting.” He said it also makes clear that state law, not guidance from the Elections Commission, is the final word on how elections are run.
Concerns about the safety of drop boxes expressed by the majority “is downright dangerous to our democracy” Justice Ann Walsh Bradley wrote in dissent.
“But concerns about drop boxes alone don’t fuel the fires questioning election integrity,” she wrote. “Rather, the kindling is primarily provided by voter suppression efforts and the constant drumbeat of unsubstantiated rhetoric in opinions like this one, not actual voter fraud.”
Republicans who control the Wisconsin Legislature have also tried to enact laws limiting the use of absentee ballots, but Evers has vetoed them.
Republicans have made similar moves since Trump’s defeat to tighten access to ballots in other battleground states. The restrictions especially target voting methods that have been rising in popularity, erecting hurdles to mail balloting and early voting that saw explosive growth during the pandemic.
Bradley was joined in the majority by fellow conservative Justices Patience Roggensack, Brian Hagedorn and Chief Justice Annette Ziegler. In addition to Ann Walsh Bradley, Justices Rebecca Dallet and Jill Karofsky dissented.

Market Dynamics
As the burden of various diseases increases globally, so has the number of laboratory tests. The number of laboratories in both the public and private sectors has increased in response to this need. With the start of the COVID-19 pandemic in December 2019, the demand for diagnostic tests has skyrocketed. Many government organizations have established new laboratories in response to this epidemic and to increase laboratory testing capacity. The majority of nations need clinical laboratories to get regulatory body accreditation before performing diagnostic tests. Additionally, accreditation to ISO 15189:2012 and other comparable standards is turning into a requirement in many nations. Authorities assess a laboratory’s competency and quality system during the accreditation process using predetermined standards. While some European nations, including Belgium, France, Hungary, Ireland, and Lithuania, require accreditation for a variety of laboratory tests, others, like Finland, the Netherlands, Sweden, Switzerland, and the UK, have practically finished the process.
It costs a lot of money to set up a QC process in a clinical laboratory. Additionally, laboratories must keep a specialized staff on hand to oversee the QC system. Moreover, regardless of the number of tests conducted, QC procedures are expensive. As a result, QC methods are particularly expensive to adopt for clinical laboratories that perform few diagnostic tests. This is predicted to lead to a lesser adoption of QC procedures, along with budgetary restrictions in many hospitals and laboratories in developed and emerging nations.
