I think so, mainly because of several rumors I've heard regarding Amy's original plans for season 7, as well as what she wrote for the revival.
From what I know, apparently Amy's original ending to season 6 had Rory going to Truncheon in one of the final shots instead of Lorelai sleeping with Christopher, but I think this was changed once her contract wasn't renewed with the CW. I also think I've heard that Milo wouldn't work on any new season unless Amy was making it out of loyalty, so likely any plans the season 7 writers might've had in including Jess were probably out the window with that as well.
There's also the fact that the revival feels more like Amy's second chance at making her season 7 from the original show instead of a continuation for the chatacters' lives, since some illogical plot details like Logan apparently living in London now and Luke and Lorelai still not being married are in it despite 10 years having passed so far. I do think that if Amy had gotten to make her season 7, she likely would've wanted Milo to be included in more episodes for it, but at the time he was also starring in Heroes and for the revival, as far as I'm aware he was also working on This Is Us. But in an ideal situation, I definitely think he would've been in at least several episodes in a seventh season.
