Having now watched exactly one (1) episode of Ahsoka, I think my personal favorite theory is that the map doesn’t actually lead to Thrawn.

I think it should be some kind of trick. The Grysk, maybe, or some Yuuzhan Vong stand-in (although really, that’s the Grysk, if Filoni could read), or maybe some old piece of Rakatan technology trying to resurrect their old Empire.

It’s pretending to be Thrawn. It’s talking to Elspeth like it’s Thrawn - but it’s just using her. It found her weakness and is exploiting it. It’s going to get her to come to it, and use her to escape back into the galaxy, heralding an invasion of epic proportions that will destroy all that everyone holds dear.

Will it happen? Eh, probably not. Would it be awesome? Hell yeah.
