It actually depends on the localization - it is in Latin America, but not in Spain
Side Note: A "translation" is more about the words themselves. But a "localization" is about trying to adapt certain characters or concepts to fit with a target audience. Localizations involve translation, obviously, but you might find certain elements of a translation changed due to the localization team - such as changing a character's name if it's deemed too inflammatory or silly, or adapting certain cultural elements to better reflect the target audience's culture. This may include censorship of certain things, omitting certain elements, or adding a variation on what is being said or done. This is done in an effort to make material more palatable and sometimes to get it past censors or laws - the most glaring example that comes to mind is Sailor Moon where Sailor Uranus and Sailor Neptune were lesbians in the original, but for the English localization they used to be referred to as "cousins" (which backfired spectacularly) but it was done to get it by censors
Localization can be less accurate than direct translations, because they're also trying to translate culture. You may find a localization gives characters certain accents or speaking patterns to better fit the intention - like adding a Southern accent to someone who is portrayed as speaking with a country accent or an accent that denotes a certain location. It may also influence word choices or design choices
It might be easier to think of localization as "translation + marketing"

Strangely enough, Spain calls it "Gotham" as far as I know. Many of the names of the heroes are kept as they appear - except for certain villains which can be translated one-to-one [Espantapájaros being "Scarecrow", Hiedra Venenosa "Poison Ivy", or Dos Caras "Two Face"]... but "Catwoman" and "Joker" are kept the same
In Latin America, you see it more as Ciudad Gótica and see more translations of things and people; "Catwoman" is sometimes Gatúbela, Joker as Guasón or Comodín

The idea about "Gotham" is that it literally means "gothic settlement", since -ham as a suffix usually means city or settlement, and "gothic" might refer to the Goths as a people/ethnic group
With place names, there are times in Spanish where you see some kind of translation of certain elements like "new" or the suffix -ton/-town is sometimes translated as is "village" in some cases, or even specific cities may have certain translations in Spanish ["London" is Londres in Spanish for example, or "Geneva" is Ginebra]
In Batman stuff, it's one of the rare cases where Latin America/Hispanoamerica has more direct translations than Spain but that's not unusual with different localizations of a program
