Authorities have arrested three people for allegedly running a “high-end brothel network” out of apartments in Greater Boston and eastern Virginia, according to Massachusetts Acting US Attorney Joshua S. Levy’s office.
“Business was booming, until today,” Levy said during a late morning briefing Wednesday at the Moakley Federal Courthouse in the Seaport.
Levy said customers could access the illicit services through two websites, and they had to first complete a survey to verify their credentials and provide information including their drivers license photos, employers’ names, and credit card information and often paid a monthly fee to remain part of the network.
The customers, Levy said, included doctors, attorneys, accountants, tech and pharmaceutical executives, government contractors, and scientists.
“Pick a profession, and they’re probably represented in this case,” Levy said, adding that the ring brought in hundreds of thousands of dollars, with hourly rates sometimes ranging from $350 to $600.
He was joined at the briefing by Michael J. Krol, special agent in charge of Homeland Security Investigations in New England, and Cambridge police Commissioner Christine Elow.
“This is an investigation that’s just getting going, and we’re in the very early stages,” Levy said.
He said investigators were executing search warrants in Massachusetts, California, and Virginia.
The women trafficked were predominantly Asian females, Levy said. The perpetrators moved them across the US for commercial sex purposes, “exploiting them in the process,” he said.
The Massachusetts locations of the brothels included Cambridge and Watertown, he said. No customers were named during the briefing.
The three defendants were identified as Han A. Lee, of Cambridge; James Lee, of Torrance, Cali.; and Junmyung Lee, of Dedham, according to legal filings. They’re each charged with conspiracy to persuade, induce, entice, and coerce one or more individuals to travel in interstate or foreign commerce to engage in prostitution, records show.
“This multiyear investigation has uncovered, as described in more detail below, that the co-conspirators were advertising women for commercial sex via at least two different websites on the internet, under the guise of professional nude photo shoots, and established brothels in order to facilitate the engagement of commercial sex,” said an affidavit filed in the case by DHS Special Agent Zachary A. Mitlitsky.
The filing said the Massachusetts brothels were located at 90 Fawcett Street, Units 109, 435, and 530 in Cambridge; and 66 Bond Street, Unit 221 in Watertown.
Investigators have interviewed approximately 20 sex buyers as part of the law enforcement operation, the affidavit said.
“One such customer (Customer A) described being directed to a specific apartment, Target Location 4, where the customer received a text of a ‘menu’ of available options at the brothel,” the filing said. “This menu lists the women available, the sexual services available, and the hourly rate.”
“Based on my training and experience, I believe that both the Boston and the Virginia brothels are high-end because of the high cost associated with the rental units, the location of the rental units, as well as the scope of the professional disciplines of the sex buyers,” the filing said. “Additionally, based on my training and experience, the price for commercial sex for a fee, which ranges from approximately $350 to upwards of $600 per hour depending on the different services, suggests that customers are paying a premium price compared to standard rates for commercial sex being offered in the area.”
Levy said during the briefing that the ring catered to high earners.
“This commercial sex ring was built on secrecy and exclusivity, catering to a wealthy, well-connected clientele,” he said.
Levy declined to say whether more people would be charged, but said the investigation continues and there are believed to be possibly hundreds of customers, including politicians, professors, and lawyers
It’s unclear if further charges for customers would come from state or federal prosecutors, he said.
This breaking news story will be updated.
