Scarecrow is singing Fancy Girl, the opening credits theme song of Ozu no Mahōtsukai, the Wizard of Oz anime series. I'm pretty sure I've mentioned it in the news posts before, but I'm not going to go back and check.

It adapted the first 3 books and also the 6th book. The only official translation is a dub which butchered the first few episodes and only covered the first two storylines, so I'd recommend finding a fan sub if you can.

I'm fairly certain that ghosts aren't canon to Baum's Oz and that they don't show up in the books till Ruth Plumly Thompson wrote her sequels after his death. (I don't consider her books canon for many reasons which I won't get into today.)

The suits on the cards are stars, hearts, swords (which look like spades), and emeralds representing wisdom, love, courage, and hope. In some decks, trees (which look like clubs) are switched out for the wisdom suit. Playing cards are a recent fad in Oz, first introduced by The Wizard, who brought a deck from his homeland. He may have taught Ozma some card tricks on one of the three visits he made to Mombi's house.

This chapter was named after chapter 9 in Marvelous Land of Oz: "The Scarecrow Plans an Escape." While this adaptation has taken a bit of a departure from the original book at this point, we're still on roughly the same path as Ozma, Jack, Logan, and the Scarecrow all leave Emerald City for Winkieland. If you're wondering why Mombi still hasn't arrived, it's because chapters 5-9 took place on the same day and Ozma had a 3-day head start on her. Also, she's probably not taking the same shortcut through the woods that our heroes took. As far as how accurate the title page is, I guess you'll have to read this chapter to find out!
