This person is likely more introverted than extroverted and hesitant or closed off about expressing their emotions usually. For that reason I’d encourage you to spend a good amount of time getting to know them and building trust between you before you start openly flirting with them or pursuing them romantically. Moving too fast may scare them off. But once you do have that solid foundation established, this person definitely would love romantic gestures/gifts and lots of cuddling. The more time they want to spend with you, the more they care about you!

i asked my pendulum if this will happen and it is wavering between “unknown” and “no”, likely meaning that the fate of this relationship has not been determined yet or that it is able to be changed.

astrologically speaking, this is an interesting match. the other person’s actions & emotions (sun and moon being opposite each other) may not match up, thus causing your confusion in interpreting their thoughts. aquarius venus folks can be very aloof as well. and then your own placements (especially the moon & venus) may be too fiery/intimidating for the other person. without looking at both complete charts it is obviously hard to say if you both are fundamentally incompatible, but i do get the sense there is some sort of disconnect between you.

what do you think of them?

this person will be very hard to “pin down” or get to commit to a serious relationship (sag moon & sag mars). i would advise becoming friends with them first (aqua venus) and if love is meant to blossom from there, it will! but be patient.
