After the fall of the Covenant, 'Lok used his influence as a member of the Evocati to recruit members of the order to the Banished, providing the faction with lethal tacticians. 'Lok was elevated to a Warlord within the Banished, and used his authority to build an intelligence-gathering structure known as the Tower on Zeta Halo. There, he would torture and interrogate his victims for information on the UNSC's presence on the ring. If his victims survived his interrogations, he sent them to the House of Reckoning.

'Lok personally tortured medic Lucas Browning and Spartan Hudson Griffin. When he learned that Master Chief was on the ring, 'Lok activated the distress signal on the dying Griffin's armor to lure him in. Chief would follow the signal, fighting his way through the structure. Upon finding Griffin, 'Lok challenged Master Chief and the two battled. Chief emerged as the victor after slaying 'Lok, but not in time to save Griffin, who soon died from his injuries.
