Totally Hair Barbie from 1991 is officially the highest-selling Barbie of all time (no, it is not Earring Magic Ken).
She has been rereleased several times with different hair accessories, updated styling mousses and gels, etc. However generally it has been pretty consistent that Totally Hair Barbie has hair down to her toes - 11.5 inches.
This meant that upon release, she was the Barbie with the longest hair, surpassing 1985's Tropical Barbie.
Tropical Barbie was marketed as "with the longest hair ever" but her braid is only a little longer than hip length. Unboxed and hair straightened, her hair is approximately knee-length.
So there was plenty of room for Totally Hair Barbie to go. But Totally Hair Barbie was not the last in the line - Jewel Hair Mermaid Barbie appeared to take Totally Hair Barbie as a challenge (or perhaps were trying to recapture the high sales numbers that Totally Hair Barbie attained).
Again marketed as "longest hair ever", Jewel Hair Mermaid Barbie in 1995 added new lengths with her hair trailing well past the tip of her removable mermaid tail.
To my knowledge, Jewel Hair Mermaid is still the record-holder for longest hair, possibly because Mattel realised there was a point of diminishing returns on long hair.
One of the Rapunzel Barbies may have her beat, but if so it's by a relatively narrow margin.

I had this linked elsewhere but I'm just going to post it here, this is my proof that Weird Barbie used to be Gloria's 1992 Totally Hair Barbie 🤔
I feel like it's old news that the kid who played with Weird Barbie too hard is Gloria cuz of the Scrabble tiles on the pole spelling her name (also that first convo they have in the weird house lol)
As for Weird Barbie being Totally Hair Barbie, the timing works out--Gloria would have been a young child in 1992 when Totally Hair Barbie came out. Plus in the same shot as the Scrabble tiles, you can see that the doll that becomes Weird Barbie has super long, crimped hair (hard to see without HD) which was like Totally Hair Barbie's whole thing LOL
That's kinda proof enough but when you look at Gloria's doll's face, the makeup, brows, top+bottom lashes, and eye sparkle placement all match up with Totally Hair Barbie, plus you can see how the doll's bangs are oriented the same. Also removable earrings!
Bonus fun fact #1, the yellow thing around Gloria's doll's neck + the pink dress on her leg are from the 1994 Ruffle Fun Barbie outfit:
Bonus fun fact #2, the actual doll that the child actor is playing with is not the original 1992 Totally Hair Barbie but the 25-year anniversary reproduction from 2017. You can tell because the repro has white underwear while the original had nude blobs (x)
