Statement by the U.N. Secretary General on the World Sustainable Transport Day 2023; November 26th.

This first World Sustainable Transport Day reminds us that the road to a better future depends on cleaner and greener transportation systems.
Transportation represents the world’s circulatory system, delivering people and goods across countries and around the world, creating jobs, and supporting prosperity.
But it is also fueling climate chaos.
The transport sector is responsible for approximately one quarter of all greenhouse gas emissions. Ninety-one percent of the energy used in motorized transport on land, sea and air is derived from fossil fuels.
This makes the sector one of the most difficult to decarbonize.
But I am convinced humanity is up to the challenge of breaking our addiction to climate-killing fossil fuels, and creating resilient, efficient and low-carbon transportation systems grounded in innovative renewable energy sources.
From electric and solar-powered vehicles, to renewable aviation fuel sources, to massive investments in green public transportation systems, to measures like carbon pricing and subsidies for low-carbon fuels, we can steer our societies towards a cleaner and more sustainable path for people and planet.
There is no time to waste. Let’s get moving.

Setting Sail to Travel Through Space: 5 Things to Know about our New Mission
Our Advanced Composite Solar Sail System will launch aboard Rocket Lab’s Electron rocket from the company’s Launch Complex 1 in Māhia, New Zealand no earlier than April 23, at 6 p.m. EDT. This mission will demonstrate the use of innovative materials and structures to deploy a next-generation solar sail from a CubeSat in low Earth orbit.
Here are five things to know about this upcoming mission:
1. Sailing on Sunshine
Solar sails use the pressure of sunlight for propulsion much like sailboats harness the wind, eliminating the need for rocket fuel after the spacecraft has launched. If all goes according to plan, this technology demonstration will help us test how the solar sail shape and design work in different orbits.

2. Small Package, Big Impact
The Advanced Composite Solar Sail System spacecraft is a CubeSat the size of a microwave, but when the package inside is fully unfurled, it will measure about 860 square feet (80 square meters) which is about the size of six parking spots. Once fully deployed, it will be the biggest, functional solar sail system – capable of controlled propulsion maneuvers – to be tested in space.

3. Second NASA Solar Sail in Space
If successful, the Advanced Composite Solar Sail System will be  the second NASA solar sail to deploy in space, and not only will it be much larger, but this system will also test navigation capabilities to change the spacecraft’s orbit. This will help us gather data for future missions with even larger sails.

4. BOOM: Stronger, Lighter Booms
Just like a sailboat mast supports its cloth sails, a solar sail has support beams called booms that provide structure. The Advanced Composite Solar Sail System mission’s primary objective is to deploy a new type of boom. These booms are made from flexible polymer and carbon fiber materials that are stiffer and 75% lighter than previous boom designs. They can also be flattened and rolled like a tape measure. Two booms spanning the diagonal of the square (23 feet or about 7 meters in length) could be rolled up and fit into the palm of your hand!

5. It’s a bird...it’s a plane...it’s our solar sail!
About one to two months after launch, the Advanced Composite Solar Sail System spacecraft will deploy its booms and unfurl its solar sail. Because of its large size and reflective material, the spacecraft may be visible from Earth with the naked eye if the lighting conditions and orientation are just right!

the forest of pandora; one of the many treasures of the extrasolar moon.
coming from earth, where the greenery has been absorbed by concrete jungles, this new planet is fascinating to you.
pandora’s lush paradise is filled with rich varying colors, and trees that tower into the atmosphere. being a xenobiologist in this environment, is like hitting the jackpot.
the bizarre flora can keep you occupied for hours, every time you step foot outside you always find something new to observe.
but when you stumble upon a na’vi you haven’t seen before- and somehow looks vaguely familiar… you can’t help but gawk at him as he washes himself in a steaming lagoon.
being surrounded by na’vi is intimidating. especially when they’re tall, and lean, and everything that your human form is not. you work alongside the omatikaya clan, thankful that you were too young to travel in cryo after the war.
but as you continue to stare from the tree line, you observe the adornments in the man’s hair, and the neckpiece that confirms he belongs to the clan you work alongside.
how have you never seen this na’vi before? you know everyone! from the olo’eyktan, to the tsahìk. you crouch down in your spot in the shadows of the trees, watching how he softly scrubs his body and creates white suds over his blue skin.
you admire him from afar, taking note of the valleys of his defined muscles and how they protrude magnificently from having a low percentage of body fat, if any.
although you appreciate the plants, the best part of the planet is ingenious species of the world— the na’vi.
their skin is a muted cyan, and adorned with stripes that are not all uniform. they’re also tall, much taller than an above average human male- and their bones are reinforced with a naturally occurring carbon fiber, making their muscles sharp and chiseled…
…and this one is absolutely breathtaking. his nose is perfectly slanted, and his ears are pointed yet soft at the same time. his eyes are round and golden like the star that shines in the sky.
god, is he fucking tall, like a tree. you feel like if you would stand next to him, you would only reach his goddamn elbow! oh man, you’d like to climb him.
you shake away your dirty thoughts, almost laughing at yourself for thinking so irrationally. you’re crouched here, stalking a na’vi as he bathes— what a creep.
you stand up fully to turn around and walk the opposite way, but your foot crunches loudly on a thick twig. it’s almost like a chain reaction as a nearby animal in the bush darts out in attempt to escape from your human self.
instinctively, you let out a screech as you stumble backwards to run away from the scared little thing. your heels catch the fallen log, the one you were previously hiding behind, and your knees buckle which sends you hurtling over the wood.
you tumble backwards past the treeline, and into the open field. you land on your butt with your back facing the lagoon. your heart is pounding out of your chest, whether it’s from the animal startling you, or the embarrassment of the na’vi now knowing you were in the trees near him.
you take a deep breath to calm your nerves, one of your hands rest on your chest as you attempt to control your breathing. oh god, you’re such a weirdo. he has to know you were watching him. maybe you can play it off as you simply tripping and falling.
before you could seek out where the na’vi is, a large heavy hand lays on your shoulders from behind. the feeling startles you, and makes your entire body jolt to spin around on your butt and face the intruder.
“oh god… hi.” you puff out breathlessly, and your eyes look over his damp body and the pearly-white smile on his face.
“you okay?” his accented voice speaks in english.
your face obviously looks taken aback, which makes him take a step away from you and his hand falls back to his side. “i’m okay, yeah… yeah, wait — you speak english?” your eyes peer up at him curiously as you stand to your feet, and he can’t help but smile at the inquisitive look on your human face.
“i do.. i grew up speaking it alongside my family, i’d rather speak my peoples language, but you’re not one of them.” his deep voice hums, and you can’t help but notice how his gaze flits over your body.
you’ll say it is a warm day today on pandora, so you’re not completely covered up; you’re wearing a thin tank top that you ripped into a crop, and some tiny khaki shorts that sit high on your waist and short on your thighs.
you can feel your cheeks heat up from him evidently checking you out, which makes your arms cross over your chest to shield your body.
his eyes slightly widen when you unintentionally press your breasts closer to each other. the man swallows and lifts his eyes to your face behind your mask, now knowing that you caught him in the act.
“i’m neteyam.” he extends one of his very large hands, which you gladly take. his hand is warm and heavy in yours, practically engulfing your own hand in his palm.
you smile at his introduction, then your face screws up in confusion. your brain wracks through every memory of where you could have heard that name before. then it clicks, and suddenly your eyes widen in realization, “neteyam sully?” you blurt out, still unknowingly shaking his hand like a mad man.
“uh… yes. that’s me?” he chuckles awkwardly, and looks at your hands still moving between your bodies.
neteyam sully— the olo’eyktan’s son, the stealthy warrior of the sky. the one who rarely makes an appearance in the clan because of his strenous mission to seek out the RDA.
“i know your dad, and your entire family. i work with the omatikaya!!” your eyes dart down to your shaking hands before pulling away in embarrassment.
“oh. you’re the girl? the one norm and max brought in..” he hums, almost like a purr, and his arms cross over his toned chest.
the girl? so he’s heard about you.
“i guess that’s me…?” you let out a nervous laugh, “i’m y/n by the way. it’s nice to finally meet you, i’ve heard a lot about you.” you can’t help but beam at him.
it’s almost as if he is a legend to the omatikaya because seeing him is such a rare occurrence. after his family had returned from the island clan, neteyam went into hiding to track down the RDA, to avenge his people that were lost in the war.
your eyes trail down his body, unable to help yourself; sometimes you can’t get over how beautiful the na’vi are.
neteyam places his hands on his hips as he watches your eyes rake over the expanse of his body, “like what ya see?” he arrogantly asks with a smirk.
you take a step back once you hear his words, “no- no… i—.” you raise your hands in surrender as your cheeks burn with a blush.
“i’m sorry. i was just… admiring, i guess.. i study the entirety pandora so it’s always fascinating to see something new.” your voice is slightly muffled from your mask, and your hushed tone.
slender fingers wrap around your wrists to gently tug your hands away from the surface of the mask, “don’t worry, i’m just messing around.”
when neteyam comes into view, his face is much closer to you from him being slightly bent down. you can see every detail, every subtle knick in his skin from previous injuries, and the slight pink tint to the tip of his nose and his cheeks.
god, he is one beautiful na’vi.
he stands up straight and clears his throat, “go ahead. examine whatever you want. i’ll be your test subject.. doctor.” he sarcastically nods toward you from the nickname, and places his hands on his hips.
the nickname makes a shiver run down your spine—you’re definitely no doctor, but you’ll take it.
you gulp as you allow yourself to peer over his body, letting your eyes run over his muscles and the stripes that adorn his skin. the sun hides behind clouds in the sky, casting a dark shadow over the two of you.
his bioluminescent freckles sparkle in the shadows, and you can’t help but reach out and touch them. his body shudders under your soft touch as your fingertips gracefully run over the spots that adorn his chest. following the trails that lead farther down his abdomen.
neteyam seems to have been sculpted by eywa herself.
“may i say… you are quite beautiful.” his deep voice blurts in the tension-filled air, causing your lungs to constrict from the compliment.
you stare up at him through your eyelashes, bringing your bottom lip between your teeth. “so are you.” you reply with a small smile.
he lets out a little breathy, ‘hmph’ from your reply, as if he was amused by it. he bows his head toward you in an act of silently thanking you.
one of his hands rise to play with the wild hair sticking out beside your ears. then he lets his fingers trail down the border of your mask and down your neck; the feather-light touches make your skin crawl.
the look in his eyes darken as he stares down at you, which makes your stomach fill with butterflies. how does someone you just met have such an effect on you?
“i know you were watching me earlier.” his sultry voice purrs out, as his thumb works to rub soft circles into your throat.
your eyes blow wide, and your mouth slightly falls open from his confession, “i–i.. what?” you breathe out as heat fills your entire body, and humiliation burns at your skin.
“it’s okay. do not worry…” he chuckles from your obvious panic and swipes his thumb under your chin to tilt your face up, “i enjoy having your eyes on me.” his deep voice rumbles quietly, but still loud enough to make your skin crawl with goosebumps.
you can feel the heat pool in between your legs from his soft touches. his eyes peer into yours, and you watch how his pink tongue darts out to lick his lips as he stares at you.
you feel shame sit heavy in your chest from how aroused you are. you shouldn’t be doing this and he shouldn’t be encouraging it; he’s na’vi and the son of your boss, and you’re human. there’s absolutely no way this would be possible.
neteyam can tell your mind is overworking itself as your eyes flicker over his face. he takes the opportunity to swoop down and press his lips to your ear, making you gasp in surprise.
no fucking way he’s this close to you right now.
he pulls back, but just enough so his lips were ghosting over the glass, fogging it up and wishing you could kiss him.
the striking yellow of his irises makes your lower stomach clench, and the firm feeling of his hands running down your body makes you bite back a moan.
“tell me to stop… and i will.” he breathes out with a hint of a smirk crawling on his perfect lips.
“we–we shouldn’t…” your voice is breathless, and you can feel your body trembling; whether it’s from nervousness or the anticipation of what is about to happen.
there’s an inexplicable chemistry that cannot be ignored between the two of you.
“you’re right, we shouldn’t…” he takes a step back, tearing himself away from you; which makes you suck in a sharp desperate breath. you don’t want him to stop, “but wouldn’t it be fun?” he swoops back and grabs your hips harshly to pull you into his body.
neteyam can only be honest with himself. being a warrior is tough, especially being away from his family. but one of the worst parts is that he doesn’t have a woman to feed his hunger, to release his pent up frustration— the only thing he is left with is his own hands.
so when a beautiful human girl stumbles onto his path, he can’t help but allow lust to cloud his vision.
a whimper escapes your throat when his hot body presses into you, and the feeling of his bulge sitting on your stomach makes your knees want to buckle. “is that a yes?” he hisses out under his breath.
you fervently nod in agreement, “please. i’ll let you do anything you want to me.” you whine out, almost turning into putty in his strong hold.
neteyam’s tail whips behind him at the sound of that and a cocky sneer forms on his face. he finally closes the gap between your bodies as his hands grip your upper thighs, lifting your body up to his level.
your arms swing themselves around his neck, and your thighs tightly squeeze his waist as he holds you in the air.
he attaches lips to the junction of skin that connects your neck and shoulder, kissing and sucking on your warm body- sending shivers to wrack down your spine. his entire presence is intoxicating to you, and you crave even more from him.
the na’vi stumbles forward to a nearby tree to press your back against it, now your hips are almost flush. only separated by his loin cloth, and your thin shorts. you can feel the weaved fabric of his cloth press against your center, which makes a soft whine spill from your lips.
neteyam smiles against your neck, pulling back to look over your face for a moment. the look in his eyes makes you want to drop to your knees right at this moment, but he’s quick to lean down and continue his attack against your neck.
his sharp teeth carefully nip at your skin and his lips suck little love bites, causing lovely red spots that’ll inevitably show up darker later. the feeling causes an explosion of flutters to erupt across your nerve-endings.
his hands hold your body in place against the tree as he lowers himself, kissing down your collarbones and making his way to your breasts, “take it off.” he breathes out, almost like a desperate hiss.
his eyes dart from your face to your tank top, licking his lips in anticipation. you quickly oblige, pulling your hands from his braids to swiftly tug the flimsy fabric over your head.
you toss it somewhere beneath you to the mossy ground, now left completely shirtless. you silently thank yourself for not wearing a bra today.
neteyam’s tail waves entrancingly behind him as he looks over your naked chest, “mmm, sevin..” he purrs in his native tongue, which almost made you climax at the sound of it.
you recognize that word as ‘pretty’… he called you pretty. the compliment obviously makes your cheeks flush, and he takes notice to it and a smile grows on his handsome face.
he grins at your shyness, and leans forward to look into your eyes. “you are.” his voice rumbles, as one of his hands snakes up to rest on your naked chest.
the feeling of his large hand on your body makes you bite your bottom lip, his hand covers your entire breast and his fingers reach to your collarbone. he takes his time with you as he leaves wet kisses all over your chest until he reaches the other unoccupied one.
he kisses along your nipple, playfully licking at it like a cat before making his way farther down your body. the hand on your breast keeps your body in place as he lowers himself. his teeth nip as the waist band of your shorts, expertly undoing the button with his mouth.
the heat of his mouth unfortunately leaves your body, which makes you wriggle in his grip. “be patient, little one.” he chuckles, and uses one arm to hold your entire body up while the other busies itself tugging your shorts off of your legs. thankfully, he doesn’t ruin them for future use, since human clothes are a rare thing to come across on pandora.
he frowns when he sees your underwear, “so many layers… why?” he grumbles.
a giggle tumbles past your lips, but you snap your mouth shut to stop yourself, “why are you laughing?” he stares up at you from between your legs. the sight of him so close to where you need him makes you salivate.
“m’sorry. it’s just funny.” you stifle more laughter from sputtering out, as a mischievous smile tugs up onto his face. “your kind is funny. na’vi only have our tweng, and that’s it. none of whatever this is..” he huffs as he expertly moves your legs onto his shoulders, now face to face with your center.
one of his fingers hooks into the elastic of your panties, and lets it snap back against your skin. the feeling makes you jolt in his arms as the burn soothes itself.
neteyam places lazy kisses along your inner thigh, smiling as he feels you shudder in his hands, “sensitive.” his hot breath puffs against the damp fabric of your underwear.
you whine in his arms, instinctively bucking your hips forward. he tsks and his ears flatten against the side of his head, “patience, love. patience.” his voice soothes you as he unsheathes his blade from his hip.
“wait! what are you doing?” you attempt to wriggle out of his grip, but he is relentless and too strong- which in all honesty turns you on even more.
“shhh.” he hushes you as one of his fingers stretch the fabric of your cotton panties away from your hip, and he brings the knife up to cleanly slice it in two places.
the thin fabric falls to the ground and your mouth is hanging open in shock. somehow, you can’t even be mad at him for ruining your underwear from how fucking hot that was.
“this okay?” he breathes out teasingly over your core, and all you can do is nod. you’re about to get eaten out by a na’vi, for the matter of fact the olo’eyktan’s eldest son. you wish he could pinch you right now because this seems like a dream.
once neteyam receives your consent, he dives forward. his long tongue explores your folds, making the back of your head slam against the trunk of the tree as you cry out to the sky.
your hands instantly find solace in his braids, as the heat of his mouth finds every possible pleasure-filled spot.
“oh god…!” you let out a loud moan, and your fists grip his braids harsher. your movements cause a hoarse moan to vibrate from his mouth, up into you.
which earns neteyam another loud cry to spill from your swollen lips; it’s like music to his ears. he digs his face farther into your mound, wiggling his face back and forth to coax more of those delightful sounds out of you.
your chest puffs crazily and your back arches off of the rough surface of the tree bark, “yes, oh my god.. fuck- i’m gonna- don’t stop!” you ramble out, as your hips involuntarily buck against his face.
neteyam chuckles as your eagerness, smiling against you as he pulls away to allow you to calm down. the scene between your legs makes you feel as if you could come untouched. no way this man is edging you right now.
he is smiling all giddy, his pearly whites on show with your slick glistening around his mouth. it’s something of your deepest darkest fantasies, you wish you could take a picture so you could never forget it.
your chest heaves as your body attempts to soothe your built up high that was sinfully stolen from you, “what is this god you talk about?” he questions as he pulls you away from the tree, and slides your body down his so your legs are around his waist again.
“someone we humans admire. like eywa to the na’vi.” you sigh out and lean back against the tree.
a sudden surge of confidence floods your body, allowing your nervousness to wash away. knowing that neteyam is strong enough to hold you up, so you allow yourself to unhook your hands from around his neck.
“like eywa?” he questions with a hum, his round eyes intently watch your every move.
your hands run down his neck, to his chest and over his muscles and scars. “yes, like eywa, and i prefer eywa as well.” your breathing shudders as you lean forward rest your mask against his chest.
you can’t help but notice the tiny smirk on his lips from your comment.
your fingers reach up to your face, sliding your finger under the seal to pull it away from your face. his eyes go wide as he stutters over his words, and his hands fly up to press it back against your face.
“what are you doing? you will die, we’re too far to get help.”
your glossy eyes look up at him through your eyelashes, “trust me. i won’t die. please let me take it off.” you whimper desperately, chewing on your bottom lip.
the begging look you give him makes his stomach do somersaults, unable to stop you from doing whatever you want. with those eyes and that look, you have him wrapped around your finger.

A step in my personal sustainability journey
I have been on a personal sustainability journey for many years - pretty much since my parents taught me about recycling as a kid and I would in turn badger my friends about recycling. I am amazed at how long, and sometimes un-necessarily arduous, this journey is...
I didn't expect to really learn much when I listened to a recent episode of the podcast A Matter of Degrees focused on personal sustainability. I mostly listened to it because it was recommended on the All We Can Save Project newsletter, and I'm a fangirl of Ayana Elizabeth Johnson and working to learn more about her and her work.
But actually I found this podcast REALLY helpful! Instead of providing a laundry list of actions, it focuses on 2 key areas of action for individuals to take that are most impactful (of course, collective action is critical as well and that's what episodes 2 and 3 in this podcast series are for). What I liked is that it focused on structural changes you can make once, instead of actions that you have to remember to do everyday. Anyways... It boils down to 2 things:
1- Electrify everything in your house
We recently installed a heat pump in our house (thanks to our friend and co-owner who is an energy efficiency engineer). I now want to get an induction stove to replace our gas stove. I didn't realize that gas stoves were so bad for indoor air quality. We'll hopefully get solar panels on the house one of these days as well...
2- Move your money
I didn't realize that for every dollar you have in the bank, the bank can lend $10 out. So even if you don't have huge savings, shifting away from banks that invest in fossil fuels can be really impactful. My friend, and climate finance expert, Marilyn Waite has a wonderful website that lays out an abundance of sustainable banking and investing options. This morning, I worked on moving the money I have invested via my 401k. It was frustrating... My BCG 401k (on the Vanguard platform) only offers only 1 sustainable option (the Vanguard FTSE Social Index Fund) and this fund has JP Morgan as one of its top 10 holdings. Why invest in a bank that isn't divested from fossil fuels!? My other 401k is managed by Empower and they offer 2 options: the FTSE Social Index and a Fidelity International Sustainability Index Fund. 1% of that Fidelity fund is invested in the French fossil fuel company Total!? Gah! I'm going to try to get Empower to offer Sphere as an option... I also need to move my savings away from Bank Of America which I'm hoping to finally get done in the next few weeks... Wish me luck!!
There is much delight on the road to a more sustainable lifestyle but aligning my money with my values isn't one of them yet.

The economics of clean energy
Pricing carbon. In order to effectively limit emissions of greenhouse gases (GHGs) the cost of using carbon as an energy source needs to be high enough to motivate the necessary changes needed in economic behavior (Nordhaus, 1992). Through the market mechanism, a high carbon price raises the cost of products according to their carbon content. Raising the price of carbon achieves awareness in consumers about what goods and services are carbon intensive and which should be used more sparingly. Carbon pricing helps to educate producers about which energy sources are the most carbon intensive, and thus encourages firms to substitute low-carbon fuels. Pricing carbon provides the market with incentives for inventors and innovators to develop and introduce low-carbon products and processes that can replace the current generation’s technologies.
Meanwhile, in 2019 the Clean Power Plan (CPP) issued by The U.S. Environmental Protection Agency, which would reduce CO2 emissions by 19% by 2030, remains bogged down in legal challenges; and, the current administration's proposed replacement of the CPP with the Affordable Clean Energy rule would reduce CO2 emissions by only 0.7%–1.5% (The Economist, Aug 2018). That is moving in the wrong direction. The data on decarbonizing the energy system show that if you want to avoid catastrophic climate impacts from future atmospheric CO2 levels of ∼450 ppm, a significant price for carbon will be more important than technology breakthroughs, although mandates, subsidies, and other government deployment programs will be needed before the CO2 price becomes effective (Romm, 2008). President Biden appeared along side Congresswoman Alexandria Ocasio-Cortez and Senators Ed Markey and Bernie Sanders to announce major climate action. Biden announced a program, Solar For All, 7 billion dollars aimed at supporting low income house holds install solar power in their homes. The program will support 900,000 households across the country getting solar. Lower the average energy bill for a family by $400 a month and avoid more than 30 million metric tons of carbon pollution over the next 25 years. The boost in solar installation will help create 200,000 new jobs across the country. The President also announced the launch of the Climate Conservation Crops. modeled on FDR's Civilian Civilian Conservation Corps and JFK's Peace Corps, Biden's Climate Conservation Crops will be a program where young people can connect with climate projects across the country and be paid to help protect the planet. The Corps will be 20,000 strong, with 2,000 openings listed right now on their webpage across 36 states DC and Puerto Rico.
The Department of Labor finalized a new rule on overtime. Currently employers are only required to pay overtime to workers making under $35,568. Under the new ruling that will be raised to workers making $43,888, and in January 2025 raised again to workers making $58,656 and under. This will bring overtime pay to 4 million more workers and transfer $1.5 billion from the pockets of companies to workers. It also fixes to raise the level with inflation every 3 years starting in 2027.
The EPA announced a $1 billion dollar program to help replace heavily duty vehicles with clean energy versions. There are currently 3 million class 6 and 7 vehicles, school buses, box trucks dump trucks, street sweepers, delivery trucks, bucket trucks, and utility trucks, in use. 70% of the funds will go to replacing School Buses with Clean energy buses and the remaining 30% will go to replacing Vocational Vehicles like dump trucks and street sweepers. Heavy Duty vehicles on top of green house cases release harmful nitrogen oxide and fine particulate matter and replacing them will not only combat climate change but improve public health.
The Department of Interior took actions to protect 13 million acres of Alaska wild land is protected and to secure the livelihood of Alaska Native peoples who rely on this land. The Administration refused oil and mining rights on the vast areas of Alaska land as well as a 210 miles road through the northern wildernesses. This area represents valuable habitat for caribou and endangered polar bears, as well as millions of migrating birds.
The Department of Transportation announced finalized rules requiring airlines to give automatic cash refunds for canceled flights and other inconvenience. The refunds will be automatic meaning passengers will not have apply for them, prompt the airlines are required to refund a credit card purchase in 7 days, and require repayment in full and in kind, airlines can not substitute travel vouchers for cash. The DOT also announced new rules to protect airline travelers from junk fees, airlines and ticket agents must now clearly tell travelers upfront about all fees so no one is surprised by a hidden fee.
The EPA announced finalized rules on emissions standards for fuel burning power plants. The new rules include a tightening of Mercury and Air Toxics Standards, requiring a 70% reduction in mercury. It also had rules protecting ground water, new rules will require coal powered plants to remove 660 million pounds per year of pollutants discharged through wastewater, and for the first time federally regulates the dumping of coal ash, requiring safe dump sites that will not leak into ground water. Finalized rules require coal fired and new natural gas-fired power plants to capture up to 90% of their carbon pollution
Security of Transportation Pete Buttigieg attended the ground breaking of a new high speed rail project to connect Los Angeles and Las Vegas. The Biden Administration announced 3 billion to support the project 5 months ago. At 218 of all electric green rail the project promises to be the fastest way to get from LA to Las Vegas. Planned to open in 2028 just in time for the LA Olympics it is the first of many planned high speed rail projects. The Biden Administration has promised $66 billion for high speed rail and the largest single investment in Amtrak ever.
The FCC announced a new rule restoring Net Neutrality. Net Neutrality requires internet service pervaders to treat all websites equally and not slow certain ones now or speed others. In 2015 under Obama the FCC passed a rule requiring Net Neutrality. However in 2017, the FCC spread headed by Trump appointed Chair Ajit Pai repealed the rules. A patchwork of Democratic controlled states, lead by California passed state level laws requiring Net Neutrality forcing ISPs to de facto keep it in place. Late last year President Biden got the opportunity to replace Pai on the FCC, giving the FCC a 3 to 2 Democratic majority which voted this week to return to the Obama era rules and protect Net Neutrality nationwide.
The FTC passed finalized regulations to ban noncompete agreements in nearly all cases. These agreements, which cover 18% of American workers, about 30 million people, prohibit workers from joining or creating competing companies for a certain period of time. The FTC estimates that workers will earn an average of $524 dollars a year more and up to 8,500 new businesses will be created each year. The new rule will still allow noncompete for senior executives who make up less than 1% of the work force. Like with the FCC, two out of the 3 FTC commissioners who voted for the new rules are Biden appointees.
The Departments of Health and Human Services and Interior have announced a joint, $1 billion project to connect tribal communities to safe drinking water. Roughly half of Tribal households lack access to clean drinking water or adequate sanitation.
At the White House The Biden Administration announced plans to protect, restore and reconnect 8 million acres of wetlands and 100,000 miles of rivers and streams. This effort will include state, local and tribal government as well as private efforts along with the federal government to protect and restore the nations freshwater environments.
The Department of Health and Human Services announced a new rule boosting privacy protection for abortions. Republicans in states like Alabama, Texas, Oklahoma and Idaho have tried to make it a crime to leave the state to seek an abortion in a state where it is legal. The new federal rule would make it illegal for health information to be shared in these cases
Vice-President Harris announced a new rule requiring staffing standards at Nursing Homes across the country. The new rules will require registered nurses on duty 24 hours, seven days a week. This represents the first time the Centers for Medicare & Medicaid Services have required specific numbers of nurses and aides in Nursing Homes that get Medicare and Medicaid funding.
The Biden Administration Announced a $6 billion deal with tech giant Micron to bring high tech manufacturing to New York. The deal is expected to see Micron invest $100 billion in Syracuse New York area as well as build a factory in Boise, Idaho. The deal will create 70,000 new jobs. It is part of the Biden Administration's effort to bring high tech chip manufacturing to America.
The Department of Education finalized the most comprehensive federal protections for Trans and other Queer students in the nation's history. The rules also overturn Trump era rules on how colleges should handle sexual assault and harassment.

“The commissioner’s reports come in the wake of a flurry of federal spending pledges aimed at expanding existing climate programs and creating new ones for clean hydrogen as well as carbon capture, utilization and storage (CCUS). ... Delivering on those goals will require steep changes: In his report released last fall, Mr. DeMarco determined that Canada had the worst emissions record in the G7 since the 2015 Paris climate deal was struck. The Paris agreement seeks to hold global warming to no more than 1.5 C above preindustrial levels. Mr. DeMarco’s five audits covered different time frames, but most looked at a period from some point in 2017 or 2018 to the fall or winter of 2021. The hydrogen report covered the period from early December, 2019, to mid-January of this year.”
“The commissioner also looked at the matter of a ‘just transition,’ which refers to the government’s promise to support those affected by a move away from fossil fuels and to minimize the economic impact of the transition to a low-carbon economy. In 2016, the Liberals announced an accelerated phase-out of traditional coal-fired electricity in Canada by 2030 – a move that primarily affects workers in Alberta and Saskatchewan, but also New Brunswick and Nova Scotia.”

"The amount of electricity generated by the UK’s gas and coal power plants fell by 20% last year, with consumption of fossil fuels at its lowest level since 1957.
Not since Harold Macmillan was the UK prime minister and the Beatles’ John Lennon and Paul McCartney met for the first time has the UK used less coal and gas.
The UK’s gas power plants last year generated 31% of the UK’s electricity, or 98 terawatt hours (TWh), according to a report by the industry journal Carbon Brief, while the UK’s last remaining coal plant produced enough electricity to meet just 1% of the UK’s power demand or 4TWh.
Fossil fuels were squeezed out of the electricity system by a surge in renewable energy generation combined with higher electricity imports from France and Norway and a long-term trend of falling demand.
Higher power imports last year were driven by an increase in nuclear power from France and hydropower from Norway in 2023. This marked a reversal from 2022 when a string of nuclear outages in France helped make the UK a net exporter of electricity for the first time.
Carbon Brief found that gas and coal power plants made up just over a third of the UK’s electricity supplies in 2023, while renewable energy provided the single largest source of power to the grid at a record 42%.
It was the third year this decade that renewable energy sources, including wind, solar, hydro and biomass power, outperformed fossil fuels [in the UK], according to the analysis. Renewables and Britain’s nuclear reactors, which generated 13% of electricity supplies last year, helped low-carbon electricity make up 55% of the UK’s electricity in 2023.
[Note: "Third year this decade" refers to the UK specifically, not global; there are several countries that already run on 100% renewable energy, and more above 90% renewable. Also, though, there have only been four years this decade so far! So three out of four is pretty good!]

Dan McGrail, the chief executive of RenewableUK, said the data shows “the central role that wind, solar and other clean power sources are consistently playing in Britain’s energy transition”.
“We’re working closely with the government to accelerate the pace at which we build new projects and new supply chains in the face of intense global competition, as everyone is trying to replicate our success,” McGrail said.
Electricity from fossil fuels was two-thirds lower in 2023 compared with its peak in 2008, according to Carbon Brief. It found that coal has dropped by 97% and gas by 43% in the last 15 years.
Coal power is expected to fall further in 2024 after the planned shutdown of Britain’s last remaining coal plant in September. The Ratcliffe on Soar coal plant, owned by the German utility Uniper, is scheduled to shut before next winter after generating power for over 55 years.
Renewable energy has increased sixfold since 2008 as the UK has constructed more wind and solar farms, and the large Drax coal plant has converted some of its generating units to burn biomass pellets.
Electricity demand has tumbled by 22% since its peak in 2005, according to the data, as part of a long-term trend driven by more energy efficient homes and appliances as well as a decline in the UK’s manufacturing sector.
Demand for electricity is expected to double as the UK aims to cut emissions to net zero by 2050 because the plan relies heavily on replacing fossil fuel transport and heating with electric alternatives.

Why should low-carbon projects be permitted to destroy legendary Native American sacred sites? Yakama elders witnessed the construction of The Dalles Dam that flooded and silenced Celilo Falls on the Columbia River. Since time immemorial, Celilo Falls was one of history’s great marketplaces. Multiple tribes had permanent villages near the falls. Thousands of people gathered annually to trade, feast, and participate in games and religious ceremonies over millennia. During spring, this natural monument surged up to 10 times the amount of water that passes over Niagara Falls today.
What must Indigenous people continue to sacrifice for energy development? The Seattle Times editorial board recently announced support for the Goldendale pumped-storage hydroelectric project to benefit the state’s clean-energy portfolio [“Goldendale energy project can help meet state’s clean-energy needs,” Sept. 2, Opinion]. The board constructed an alternate reality where tribal nations could find common ground with the developer and resolve objections to project construction. The board wrote, “A compromise that would allow the project to go forward while respecting tribal concerns would be a benefit for all.” The board ignores the realities of Native American history and the history of this project, which the Confederated Tribes and Bands of Yakama Nation (Yakama Nation) have objected to from the initial development proposal at this site.
The project site is situated on Pushpum — a sacred site to the Yakama Nation, a place where there is an abundance of traditional foods and medicines. The developer’s footprint proposes excavation and trenching over identified Indigenous Traditional Cultural Properties, historic and archaeological resources and access to exercise ceremonial practices and treaty-gathering rights.
Notably, the project site covers the ancestral village site of the Willa-witz-pum Band and the Yakama fishing site called As’num, where Yakama tribal fishermen continue to practice their treaty-fishing rights.
Yakama Nation opposes the development. The developer proposes two, approximately 60-acre reservoirs and associated energy infrastructure within the Columbia Hills near the John Day Dam and an existing wind turbine complex. The majority of the nearly 700 acre site is undeveloped; the lower reservoir would be located on a portion of the former Columbia Gorge Aluminum smelter site. The tribe’s treaty-reserved right to exercise gathering, fishing, ceremony and passing of traditions in the area of the proposed project has existed since time immemorial. The tribe studied mitigation; it is impossible at this site.
Columbia Riverkeeper, and more than a dozen other nonprofits, stand in solidarity with Yakama Nation and oppose the development: The climate crisis does not absolve our moral and ethical responsibilities. Both tribal nations and environmental organizations have worked tirelessly to stop fossil fuel developments and secure monumental climate legislation in the Pacific Northwest. But we refuse to support a sacrifice zone to destroy Native American cultural and sacred sites in the name of combating climate change.
Environmental justice is on the line with the pumped-storage development. Seventeen tribal leaders sent a letter to Gov. Jay Inslee, urging him to reject development permits. The leaders explained, “Our ancestors signed Treaties with the United States, often under threat of violence and death, in exchange for our ancestral lands and sacred places. Through these treaties, we retain the rights to practice and live in our traditional ways in these places. Yet, the promises made by the government have been broken time and time again.”
Earlier this year, the Washington State Office of Equity, located within the governor’s office, released the state’s inaugural five-year Washington State Pro-Equity Anti-Racism Plan & Playbook. Gov. Inslee stated, “We will no longer replicate and reinforce systems, processes and behaviors that lead to inequities and disparities among various communities.” Now is the time to apply the playbook to climate change and energy siting.
There is no room for compromise. The choice is stark: Continue to advance our nation’s and state’s history of sacrificing Indigenous resources through broken promises, or work with tribes committed to tackling the climate crisis while, at the same time, protecting the last remaining sacred sites.

According to the president of COP28, the latest round of UN climate negotiations in the United Arab Emirates, there is "no science" indicating that phasing out fossil fuels is necessary to restrict global heating to 1.5°C. President Sultan Al Jaber is wrong. There is a wealth of scientific evidence demonstrating that a fossil fuel phase-out will be essential for reining in the greenhouse gas emissions driving climate change. I know because I have published some of it. Back in 2021, just before the COP26 climate summit in Glasgow, my colleagues and I published a paper in Nature entitled Unextractable fossil fuels in a 1.5°C world. It argued that 90% of the world's coal and around 60% of its oil and gas needed to remain underground if humanity is to have any chance of meeting the Paris agreement's temperature goals. Crucially, our research also highlighted that the production of oil and gas needed to start declining immediately (from 2020), at around 3% each year until 2050. This assessment was based on a clear understanding that the production and use of fossil fuels, as the primary cause of CO₂ emissions (90%), needs to be reduced in order to stop further heating. The Intergovernmental Panel on Climate Change (IPCC) says that net zero CO₂ emissions will only be reached globally in the early 2050s, and warming stabilized at 1.5°C, if a shift away from fossil fuels to low-carbon energy sources begins immediately.

As in a capitalist system, improved efficiency and productivity lead to a rebound in resource use. This rebound comes from the resource gains from productivity being invested into the economy to provide more growth, driving a growth-focused economy. With a society designed around pursuing growth, no country currently uses sustainable levels of energy and resource to meet human needs and well-being sufficiently.  Degrowth seeks to change society’s dependence on economic growth, especially downscaling destructive and excessive productions such as fossil fuels and fast fashion in wealthy nations to reduce energy and resource use. This downscaling will ensure a quicker decarbonisation timeline, stopping an ecological breakdown whilst improving social outcomes. A review of evidence on global consumption and ecological impacts shows that increasing consumption is a key driver of global environmental impact. Even a low-carbon economy with renewable energy, electrification and negative emissions technologies will all require resources such as concrete, metals, and land. Therefore, degrowth advocates argue that it is not enough to just “green” the economy. Wealthy countries must also address affluence and reduce its consumption and overall resource use. Overconsumption also highlights the issue of global inequality, as income is linked to consumption and consumption is the key driver of environmental impacts, suggesting that overconsumption also causes environmental inequality. With growth at the root of the problem, addressing overconsumption with degrowth could reduce energy, and resource use, environmental impacts, and global inequality.
