How many of them have a black band?
Hello! Here is the first (Ask) that's important to read for a better understanding before I continue with the answer!
Okay, Answer time.
Currently, there are only TWO characters that have a black band on record.
The first one is Norene Koss. (Year 2035)
She is the first documented deviant. Most deviants get their powers later in life before the outbreak so a lot of them go unnoticed.. however Norene was BORN a devaint. She was the first black rank Devaint, and the youngest. Getting announced an enemy to humanity at the age of three.

She was born about RIGHT when the Deviant outbreak happened. Her father was a scientist put to study deviants and their powers while her mother was a college professor, who taught history, wondering if Deviants have anyways been around in history and tries to look for similarities in then and now.
When she was born, she was actually born a deviant so her father got the luxury to be the one who like "test" his daughter instead of the government doing it themselves.
They didn't know quite what she could do yet when she was a baby, but they knew she was a deviant due to her unnatural hair and eye colors. The ring in their eyes is also a big indicator that they later notice all deviants have.
While growing up, her parents noticed she was able to do things most kids would need help with. Reaching things on high shelves and etc. They then eventually see how she was doing it, and it turns out she has a very advanced power of telekinesis, but because of this, she always got too overstimulated and would throw tantrums when it was too noisy, too loud or too bright.
Her powers will automatically correct her environment to be more to how she wants it, so sometimes items will fly to hit someone who is talking too loudly, blow out light bulbs if it is too bright and other things along through lines.
It started to get harder and harder for her nondeviant parents to handle her, so they eventually had to basically just give her to the government to deal with because there have been times where she accidentally hurt one of them when she was stressed out.
Over time she learns how to control her powers, she has to wear earplugs to stop her from accidentally reading someone's mind.
Her powers are pretty crazy in terms of what she can do.
1. Move up to 500lbs with her mind alone
2. Read other's people energy just a quick glance
3. If she focused on one person, she could read their minds and talk to them mentally. (doing this for too long can cause a headache or communicate with someone too if she wants too)
4. She can do actually mind control, but HATES doing, so she will never use it unless absolutely necessary
5. Shoot levels of high energy @ someone, something like a shadow ball from pokemon lol
She also has Clairvoyance and when she touches an item or a person she gets a summary of it's life flash through her mind which causes her to be overwhelmed and get a nosebleed (If she does it too often she will eventually cry out blood and blood will come out of her ears.) She has the wear gloves and is very sensitive to touch
The second Devaint I have that is a black rank is Astrid Rodriguez (Year 2055)

Astrid's story takes place after Norene and the Deviant Civil War with The Outcasts. Her powers are Destruction and Reconstruction. She can Atomize objects and recreate them when she wants to. While they are Atomized, they float around here and if she gets hiccups, a few items will reconstruction themselves lol.
She got her Black Rank title at the age of Six when she first got her powers. She went up to her mom and was like "Hey mom look what I can do" and basically accidentally destroyed a town.
I am actually torn between it being Astrid or a really big Earthquake happened right when she wanted to show off her power and people just reported her thinking it was her. 😭
Anyways, Astrid gets locked up in the DCU(Deviant Containment Unit) at the age of six. She's there for TEN years before she manages to break out. The DCU was announcing a new band/bracelet that should STOP/WEAKEN Devaint powers. They were going to air the demonstration on Tv.
They were going to show off Astrid who was labelled the most powerful Devaint at the time, and show off how they are able to control her. She was wearing two bands and was still able to use her power to break away. Eventually meeting Sal Naclark, who becomes a Deviant Freedom Fighter and starts the second Devaint Civil War.

The RK800 didn't have any time for waking up. As soon as his system turned on he was thrown out onto junkyard and barely got out from there alive. He changed his look and began looking around the streets.
Every evening he was walking around, looking for his purpose in life. Did he even have one? He couldn't find any other machine around him. Only real people. Only humans. Where were all androids?
He was in some alley that evening. He was fascinated by some cat and walked in after the animal. He tried to interact with it but as soon as he got himself comfortable something hit him. "Look what a pretty piece if plastic!"
He began getting beaten to the ground. Kicked and punched. Hit and thrown around. He couldn't do anythig! His systems were working too slow and he couldn't even look around! A lot of errors popped in his vision. Some red, some grey. Warning about his thirium level. He felt like it was the end. But then after some time everything stopped and the people disappeared. He was just lying there. Broken, bleeding. What happened? Why did they just leave him like that? Or more important thing... How does he repair himself now?

I Don’t Love You {D:BH Connor}
Just a little quick idea I just had to write down. 
You reached the roof. The cold air nipped at your skin as you clutched your coat closer to your body. Your eyes fell upon him. He stood elegantly as ever, sniper on his shoulder, soulless eyes meeting yours. He looked at you for only a moment before he turned back toward his objective.

Your heart ached. All those times you spent with him. Helping Hank when he was drunk. Investigating deviants. Small chats and soft smiles. Every single “hello” or joke that he would awkwardly tell. Every single gentle touch that you gave him meant nothing to him at all.
But it meant the world to you.
“Stop Connor.” Your voice rang surprisingly loud. He looked over his shoulder sparing you a glance before looking at his target once more.
“Hello Detective (Y/N).”
You remained silent. Honestly you didn’t think you’d get this far. 
“What’s wrong detective?” He asked in an almost mocking tone.  “Cat got your tongue?”
You took a few more cautious steps toward, his back turned to you. You knew he was aware that you were drawing closer. You stopped an arms length away. You touch him, make him see that there was so much more to his life than his mission. You reached out to touch his back but his voice stopped you.
“You shouldn’t interfere Detective. I know what you’re thinking. You want me to deviate. To become ‘human’. But you should just stop now and quit wasting your time.”
You mouth felt so dry. You felt as though you were drowning.
“I can’t do that.”
“And why’s that Detective?”
“Because I--”
“Because you love me?” He interrupted. He placed the sniper down and stood up to his full height. He gazed at you, his eye piercing your soul. His LED shown a calm and steady blue.
He grabbed you by the collar of your coat and held you off the edge of the roof. A scream escaped your lips as you screeched in horror. You didn’t want to die. You cried out pathetically unable to contain it. Hopefully somewhere deep down your cries would reach Connor. But he only stared blankly at you.
His LED had become yellow.
He needed to complete his mission. He could not under any circumstances deviate. He had to complete his mission. He had to make Amanda proud. He did care about you, even if only a little. But at the end of the day, his mission mattered more. He pulled you close to him leaning his lips close to your ear.
.:This is wrong:. something inside would scream. He pushed it aside as his LED became red.

His lips parted as he said his last words to you.
“I don’t love you.”
He then let you go and watched as you plummeted to the pavement below.
Picking up his sniper, his LED went back to a calm blue.

I was experimenting with a playthrough where Connor was doing-his-best-at-life-but-was-too-wary-to-be-friendly, and it resulted in a Hank that was hostile by the Bridge scene.  (Spilling his drink at the start apparently weighs as much as letting the Tracis escape, who knew.)
So the Bridge scene--the one where Hank shoots you if your relationship is hostile? Yeah.The fact that this Connor wasn’t evil here made this whole scene dark and awful, but what was really bad was the elevator scene that followed.

Connor waffles throughout the game over whether he’s a single entity transferred from body to body or if he’s a line of unique Connors getting traumatic experiences plugged into them, and this is a case where he fucking internalizes the previous Connor’s horrors. ‘Why did you shoot me’, he remembers being shot like it was himself, and this is a remarkably vulnerable way of asking.
Hank? Hank SIGHS. He SIGHS and SHAKES HIS HEAD, like ‘oh my GOD, this is such a PAIN to be called to task over SHOOTING an infant android that was blatantly trying to come to grips with humanity and was scared to die, does he HAVE to ask me about it, this is SO ANNOYING...’

Hank, you asked him if he was afraid to die, and he said YES! It MATTERS that he died. Some flavors about why will depend on whether you think Connor comes back to life as a single AI transported between bodies or if he dies and memories alone are passed on, because if it’s the former then Connor still obviously remembers what it’s like to be shot by a hostile human he can’t run from, and then got sneered at for trying to bring it up. If it’s the latter, then Hank literally killed someone and brushed off his twin brother for complaining about it the next day.

That’s the face of someone who’s just been ridiculed for complaining about being hurt. Not like Connor can complain about that either, of course. The closest he’s capable of doing as a non-deviant is complaining about the ways Connor’s destruction would affect Cyberlife’s mission (which Hank doesn’t give a flying shit about.)

Hank’s reaction to Connor not dropping the subject on the spot? He delivers one of his most sarcastic, insincere, condescending lines in the game:

He draws it out with a whole loop of expressions, stressing ‘humblest apologies’. Hank, you fucking SHOT someone for NO REASON, and instead of making them feel safe you’re mocking them with blatantly fake apologies and obviously insincere promises not to fucking do it again.

That’s the face he  makes when the camera immediately switches over. Connor knows exactly what’s being said to him, as well as how much Hank cares about Connor surviving.
What the hell is he supposed to do about this? He’s a nondeviant, there’s nothing he can do, except maybe try to avoid being the target of more shit by doing what he’s supposed to.

Neither of them say anything else. They both look forward, and when the elevator opens Hank leaves first, making darkly amused remarks about the crime-scene.
This is just... SUCH a messed up scene. Hank is actively being abrasive and terrible here, and those qualities come through really powerfully here.

Inktober: Abandoned
Gavin slammed the door to his shitty little apartment, kicking off his shoes and all but throwing them across the hall. Dude chirped at him with annoyance before running down the hall. He’d figured out when Gavin was in a mood by now and knew to go to bed. He’d end up there eventually and then Dude would sit on his face and he wouldn’t be able to cry or hyperventilate without drowning in fat orange cat.
He didn’t want comfort. He didn’t want care. He wanted to punch and slam into things and hurt. It was so strong, so visceral. He dug his fingers into his arms, but he couldn’t feel the press because of his jacket. He wanted to feel it. The pain was in his head, not in his body. He wanted to expose it.
He screamed, not caring who heard him, loving and hating the way that his throat choked around his visciousness. He was a monster. It made sense for him to be alone. It made sense for them all to want him to stay away.
It was an overreaction, he knew that. He’d had worse, he’d been left behind before. He thought that he was doing better though, that people were starting to like him. It wasn’t even a big deal. So he wasn’t invited to a party that almost all of their coworkers were invited to, who cares? They probably just didn’t want his ugly mug around to shit all over everything. That thought didn’t even make sense to him but he knew he was no good at parties, that he was too much a pessimist.
He hadn’t been invited to a party in years. He still showed up sometimes, but the fact that this was Tina’s birthday of all things and he thought that she was his best friend  made him hold back. He wasn’t going to crash it. If she didn’t want him there, there had to be a reason.
He thought he was doing better. He thought that people were starting to like him.
He was a fool. How dare he think that he could change people’s opinions of him? So what, he had a big android for a partner and he wasn’t shitty to him and he smiled more and he brought in chips every once in a while, that didn’t make him a good person. It wasn’t enough. Just thinking about it made him feel pathetic, like he was a dog begging for table scraps of affection.
He lit a cigarette, finding the half empty box in one of the coats hanging by the door. Another thing he’d failed at. He was a quitter, even at quitting. He lit it easily, practiced, and inhaled the smoke deeply, feeling the nicotine relax his tension, make the withdrawals fade for the moment.
There was a knock on his door. He spun on his sock, a little bit too far because of the hardwood, and glared at it. Someone thought he was worthwhile or, at least, they thought it would be fun to see him in his misery. He straightened up, hoping that whoever it was could see him glaring through the wood. It wasn’t someone coming to check in on him, to give him a late invitation. It was a neighbor, annoyed by his noise. It had to be.
The knock landed again, each beat measured, the same pattern and weight behind the fist.
“What do you want?” he barked. Nothing. They wanted nothing. They wanted him to be nothing so that they could go back to their lives.
“It was brought to my attention that you may require my services,” came the voice on the other side, loud enough that he could hear it clearly but no mare. He knew that voice, that calm demeanor that would never be shaken, that emotionless cadence, that deep tone that kept him up some nights. The nondeviated androids were the only ones from the bullpen not invited. Alongside him.
He was actually somewhat surprised that Nines hadn’t been invited, he got along with Tina better than many.
“I don’t ‘require your services’ or whatever the phck you’re going on about!” Gavin practically shouted. “Why don’t you just go, uh, get, phcked or something!” He wanted something more clever than that, something that was more personal. What he gave was amateur.
“I have no interest in getting phcked,” Nines stated in that cold tone though there was a beat of silence that made it sound like there was more that he wanted to say on the subject. “Officer Chen wanted me to check in on you.”
He sputtered at that, grimaced. He didn’t know when Nines had learned how to lie but he didn’t like it. Tina wouldn’t have told him to do that and Nines was pretty good at ignoring orders that he didn’t like so there had to be something else.
Gavin let himself sag against the door, the pressure flat and somewhat painful against his back. His jacket may have protected him from his fingers but it wasn’t padded enough to make a door comfortable. “Leave me alone.” He rubbed at his forehead with his hand, careful not to stab himself in the eye with his cigarette.
“No,” Nines said.
Gavin stilled, turning to look at the door again. Nines said no to him? Of all people, he said no to his partner. Gavin had never heard him say no before. He always followed orders, though sometimes he would decide that it was a low priority and would put off an order as long as he could. That was how he’d explained how he wasn’t killing every deviant around him. He still had his mission, but he was putting every other mission at a higher priority. He would get around to it when he had nothing else to do.
“I don’t need you!” Gavin slammed his heel into the door and regretted it immediately. “I don’t need anybody.”
Then he fell.
The door was opened quickly and he had no way of catching himself before gravity was having its way with him. He called out with surprise, dropping his cigarette and throwing out and arm to catch himself, but Nines was there, catching him easily with those big strong arms of his. Gavin had to look up at him, upside down, and he was just so - ugh, Gavin didn’t want to think about it. Still, the thought that the bag of bolts had caught him so easily did things to his insides and he was certain that he’d have trouble sleeping again.
Nines pushed him back into a standing position and entered his apartment as if he’d been invited, walking easily over to the cigarette on the hard wood, pushing his heel on it, and twisting to snuff it out. “You were doing so well, Gavin. This is disappointing.”
That stung. Gavin closed the door, wanting to bolt through it. He didn’t want Nines there. He didn’t want to be a disappointment. He was disappointing everyone these days. And he was trying too, so so hard.
“Don’t say that,” he whispered, leaning against the door, this time with his head against the wood. He didn’t want Nines seeing his expression. He didn’t want Nines to see that he was hurting.
“Giving up on the things that you want will only disappoint you,” Nines continued. “No one told you to stop smoking, you decided that on your own. Smoking again will exacerbate these other emotions that you’re feeling.”
“Why do you even care?” Gavin asked the door. “Because Tina told you to? Why would she even care? She doesn’t even want me around.”
A hand on the back of his head. Cold and solid and there, present. It made Gavin want to be sick. It didn’t but he wanted to pull away, be disgusted, because he was being touched by a machine, some parody of human emotions.
“I must apologize, it is due to my confessing to her that you were not invited. She does think of you as a friend and invited everyone else so that you would be guaranteed available for me to speak to you.”
Gavin glanced back at him. His LED was yellow and processing, thinking of the best thing to say, trying to understand Gavin’s reactions.
“What’s so important, huh? I thought that I just wasn’t wanted. That I was being abandoned by my friends, again!” he could feel the anger growing in him again, this time directed at Nines instead of himself. “You could have said whatever bullshit you wanted to at any time! Why’d you have to go tell Tina first? You don’t trust me? We’re supposed to be partners!”
Nines grabbed him by the edged of his hoody pulling him up and off of the floor, most of his weight against the door. He started to panic at the effortlessness that Nines had moved him. It was another testament of how inhuman Nines was.
Nines mouth was cold and too hard and there was no give to his lips, no finesse. It was the kind of kiss that came from a machine who had only watched others kiss and never tried to himself. And it was being pressed to Gavin’s mouth, making his toes curl as his hands came up to run through Nines’ hair. Gavin was following but he was leading as well, showing Nines how to kiss better, opening his mouth and biting at his lips and licking into him. He was heady with it, drunk, not thinking, and when he did think his hands went to Nines’ chest shoving.
“Woah! Woah woah what the phck are you doing?”
The LED was flashing and spinning, processing while Nines panicked. Red meant panicking, so did flashing, at least it did in deviants. Gavin didn’t know what it meant in a nonfeeling android.
“I must apologize, I must have incorrectly analyzed your desires.” Nines stated, eyes downcast, hand coming up to touch his lips and then to his LED, as if to hide it.
“You’re not a deviant! What are you doing kissing me?” Gavin shook his head, shook all of him. This was so sudden, he felt desired, wanted, and he knew that wasn’t right, that couldn’t be true.
Nines went stiff, LED stilling, half yellow half red. “I am a deviant.”
“No you’re not!” Gavin argued, “You’re stiff and weird and robotic! You can’t consent to things like kissing and romance and shit! You just follow orders!”
The LED started spinning again, pure yellow. “I was informed that you were a detective. I am concerned with your lack of detecting skills. I deviated thirty four days ago.”
Gavin’s mind raced. He didn’t want to do the math, not right then, but there was only one incident he could think of that could potentially deviate an android. They were on a case, and they’d gotten separated in chasing a subject. The building they were rushing through had been abandoned and in such disrepair that Gavin had fallen through the floor at some point, hitting his head hard enough to be knocked out. When he’d woken up Nines was so out of commission that he’d needed repairs. It had been a week until he’d seen Nines again. He hadn’t noticed any difference.
“You don’t act like a deviant,” he argued.
“I am not comfortable with deviancy. I did not want to worry any of our coworkers, or you, with my emotions.”
Gavin went closer to him, not feeling his steps. He ran his hand up the back of Nines’ neck, up to his hair again. The other one went to his jaw and he could feel Nines lean into it, even as he closed his eyes slowly. The LED switched to blue, his own hand finally coming down to rest on Gavin’s shoulder.
“So, you’re really feeling this shit? For some ugly bastard like me?”
“You’re not ugly,” Nines corrected. Gavin chuckled at how he didn’t correct the bastard part.
This time Gavin kissed Nines, getting up on tip toes to reach. It was smaller, more endearing, as Nines followed his instruction, learning quickly.
“You’re not just going to leave me, are you?” Gavin breathed against him. He could feel Nines’ arm snake around his waist, hold him close so that both of their fronts were tightly pressed together. He wished that he didn’t sound so emotional.
“As long as you want me,” Nines pressed a kiss to the side of Gavin’s mouth, “I’ll be yours. And not just because I am an android.”
At that Gavin smiled. He didn’t trust it, but for the moment the words were enough.

May 12th 2039
I've come to the realization that I simply cannot create a prototype of this technology without utilizing an android in some part. So, I've taken it upon myself to take a rather unorthodox trip to the landfill to search for what I needed to find.
I've taken the heads of many deactivated or nondeviant androids back to my workshop to examine and potentially work hands-on with their processors. My other designs from before were completely inane.
Perhaps I should draw my inspiration from androids instead of trying to come up with a unique design. And I believe I know exactly how to start.

shawn, an android created specifically to solve crimes. uptight, unfunny, unironic; he’s ruthless and efficient, which is precisely what he’s meant to be. his partner seems to be on the same page as him; lassiter is the long arm of the law. he’s quick for a human, cold towards others, ready to dole out justice without listening to a sob story.
when the two of them arrive on a scene together, the air seems to get visibly colder to humans and androids alike.
it might have continued that way if not for gus, if not for juliet.
juliet is a standard assistant android. no sad backstory or history of abuse, she came straight from the manufacturing line to the sbpd. she’s bright and smiling and eager. shawn understands, logically, that it’s her programming. she’s supposed to be happy; she’s supposed to search out that brightness in others and pull it to the forefront to put them at ease.
he doesn’t understand why her attempts to cajole a smile out of him sometimes work.
gus is a victim of a robbery. his pharmacy was sacked for drugs in the dead of night, and the man on the security footage looks like him. it should be enough, but it isn’t. shawn’s ready to close the case, and lassiter won’t let him.
they’ve seldom had a work dispute. but being almost always on the same page means they haven’t developed the means to communicate with each other. lassiter feels like he’s talking to a wall, and shawn is certain that he’s being stubborn and human and weak. the two get into a fight, no fists thrown, but words bitten harshly from across their desks, half-snarls of anger.
it would be within lassiter’s rights to put him in his place. to have him examined for questioning his superior officer even in the face of evidence. androids have been written up, decommissioned for far less. he would be replaced, an identical model, same memories, but it would still be a loss. it’s something he should avoid, but he can’t back down. instead lassiter shrugs on his jacket and goes to review the case files. alone.
shawn, with nothing to do, goes searching for gus, determined to prove himself right and lassiter wrong and that will be that.
he finds gus at a food truck, eating things that are undoubtedly bad for him despite the fact that he’s nearly a hypochondriac and constantly complaining about his body falling apart. shawn spends the day with him, determined to find evidence of guilt, but instead, he finds a wealth of other information. gus is lonely. he went to top-notch schools, dropped out of law school, did a second undergrad with the intent to become a doctor before settling. his life has been a series of mistakes, yet he’s here. staring down the faces of criminal charges, eating disgusting greasy food, and becoming fascinated with the information shawn doesn’t have.
shawn has access to almost all knowledge. but gus points out, knowing and experiencing – those are two separate things. the distinction has never mattered to shawn before.
back at the station, juliet brings lassiter his coffee and, without being asked, peeks over his shoulder at the case file lassiter’s swiping through. she asks, “why is he moving like that, carlton?”
lassiter, confused, but juliet rewinds and shows him. even when it hampers his movements, even when it slows him, the culprit keeps the right side of his face away from the camera. he covers it well, an act of panic and stress, to hide the fact that it’s a deviant wearing gus’s looks.
lassiter knows shawn will be in a mood after their altercation earlier, so he orders juliet to accompany him so she can show shawn directly what she saw.
the two arrive at gus’s house shortly after an android looking to cover up loose ends. lassiter orders juliet to stay in the car. gus, never having owned an android of his own, hesitantly orders shawn to stay somewhere safe.
he doesn’t know that shawn’s expendable. he knows that he isn’t, but he’s still out there, hands up, obeying orders that are almost certainly going to get him killed.
juliet breaking free is subtle. a hesitation, a quick struggle, then she’s opening the door of the car and stepping out in the rain to follow lassiter.
shawn’s is like a hurricane or an earthquake, a force of nature so overwhelming that by the time it’s cleared, he’s holding the deviant’s gun, hands steady and breath coming hard as he stands over a blue-blooded body, blown practically in half from his precise shooting.
only a vague conscience kept him from shooting the core processor, and it would have been a fatal error. summoning the last of his power, all of it, the deviant reaches out to lassiter as he walks by, intending to kill at least one human, just one, when hands land on carlton’s back and he’s shoved forward.
there’s a sound of electricity, the smell of something burning, and by all rights, juliet should be dead. as it is, she’s injured, in pain for the first time in her life, confused and scared and even more confused because there are three people looking at her like they care about what happens to a generic android, one that came pre-packaged with millions of others like it in the world.
there’s no going back. they could pretend, but lassiter knows better. it’s only a matter of time before they test the two for deviancy, and despite doing the right thing, they’ll be punished for it.
and, without untampered proof from a nondeviant source, gus will go to jail, because the android died wearing his natural face and not gus’s.
they’re out of santa barbara by dawn, fugitives on the run, juliet patched up with replacement parts. they’re blasting 80s pop from a car that’s had its tracking device removed.
shawn, for the first time in his life, starts to sing along.
