Do you think Stannis would have agreed with Robert in wanting to assassinate Daenereys, if he was at the Small Council meeting?
A very good question. Assuming Stannis does not simply side with Eddard out of spite for Robert and Renly, I think he would actually argue for strengthening the fleet, rather than assassinating Daenerys. I think he'd have a strong reason to doubt the capability of any hired blade and think hiring the Faceless Men to be not only disreputable, but wasteful, compared to investing in contesting any invasion at sea.
