When you take a closer look at all the wanted posters visible in Jeneora Rock's saloon, pretty much all of them have way lower reward than Vash and are "Dead or Alive".

Vash, despite having a record 6 billions reward, only has Alive.

The reward was set by July City, and he was actively hunted by July City military on pretty much the other side of the map.

Nai's current base of operation is in July.

Which means that Nai's most likely the one who ordered the capture.

My newest DnD character, Twentyfive! (full name 25883519) (Their shortened name is a reference to the enneagrams 2 and 5). They're a lawful good warforged marine fighter, looking for a new purpose after the end of the Great Reef War and hiding secrets from their past.
