A quick rundown – she’s a seldarine drow who turned her back on Lolth when she found her way to the cult of Lathander, and subsequently became a cleric of his.

In BG3, she chooses to see the tadpole as a test to show that she can persevere through adversity and bring light and new beginning to the darkness, as Lathander teaches. She made generally “good” choices and romanced Lae’zel. As of the epilogue, the two of them are living together close to where Shadowheart made her cottage, raising Xan as their son and supporting the liberation of the Githyanki people from afar.

- Shadowheart/Tynera — In the beginning, they butt heads a lot, since their gods are explicit enemies. Over the course of the game, they start to realise that they have much more in common than sets them apart. Shadowheart helps Tynera find ways to incorporate her faith in their daily lives, when they are in the shadow-cursed lands, where it’s difficult to perform sun-related rituals. They also share a taste for the macabre.

- Notp: none, she gets along with almost anyone. Though, now that I’ve finished her PT, I don’t think it makes sense for her to end up with anyone of the companions but Lae’zel.

if you don't know what a solar return chart is, it's primarily a technique used in astrology to provide insight into the upcoming year for an individual. it's calculated at the exact moment the sun returns to its exact degree and position it was in at the time of your birth: usually on or closely around your birthday. it is not the same as your natal chart.

Chiron and Neptune in the 7th house.

chiron in the solar return chart commonly tells you where you're going to be struggling the most for the year. chiron never fails to give an individual a hard lesson, you can't go against these lessons that chiron has prepared just for you. although it seems tough, once the pain and grief is experienced you'll be gifted with strength.

chiron in the seventh house here signifies a considerable focus on healing and growth within colby's relationships and partnerships during this upcoming year. so relationship dynamics and finding balance within them will be a primary source for the year.

this can lead to romantic rejection. asking someone out could potentially lead to getting declined. if he's already in a relationship, this can mean toxicity arising in the relationship.

Not using his aegyo tone and sweet words anymore? We have a 8 of swords as the first card of bummie's action - Don't do it! Kibum shouts it to himself. He retreats his hand, closes his eyes, and stops himself from showing fondness towards ming despite the passion flares like butterflies in his stomach. He is cautious, tip toeing and giving just enough for the fan services. Isn't it cute that bummie touches ming's arm when laughing, as if the laughter is an enough distraction. As if we won't notice how long his fingers lingering on. He puts on the cold mask, keeps hims in distance, but he is not blind nor heartless. Bum senses their mutual attraction - the fate of them being inseparable like the two sides of a coin - that ming also senses (spoil alert!), and it scares him. Remember the 10 of coins dropped in bummie's view? We have similar energy here. Bummie treats ming as a loyal companion, a close family member, and he acts as it's enough for him. Instead of accepting the truth, bum is trapped in the mud of desire and maintains the status quo (it drives ming insane!!). Yet...the card is reversed, and we ask, bummie, you know you're not acing the "fake till you make it" play right?

And ming is indeed that exception because he is Choi Minho. He is someone bummie loved and continued loving. He is from bummie's past, a reconciliation bummie vowed to him and his younger self, and the now, the future, the forever. It is too hard to resist the temptation, no wonder deep in bummie's mind, he asks assertively:

Seeing this card, I immediately thought about the left-on-read messages and how I unpacked the situation as bummie healing himself instead of purely hurting ming. It is true, bummie only loves Ming from distance, from somewhere he feels safe, and Ming is not allowed inside just yet. We have the reversed Empress in action demonstrating that bummie is trying everything to act content and fulfilling in his current romantic relationship. To pretend he does not need Ming’s care and love when murmuring Ming’s name after getting drunk. The empress card goes with bummies zodiac sign that he needs to learn about love not just as an ideological concept, but also accepting what his body wants - the blunt nature of sensation. Bum wants a stable relationship (or more like family structure) that he only secretly calls it marriage. But…he doesn’t believe he can ever have it (poor baby) thus the wedding card in conscience. Marrying ming sounds impossible, even absurd, and this is why he only loves ming in distance. This energy appeared in bummie’s view too!!

Minho, you are cruel. It is just fan service for you.

Oracle reading of Garden at the top of the World:

This is what kibum meant in the Live Alone episode that the shooting was a good day for ming and him. In the days their energies match up, it feels like, literally, a honeymoon spent together. They laugh, they flirt, they smile at each other that makes us wonder if what they really want is to kiss and make out. Pining each other on the wall so they can taste the alcohol residual between teeth and tongue. Bum feels it too, and he can’t help but cling to these moments because he knows there will be “bad” days. Days full of anger, frustration, and disappointment. Days he realized he is not dating ming and what they do is only fan service in many eyes. We again see the reversed lover card dropped (which I hardly find surprising), meaning bummie has learnt to accept not being able to date Ming that he treats himself w those good days and not feeling helpless when it cannot last longer than he hopes.

Oracle reading of Flow of Inspiration:

State of the Meme 2023

Content Warnings: Depression, Death, SH, Hatred, a lot of self deprecation What follows is an explanation and also rant about why I haven’t been online for this entire month. If you’d just like to skip down to what I’m planning to do in 2024, scroll all the way down to where the line break is.

Hey everyone, Lawler here. This is the “State of the Meme” for 2023 and for the purposes of this post, I will be speaking out of character; as myself, not the vtuber.

This has not been a good year for me and it is with bated breath that I look forward to the next one. As some of you may be aware, my father fell ill in late September, suffering cardiac arrest and other diagnoses besides. His chances of survival, much less recovery, were slim given his age and the extent of his complications, but in a series of miracles that I hope to not take for granted for the remainder of his, and my, natural life, he recovered enough to be transferred to a nursing home, and then back to our home. Few of his complications remain and we optimistically foresee him returning to his “pre-accident” state sometime halfway next year. In the days since he returned, around the week of my birthday in early December, he has already recovered enough to move around the house on his own- to feed himself (via a tube connected to his stomach), to prepare his own medications, and to slowly retake ownership of household duties that had fallen to me in the months passed- paperwork and such. Prior to this blog post, it was nearly impossible for me to find time away from assisting him; even our previously late evening streams or early morning and afternoon were not a sure bet, and in fact I had to cancel my participation in a stream on my birthday for this reason.

It is with cautious optimism that things may stabilize enough in my household, to where I could possibly return to vtubing with the regularity I afforded before.

But before that can happen, I have a number of things to talk about first.

I feel like I’ve walked with death all the course of my life, and that does not just include attending one too many funerals for family members, both young and old, or that of friends and acquaintances whom either had theirs taken, or had taken their own. I generally treat the concept as the great unifier of all people, regardless of race, creed, sexuality, or any other descriptor we may use to divide ourselves from one another. It is the one great certainty and on some level, I like to think that I give the concept more weight than most.

Then I find myself spending hours doomscrolling, consuming thread after thread of outrage over strangers I had never met, and only learned hours before. A-drop-in-a-bucket hot celebrity name does something immensely stupid, either intentionally or unintentionally, and I join the lamentation that someone with so much apparent wealth and status can afford to be so flippant. Sometimes I’ll even repost OP or bits and pieces of the thread, telling myself that these individual statements, crammed into 280 or 300 characters, are somehow so poignant so as to redeem the discussion; and that by not mentioning their names, I am somehow not adding to the problem.

The problem of using my platform to further magnify people who we spend a whole lot of words discussing as “evil...” and for what?

Is it fun? Do I feel better about myself? Does anyone, besides the subject, benefit from my “contribution?”

No.

I was depressed before I burned those hours away. My employment is shaky and in a side universe I might have been laid off. I rarely have time for myself anymore that isn’t in the wee hours before getting out of bed or the minutes before falling asleep from exhaustion. And I chose to spend it on reading about how someone I claim I don’t care about did something “horrible,” or at least mildly uncomfortable- about how a country somewhere is doing bad things to people they claim are bad, or “as bad,” or, nowadays, without any sort of justification- and when I’m not doom-consuming, I complain to myself that I don’t have enough time for anything.

That I hate everything.

And well,

I’m not wrong.

But I’ve had this conversation before. I’ve complained about it before, online and on social media and in private discords, and I’ve even, in my continuing hypocrisy, chided others about it. I might try to make myself feel better by telling myself, “oh, well you see...”

“Social media is a ‘necessary part of my job.’”

“You *must* expose yourself to constant, attention grabbing toxicity, and participate in its accumulation- its dissemination, its detached, virtue signaling, people pleasing, mock-outrage generating content creation.”

As opposed... to someone who just, reads reddit, screengrabs accounts with sub two digit readership with obnoxiously bad takes, watches political discourse tiktoks and uncited youtube video essays; yes, you see, surely these people and their misery are entirely *self* inflicted, as opposed to myself, who is “mandatorily” victimized, right?

It’s bullshit.

I hate it.

And so it follows that I must *also* hate myself.

Because I participated in it.

So,

I’m going to try to stop.

Prior to this I never publicized, but internally created some rules for how I interact with this “content” and the people who produce it. Most, I believe, are not intentionally malicious. We are just the successful products of an inherently evil industry; living proof that everything is working exactly as intended.

The only way out is to break the cycle, and in order to do so... I almost always avoid, and if necessary mute, or block, anyone who:

1) Makes generalizing, sweeping statements of an entire group of people,

2) Issues ultimatums on their public facing social media accounts,

3) Anyone who regularly disparages any group of people, especially people whom they are supposed to be a part of- e.g. anyone who regularly harps about “how terrible the vtuber community is,” without the slightest bit of introspection.

For the sake of my own mental stability and to gradually wind down my own involvement in making the internet a worse place, I have decided that beginning in 2024, I will:

1) Reduce or completely eliminate reposting, replying to, or commenting on, any political or negative thread of which I am not directly or indirectly involved, or are not a subject matter expert or hobbyist.

2) Remove all feeds, block or ignore all search terms, and avoid discussing or entertaining any of the above subjects in any capacity outside of private conversations.

3) If necessary, mute, unfollow, or block accounts which only seem to exist to further spread the above content.

As some of you know, I am a cyberpunk influencer and consider myself a “cyberpunk” outside of my online personas. I’ve also recently dipped my toes into the world of Linux and am eager to dive into the worlds of cybsec and opsec beyond browser addons and lists of FOSS programs. I’ve been into this subculture for the majority of my life and I don’t see that changing anytime soon; nor will I censor content that I deem directly or inherently related.

There’s a sheer cliff of difference between merely complaining about celebrities and a toxic online culture and explaining not just how, but *why* it is in your best interest to avoid or defeat these things. Within weeks of a certain major social media website’s fall from grace, a number of user created addons were developed to make said website’s use tolerable (OldTwitter by Dimden as an example); Youtube’s attempts at forcing adblock users to turn off their extensions ironically vastly improved these extensions (uBlockOrigin), and both of these addons, in addition to their “obvious” case use, have further ramifications for the end user than simply complaining about Former Billionaire 9000 and The Evil Company.

For one thing, it’ll save you money in the form of not clicking on malicious advertisements or shelling out a monthly subscription for something you could have gotten for free. But I digress.

These changes are a long time coming, and I apologize to the people whom I long promised I would “avoid” these things... only to return to them when it was convenient, or when I told myself that “this is a special exception,” or when I didn’t care, when I should have. You know who you are.

I’ll most likely fuck up again and find myself having this conversation with myself or in the illusory safety of a chatroom.

But you see... I’m in my mid thirties. And while its true that I have these conversations with myself and others, all the time, and I regularly beat myself up and hate myself for my participating in the “culture,” the truth is... every day, I am more and more grimly reminded, of what little time I have to do things I actually want with my life.

Of how my perception of time seems to be speeding up. Of how little potential time I fear I might have. I don’t just mean the possibility of the Four Horsemen riding and causing such an orgy of misery that will make the last ten years look like Christian cis heteronormative missionary with clothes on and the lights off. I mean the fact that it is atypical for my household to travel to family gatherings in individual vehicles, and that on that evening in September, it was only through sheer chance that we decided to attend my niece’s birthday party individually- that my mother had to be hospitalized for an illness herself, and that I, for reasons I don’t even remember, chose to drive on my own. If this had been any other evening, my father may have had a heart attack while we were all together in the family SUV. On a highway.

And as spooky as that scenario is, every time I get on the road, or even walk down my own street, I think about the possibility of dying. Maybe someone’s in a hurry and wasn’t paying attention while merging onto my lane. Maybe someone’s drunk. Maybe someone needed a twenty and thought they’d rob this weirdo walking around the streets at night and weren’t expecting a fight. Even when you set aside all the political, worldly garbage that trad-media constantly shits down the throat of an unwilling (and sometimes masochistic) boomer populace, you aren’t guaranteed whatever illusion of stability and peace you have right here and now. It could change as easily as the wind blows. And I think I am so tired... of burning so much of my life on shit that has done little for me except to make me upset, when I could have so much, much more to be upset about in the next few minutes.

I walk with death every minute of my life.

If possible, I’d like my last memory to be doing something I actually give a crap about. Or talking with, or about someone that I admire or care about. I don’t think I ever thought those experiences were a waste of time.

Even if it’s a long shot or doesn’t make that much money, I really feel like a career in the entertainment and art-space is a better occupation to strive for than pushing paper in the universally and permanently depressing healthcare industry.

I’ll keep streaming video games and fighting games will always be part of that routine, but for reasons I don’t understand, I’ve neglected first person shooters. That changes now. (I hope the kind of Doom y’all like are the video game kinds.)

I am in the process of dipping my toes into youtube short form videos and will be uploading some cringey garbage to just about everywhere except Twitter, because of changes to their terms of service which potentially gives total ownership of my IP to the website. Fuck that.

I miss virtual reality.

Those vroid comics take a ridiculously long time to make but god do I enjoy doing it.

I am greatly reducing my usage of Twitter, Bluesky, and Mastodon, aside from announcement posts. Twitter is nearly unusable even with a subscription and unlike Bluesky and Mastodon (which... are basically the same thing) are bereft of the tools necessary for curating my experience and Making Me Less Wanting To Kill My Self. So yeah, Fuck Twitter. But what else is new.

I don’t know what I was thinking when I designed this blog the way I did and by the time you read this, I’ve probably reset it to be a lot easier to read on the eyes, at the cost of not looking as “cool.” I’m going to be making fiction writing a priority again. I have some vtuber tabletop campaigns to write up and then to run.

If I don’t successfully finish in time for Christmas and New Year’s, I wish everyone a Merry Christmas and a Happy New Year.

How Boeing won the USAF KC-X program and lost $7 billion

The next generation of U.S. Air Force tankers should be the ideal candidate for a fixed-price development program.

When Boeing won the contract to build what is now known as the KC-46, the defense company said it would use a "low-risk approach", basing its project on the existing Boeing 767 commercial aircraft. Almost 13 years later, Boeing absorbed $7 billion in additional costs, far beyond the initial value of the $4.9 billion contract.

The firm-fixed-price contract meant that Boeing would assume the costs if they exceeded expectations. Over the years, the tank plane, designed to refuel aircraft in flight, has been plagued by delays, production errors and a faulty vision system that required a complete reform.

While Boeing paid the financial price, the company and the U.S. Air Force spent years trying to make the program work. The initial contract provided that tankers ready for combat would arrive in August 2017; the first arrived in January 2019.

In the following years, the KC-46 program was marked by more delays, including problems in the production line that often interrupted deliveries, and a vision system with below-expected performance. This system is years behind schedule and is expected to be ready in October 2025.

The KC-46 was hired to replace the USAF KC-10 and KC-135 fleets.

Boeing's experience with the KC-46 and other programs in recent years has turned into an "exemplary story" about the risks of entering into fixed-price development contracts, said Steven Grundman, former head of the Pentagon's industrial base and current senior researcher at the Atlantic Council think tank.

The story of the KC-46 “makes both sides of the market — the Pentagon and the contractors — sharpen their pencils,” Grundman said. "The Pentagon will be more cautious about programs that it considers to lend themselves to an efficient and effective type of contract at a fixed price. And the contractors will be more judicious in relation to the readiness of their engineering capabilities and the ability of their balance sheets to absorb risks."

While analysts do not expect the Pentagon to completely avoid fixed-price contracts, they say that the armed forces and companies will think a lot about what future agreements make sense for such a contract structure — and when another way can better serve a program.

USAF Secretary Frank Kendall, who was the Pentagon's deputy head of acquisitions when the original contract for the tanker was granted, said that the service did not analyze some design elements in detail and was not skeptical enough about the optimistic image painted by Boeing.

And he acknowledged that a cost plus profit contract, meaning that it covers the company's expenses, as well as some profit, could have been a better choice — for both sides.

"In a fixed-price contract, you have to let the contractor do whatever he wants, because he is taking the risk associated with the cost," Kendall said.

The CEO of L3Harris Technologies told investors in an April earnings call that concerns about the risk of fixed-price contracts led the company to refuse two opportunities that it otherwise considered "emotional".

"It is very difficult to commit to a fixed-price development program when you don't know the specification," said Chris Kubasik. "We look at all the losses and losses, and most of the time they are related to it. So, let's not play this game."

'No forgiveness' for errors in fixed price contracts

Under firm contracts at a fixed price, such as those received by Boeing to build the KC-46, the contractor agrees to deliver a product or service for a defined price, bearing the costs of any excess or changes that were not originally agreed with the government.

But while the contractor bears most of the risk in a fixed price contract, it can also compensate considerably if the company acts correctly. While other forms of contracts limit profit margins between 5% and 12%, in a fixed price contract, companies can maintain any excess cost. If they stay below the cost, they reap all the benefits.

Bryan Clark, director of the Center for Defense Concepts and Technology at the Hudson Institute think tank, said there will always be a place in the Pentagon for fixed-price contracts.

"The idea of fixed-price contracts is still very popular within the Department of Defense because hiring officers like it; it's a good way to show that you're holding the line" against cost overruns, Clark said.

Some hiring experts have said that fixed-price contracts can make sense for direct projects, but more complicated development programs are not necessarily an ideal combination.

Defense industry analyst Loren Thompson said that if a company can't make a profit on a program — or worse, it starts losing money as it unfolds — the company can start looking for places to cut costs. This, he explained, can lead to actions harmful to the program in the long term — and perhaps to years of delays and headaches for the client, even if it is not financially tied.

"If you're not balancing the accounts in a program, then start thinking: what don't I need to do that was in my original plan?" Thompson said. "And this can lead to problems."

(Thompson previously advised Lockheed Martin, although he doesn't do it anymore. Lockheed and Boeing contribute to the Lexington Institute think tank, where Thompson is chief operating officer.)

Boeing's experience with the KC-46 shows that companies cannot expect the Pentagon to help them if things start to go wrong in a fixed-price contract, Grundman said. During the Cold War, he said, the Pentagon was more willing to help when such a contract began to get out of control and threaten a company. But those days are gone, he noted, since the wave of consolidations in the industry that led to megacompanies with revenues of several billion dollars.

Japan was the first foreign customer for Boeing's KC-46.

"The Pentagon will not give barracks to companies that make mistakes in how they bid on these things," Grundman said. "These [main] are large companies, [with] large balance sheets that the Pentagon can ask to take more risks."

In recent years, Boeing has made more than one significant bet on a fixed-price program. In 2018, the company won contracts for the T-7A Red Hawk coach, the MQ-25A Stingray tank drone and the Air Force One VC-25B programs, all fixed-price efforts that contributed to billions of dollars in charges for Boeing.

“Boeing wanted to earn the job, so they went to these fixed-price research and development contracts and underestimated, and now they are suffering,” Clark said.

Lockheed Martin lost three important contracts to Boeing in 2018, including the T-7 and MQ-25. Lockheed CEO at the time, Marillyn Hewson, told investors that if the company had matched the price of Boeing, Lockheed would have lost more than $5 billion.

The tough renegotiation of Boeing's VC-25B contract by the Trump administration — which CEO Dave Calhoun publicly lamented — also increased the company's risk.

"There was a lot of risk in this project [Air Force One] because it is not easy to convert a plane that already exists to perform a different function," Clark said. "The government put a lot of pressure on them to give a fixed price, and [Boeing] had to underestimate it, and is now having to bear these losses."

Boeing, still recovering from the contractual blows it received — and, for now, will continue to receive — is making a great effort to show its investors that it has learned lessons.

“You can be sure, we have not signed any flat-price development contract, nor do we [intend] to do so,” Boeing's chief financial officer, Brian West, said in the company's October earnings call.

Boeing abandoned the competition for a replacement for the E-4B.

And on December 4, a Boeing spokesman confirmed that the company is no longer competing to provide the U.S. Air Force with a successor to the E-4B Nightwatch, a so-called "doomsday plane" intended to serve as a surviving command, control and communications center during the nuclear war.

“We are addressing all new contract opportunities with additional discipline to ensure that we can meet our commitments and support the long-term health of our business,” the spokesman said.

Reuters reported that the service's insistence on using a fixed price structure for the contract, which Boeing abolished, was an insurmountable disagreement.

Boeing refused to confirm whether a fixed price dispute was a factor, and the U.S. Air Force refused to comment on the ongoing competition.

Clark said Boeing's experience has made companies more cautious about fixed-price contracts and more reluctant to accept these types of agreements during the higher-risk research and development phase.

"There was definitely a new opening by the Department of Defense's hiring officers to accept contracts cost plus profit [cost-plus] in the research and development phase," he said. Companies now say "we want research and development to be a cost-more profit enterprise, where we are being covered in terms of our excesses. Because the government always asks for something very ambitious, so it makes sense for the government to help pay or cover the risk associated with these ambitious goals."

No 'common Wedgetail'

For the B-21 Raider bomber, the U.S. Air Force applied both a cost-in-yearnd and fixed-price approach. The service used a cost-more-profit approach for the 2015 contract granted to Northrop to develop Raider, and the expected low-rate initial production contract will soon use a fixed-price structure.

This cost-and-profit structure raised doubts at the time, especially from the late Senator John McCain, Arizona Republican, who feared it would lead to excess costs and delays in the schedule. But after the punctual and within-budget launch of the Raider in December 2022, former Air Force Secretary, Deborah Lee James, said it was clear that the cost-more profit structure and the way the U.S. Air Force managed Northrop Grumman incentives worked.

Clark also praised the USAF hiring approach.

"This is obviously partly a function of Northrop Grumman's superior execution, but it is also a function of hiring in a sustainable way for the company," he said.

But Thompson, a defense analyst, said that more difficult roads may be ahead for Northrop in the production phase. Several times last year, the company's CEO, Kathy Warden, warned investors that the B-21 is unlikely to initially be profitable and that Northrop could lose up to $1.2 billion in the low-rate initial production contract.

In January 2023, Warden attributed the growing cost estimates for the low-rate initial production contract to "unprecedented" inflation, supply chain disruptions and labor issues. However, she expressed confidence that the B-21 will continue to drive Northrop's future growth.

But Thompson said that inflation is not the whole story here, since Northrop had made aggressive bids to win the coveted and highly advanced bomber contract.

Northrop “actually submitted an aggressive proposal from Boeing and Lockheed,” Thompson said. Now "they are worried about how little money they can earn in production. The way they presented this publicly is: 'Oh, we forgot to put an inflation clause in the contract.' And maybe this is close to that, but when you have a very challenging concept for a future program and make a fixed price proposal, it's a game of chance."

The U.S. Air Force's $1.2 billion agreement in March for Boeing to begin rapid prototyping of the E-7A battle management aircraft took a different approach. This agreement uses the cost plus profit structure, USAF said.

In a statement to Defense News, the U.S. Air Force said it chose this approach to balance the risk between the service and Boeing, and due to the modifications that the American version of the E-7 will require.

The USAF E-7 will be based on the configuration that Boeing is already doing for the United Kingdom, the service said, but its design will be adjusted to meet U.S. standards for satellite communication, military GPS, cybersecurity and program protection requirements.

The use of a cost-and-profit contract for the USAF E-7s, which will replace their aged and retired fleet of E-3 Sentry aircraft, makes sense due to the modifications, Clark and Thompson said. Australia also operates the E-7, which she nicknamed Wedgetail, but its version also differs in several respects from the American one.

“This will not be an ordinary Wedgetail,” Thompson said. “The Wedgetail has been flying for a long time, and is a unique source for Boeing. From the point of view of the USAF, these two facts make ... it seem more reasonable to opt for a fixed price. But I think it underestimates how much uncertainty exists in the integration and future evolution of the structure."

If the U.S. Air Force performs strict supervision on the prototyping of the E-7, Thompson said, the cost-more profit structure can give Boeing the flexibility necessary to meet cost requirements, while obtaining a decent return. And in return, he said, the U.S. Air Force could get a better product from Boeing.

"Wedgetail presents an opportunity to strictly balance the customer's concerns with those of the contractor," Thompson said. "As long as this [government supervision] happens, giving contractors a little more flexibility can yield great dividends."

Clark said that Boeing had a stronger position to negotiate, since there was no other ideal candidate to replace the old airborne alert and control aircraft. Boeing was “in a good position and felt that it did not need to undercot all the others,” he added.

However, Thompson stated that the change of the U.S. Air Force to an added cost structure for the E-7 may be a sign of lessons learned about the risks that may arise with fixed-price contracts.

“Kendall understands acquisitions better than anyone else in the [outer Pentagon ring],” Thompson said, referring to the outer corridor of the building where many of the most senior leaders of the armed forces have their offices. "And I think he remembered an old lesson: you get what you pay for. You can pay in advance or you can pay in the future, but in the end, you get what you pay for."
