Task Force What? An Incomplete (Yet Still Very Long) Guide to Some of the DCU’s Government Groups [Part 2]
Welcome back to my writeup on 13 of the DCU's government organizations. Recognizing that everything in Part 1 was a ton of information to parse through, here’s a rough timeline of some of the groups’ movements and reorganizations. This time, I’ve put important people’s names in bold so you can track them. Again, much thanks to my editors and beta readers.
Part 1: Organization Descriptions and Histories
Part 2: Timeline
Part 3: Reading Suggestions
1940s-1980s
During WWII, Squadron S earns the nickname “The Suicide Squad” due to its high morality rate. Rick Flag Sr. is brought in to turn the squadron around, eventually making it a highly decorated and effective unit.
Senator McCarthy tries to force the Justice Society of America to unmask. They refuse, instead choosing to go into hiding.
Without the Justice Society to protect the U.S. from “extraordinary” threats, the President authorizes the creation of Task Force X. This group consisted of two wings: Argent and The Suicide Squad.
Rick Flag Sr. is killed in action during a Suicide Squad mission. This version of the Squad is disbanded.
Control, the leader of Argent, kills someone involved in JFK’s assassination. He subsequently directs Argent to go underground.
A new version of the Suicide Squad is formed, led by Rick Flag Jr. This version disbands after a mission in Cambodia. Flag’s supervisor reveals that the Squad was ultimately doomed anyway due to budget cuts.
At some point during the Cold War, Spyral is formed by the U.N., led by Otto Netz.
Project Cadmus is founded.
Sarge Steel becomes a leader in, if not the director of, the Central Bureau of Intelligence.
Katherine Webb Kane becomes Batwoman to try to uncover Batman’s identity for Spyral.
The Agency is founded by Valentina Vostok. The Agency’s work includes Project: Peacemaker.
Roy Harper joins the Central Bureau of Investigation. He meets Jade Nguyen through his work with the CBI.
Katherine Webb Kane is apparently killed by Ben Turner, the Bronze Tiger, while he is under the control of the League of Assassins.
Otto Netz is revealed to be a double agent and is imprisoned.
Mr. Bones is a quasi-member of Infinity Inc., legacy heroes springing from the Justice Society.
1980s-2000s
Amanda Waller presents her plan to reactivate Task Force X. This new Suicide Squad will use supervillains for high risk, covert missions. The Agency will be brought into Task Force X and subsequently reorganized as Checkmate, though Project: Peacemaker remains independent.
Rick Flag Jr. is made field leader of the Suicide Squad. Ben Turner, seeking atonement, becomes his second in command.
Sarge Steel is officially the Director of the Central Bureau of Investigation.
Harry Stein is made King of Checkmate.
Amanda Waller and her Suicide Squad discover the remenants of Argent. With the majority of its members gone, Argent is officially declared to be disbanded.
The Janus Directive occurs. Massive reorganizations happen.
Task Force X is dissolved as an umbrella organization.
Amanda Waller is left in charge of the Suicide Squad.
Harry Stein remains as King of Checkmate, but they are forced to relocate. Project Peacemaker is incorporated into Checkmate.
Sarge Steel is made the Director of Metahuman Affairs, and is the direct supervisor for all other metahuman related agencies. He continues to oversee the Central Bureau of Investigation.
Amanda Waller disbands her Suicide Squad.
After the death of Superman, Project Cadmus tries to clone him. This results in the creation of Superboy.
Project Cadmus fires “mad scientist” Dabney Donovan.
A “clone plague” begins to affect Project Cadmus creations. This is revealed to be the creation of Dabney Donovan, who kills Paul Westfield.
Mickey Cannon becomes the new head of Project Cadmus. He keeps Dabney Donovan as an imprisoned scientific advisor and brings in geneticist Serling Roquette.
Harry Stein resigns as King of Checkmate. Phil Kramer and Kalia Cambell are made King and Queen, respectively.
Roy Harper leaves the CBI.
Mr. Bones is made the Director of the Department of Extranormal Operations.
Cameron Chase joins the Department of Extranormal Operations.
The Department of Extranormal Operations subcontracts A.P.E.S members Donald Fite and Ishido Maad for a recovery mission.
Lex Luthor becomes president.
Amanda Waller replaces Sarge Steel as Secretary of Metahuman Affairs in the Luthor Administration.
Knightwatch, a more militaristic branch of the Department of Extranormal Operations, protects the U.S. President from metahuman threats.
Director Bones manipulates the Justice Society into going against Kobra on the DEO’s behalf. This is not well received by the JSA.
Lex Luthor starts the Human Defense Corps to try to build a non-metahuman response team to extraordinary threats.
The Central Bureau of Investigation is absorbed into the Department of Extranormal Operations.
Sarge Steel becomes the head of the Department of Metahuman Affairs, a subdivision of the DEO.
Sasha Bordeaux is recruited into Checkmate by Jessica Midnight.
David Said is promoted to King
Helena Bertinelli is blackmailed by David Said into accepting a position as a Queen in Checkmate.
Lex Luthor leaves the White House. Amanda Waller subsequently leaves her position as Secretary for Metahuman Affairs.
Director Bones and Cameron Chase recruit Kate Spencer, the Manhunter, to work for the Department of Extranormal Operations.
Maxwell Lord becomes Black King of Checkmate.
Infinite Crisis happens.
Maxwell Lord kills Ted Kord once Kord uncovers Lord’s plot to use Checkmate against metahumans.
Sasha Bordeaux sends Batman evidence of Kord’s death, leading Lord to activate the OMACs to try to exterminate all Checkmate agents and metahumans on Earth.
Maxwell Lord is killed by Wonder Woman.
One Year Later
After Checkmate is rechartered as a U.N. organization, Amanda Waller is made White Queen. Due to her involvement in the Luthor White House, the U.N. only agrees to let Waller into Checkmate if she does not run operations. This means she cannot run any operations. The other initial leaders of this new Checkmate are Sasha Bordeaux, Alan Scott, and Taleb Beni Khalid.
Wonder Woman joins the Department of Metahuman Affairs in her new identity as Diana Prince.
Alan Scott resigns from Checkmate, tapping his Bishop–Michael Holt–to be the new White King.
Despite being prohibited from running operations, Amanda Waller reactivates a Suicide Squad and begins Operation: Salvation Run.
Once other Checkmate officials find out what Amanda Waller is up to, she is forced to resign from Checkmate. However, by that point, most supervillains had been deported via Operation: Salvation Run.
Squad K is developed out of the Human Defense Corps to specifically deal with Kryptonian threats.
After the events of Brightest Day, Maxwell Lord returns to life. He erases most of the world’s memory of him and begins a discrediting campaign against Checkmate in an attempt to regain power.
Talia al Ghul creates the Leviathan Organization. She frees Otto Netz from his imprisonment so that he can assist Leviathan.
Batman Incorporated begins to move against Leviathan, clearing the organization out of St. Hadrian’s Finishing School for Girls.
Damian Wayne kills Otto Netz to save Batman from a trap.
The New 52 Happens
Spyral takes control of St. Hadrian’s
Katherine Webb Kane reveals that she faked her death to lead Spyral in secret.
A.R.G.U.S. is founded to support metahumans at the federal level.
Dick Grayson is unmasked as Nightwing, and is recruited by Helena Bertinelli to be an agent of Spyral.
Bertinelli and Grayson leave Spyral. Tiger becomes the new Patron of Spyral.

I then proceeded to look up Rick Flag on Wikipedia for further character history and uhhhhhh
After his death, Flag appeared in an issue of Captain Atom, where his soul was saved from an eternity in Purgatory and reunited with Karin in Paradise. His Purgatory self also appears in the Day of Judgement, limited series. Along with other Purgatory bound souls, he battles heavenly agents on the behalf of a still living superhero team. As stated in issue five of the series, his rebellious actions earned him another after-life chance.
All pretty normal so far, this is pretty standard shenanigans for a dead character during the 90s.
One Year Later in Checkmate (vol. 2) #6, Rick Flag is revealed to be alive and is rescued from a secret Quraci prison by the Bronze Tiger. He had been imprisoned there for four years until Amanda Waller discovered him and alerted the Tiger to his whereabouts. Rick was later revealed to be leading a clandestine Suicide Squad unit at the behest of Amanda Waller, and against the expressed mandate of the Checkmate organization.
…well timeline wise at least 4 years is consistent with other readings on the passage of time in DC. This is gonna be some Superboy Prime nonsense isn’t it? Also typical Waller move.
Bob Greenberger, who co-created the Suicide Squad alongside John Ostrander, has publicly objected to the resurrection of Rick Flag. According to Greg Rucka, Rick Flag's subsequent re-appearance had nothing to do with Infinite Crisis, and John Ostrander has stated that he knew how Rick Flag could survive the explosion at Jotunheim when he first wrote it.
NOT SUPERBOY PRIME????
Rucka. Rucka I love you but how did you and Ostrander figure out how to get Rick Flag out of standing immediately next to an atomic bomb as it went off?
As seen in Suicide Squad: Raise the Flag #2, Rustam used his Scimitar to teleport both Rick Flag and himself to Skartaris.
OH COME ONNNNNN
Though admittedly I can’t not laugh at the idea of escaping an old USSR bomb by travelling to Skartaris. Mariah Romanova would approve.
In Raise the Flag #5, General Wade Eiling admits that Rick Flag Jr. is not actually the son of Rick Flag Sr., but is a soldier named Anthony Miller who was brainwashed by Eiling into believing he was Flag's son.
*pinches nose* was this necessary?
Miller's conditioning means that Eiling still has control of him, and uses him as part of his takeover of the Suicide Squad. Forced to activate an explosive implant in Amanda Waller's brain, Miller breaks free from his mind control enough to activate Eiling's implant instead, leaving him helpless enough to be captured. Confronted with the possibility to give up his presumed identity and return home, Miller decides that the Suicide Squad needs a Rick Flag, and refuses the offer.
… comics, man. This is the most OH MY GOD COMICS thing I’ve read this week.
Why does this plot exist. Who thought teleporting out from a nuclear explosion into Skartaris was a good idea. How did Rick Flag end up BACK in that Quraci prison? Did he and Rustam share a classic Skartaris sword fight that ended up in Rustam’s favour?
According to Raza he [Rustam] was a US covert operative in Qurac who was apparently betrayed by the United States, a situation which led to the deaths of his entire family.
FFS!
All of these wild shenanigans are going on in comics written in 2007, might I add. You don’t even have the excuse over the start of the Iraq war - that was 2003, four years prior!!!

James Gunn: The first series that we’re doing, and I’ve already written the entire series, is Creature Commandos. This is an animated TV series and this is art from the animation company that’s doing it. Creature Commandos is based on the great team from DC.
What we’re doing with the DCU is we’re having animation tied directly into live action. Television, movies and games all intertwine within the same universe. We’re going to cast actors that are going to be able to play the characters in this, as well as in other things, some of which we’ve already cast. I’ve written all seven episodes of this show and it’s in production now.
In the image (going from left to right), that's Rick Flag, Sr. He's going to show up in other stuff. Then Nina Mazursky. Doctor Phosphorus, a Batman villain. Frankenstein—Eric Frankenstein, specifically. The Bride of Frankenstein, who's the lead. Finally, G.I. Robot and Weasel.

DCU Television
“Creature Commandos”
Tumblr media
Writer: James Gunn
In Production
Release Date: TBD but prior to Superman: Legacy
Creature Commandos teams up Frankenstein, a werewolf, a vampire and a gorgon to fight Nazis in World War II. Gunn’s version adds Weasel and Rick Flag Sr. to the team
The actors cast to voice the characters on the show will also play the roles in live action later on in the DCU.
“Waller”
Tumblr media
Writer: Christal Henry (Watchmen)
Executive Producer: Jeremy Carver (Doom Patrol & Umbrella Academy)
Release Date: TBD but prior to Superman: Legacy
Season 2 of “Peacemaker” has been put on hold. Team ‘Peacemaker' will  instead appear alongside Viola Davis in Waller; which is a continuation of Peacemaker.
“Lanterns”
Tumblr media
Per Safran, “Lanterns will focus on two of the best known members of the Green Lantern corps.: Hal Jordan and John Stewart; who investigate a mystery that plays a really big role leading us into the main story that we’re telling across our film and television.”
The Greg Berlanti Green Lantern show for HBO Max, is no longer moving forward.
“Paradise Lost”
Tumblr media
This story was compared to Game of Thrones and is set on the island of Themyscira before the birth of Diana (Wonder Woman).
“It’s really about the political intrigue behind a society of all women,” Safran said.
Added Gunn, “How did that come about? What’s the origin of an island of all women? What are the beautiful truths and the ugly truths behind all of that? And what’s the scheming like between the different power players in that society?”
“Booster Gold”
Tumblr media
“Booster Gold,” allows the DCU to fully stretch into outright comedy. A fan favorite among devoted readers. Safran called Booster “a loser from the future who uses basic future technology to come back to today and pretend to be a superhero.”

James Gunn Reveals Next Slate of DC Films and TV Projects
Tumblr media
James Gunn released a video today revealing his and Peter Safran’s plans for the DC Universe going forward. One of the main plans is to connect the DCU across film, TV, gaming, and animation to make the characters consistent across the different platforms. Things that are outside of the mainstream continuity, like Matt Reeve’s Batman or Teen Titans Go, will be clearly labeled as DC Elseworlds. Gunn and Safran, along with other writers are mapping out an 8-10 year plan, with Chapter 1 being “Gods and Monsters.”
As for how often new content will release, the team Safran mentions “probably two movies and two HBO Max series per year.”
With the four projects coming out over the next year, Gunn states that Shazam! Fury of the Gods "connects very well.” Then The Flash will reset the DC Universe. The Blue Beetle will be next, followed by Aquaman 2, which will lead into the next few projects.
New projects in the “Gods and Monsters” chapter include the following:
Tumblr media
Creature Commandos, an HBO Max animated series written by Gunn. The team consists of Rick Flag, Sr., Nina Mazursky, Batman villain Doctor Phosphorus, Eric Frankenstein, The leader The Bride of Frankenstein, G.I. Robot, and Weasel.
Tumblr media
Waller, live action HBO Max series, will follow Amanda Waller, once again placed by Viola Davis. The series will take place between the first and second seasons of Peacemaker and is created by Christal Henry and Jeremy Carver.
Tumblr media
Superman: Legacy is a live action movie and what Gunn calls “the true beginning of the DCU.” Gunn is writing the screenplay, which will reportedly not be an origin story.  “It focuses on Superman balancing his Kryptonian heritage with his human upbringing.” (DC Comics)
Superman: Legacy is scheduled to release on July 11, 2025.
Tumblr media
Lanterns, a live-action HBO Max series follows Hal Jordan and John Stewart. They will discover a big mystery that will tie into the larger DCU.
Tumblr media
The Authority is a live action movie featuring the WildStorm characters, who will now be part of the DCU.
Tumblr media
Paradise Lost is a live action HBO Max series is an origin story for Paradise Island / Themyscira and takes place before Diana.
Tumblr media
The Brave and the Bold is a live action Batman movie follows Bruce and Damian Wayne and is based on Grant Morrison’s comic book run. Other members of the Bat-Family will also appear.
Tumblr media
Booster Gold is a live action HBO Max series following the titular superhero with imposter syndrome.
Tumblr media
Supergirl: Woman of Tomorrow is a live-action movie based on the Tom King and Bilquis Everly comic. Kara was raised on a chunk of Krypton for the first fourteen years of her life.
Tumblr media
Swamp Thing, a live-action movie will be an origin story for the character.

DCU Chapter 1: Gods and Monsters
After a private press event on Monday, January 30, 2023, Co-Chairmen and CEOs of DC Studios James Gunn and Peter Safran announced to the public on January 31st the first batch of projects planned for DC Universe’s first chapter, titled “Gods and Monsters”.
Collider shares Gunn and Safran’s plan maps out 2 chapters in this universe, which will take 8 to 10 years to be told, leaving space for other stories in the future.
5 films and 5 HBO Max series (one of them animated) were disclosed:
CREATURE COMMANDOS Animated Series
Tumblr media
7 episodes written by Gunn. Amanda Waller creates a black-ops team out of monstrous prisoners.
L-R: Rick Flag Sr. (who is going to appear in other projects too), Nina Mazursky, Doctor Phosphorus (Batman villain), Eric Frankenstein, The Bride of Frankenstein (the lead), G.I. Robot and Weasel.
WALLER Series
Tumblr media
Starring Viola Davis, this series features Team Peacemaker, taking place between season 1 and the future season 2.
SUPERMAN: LEGACY Film
Tumblr media
The proper launch of the DCU. Written by Gunn, will focus on Superman balancing his Kryptonian heritage with his human upbringing - It won’t be an origin story. Safran describes Superman as “kindness in a world that thinks of kindness as old fashioned”. On theaters on July 11, 2025.
Superman’s actor has not been cast yet.
LANTERNS Series
Tumblr media
Starring Green Lanterns Hal Jordan and John Stewart. A True Detective-type mystery on Earth investigated by the duo, who find an ancient horror that leads into the overall story arc of the DCU.
THE AUTHORITY Film
Tumblr media
DC’s WildStorm team who think the ends justify the means. Gunn explains “They are basically good-intentioned, but they think that the world is completely broken and the only way to fix it is to take things into their own hands, whether that means killing people, destroying heads of state, changing governments—basically, whatever they want to do to make the world better. We’ll see how that journey goes for them. There are morally gray characters (in our DCU), of which these are.”
PARADISE LOST Series
Tumblr media
Set in Themyscira or Paraside Island, home of the Amazons and birthplace of Wonder Woman. The series focuses on the genesis and political intrigue of this society of women. Takes place before Diana is born.
THE BRAVE AND THE BOLD Film
Tumblr media
The DCU will introduce its Batman and his son Damian Wayne, Robin, who Bruce didn’t know existed for the first eight to ten years of his life, and who was raised as an assassin. Inspired by Grant Morrison's comics.
DCU’s Batman has not been cast yet. Matt Reeves’ The Batman - Part II, starring Robert Pattinson, will hit theaters on October 3, 2025, but outside of the DCU continuity, under the “DC Elsewords” seal. Similarly, Joker: Folie à Deux will also continue to be its own separate Elsewords project.
BOOSTER GOLD Series
Tumblr media
As put by Safran: “A loser from the future who uses his basic future technology to come back to today to pretend to be a superhero”.
SUPERGIRL: WOMAN OF TOMORROW Film
Tumblr media
A science fiction adventure based on Tom King and Bilquis Evely’s comic.
Gunn explains that while Superman was sent to Earth and raised by loving parents, Kara was on a piece of Krypton that drifted away from the planet, and lived there for the first fourteen years of her life in a horrible situation where she watched everyone around her die. “She’s a much harsher and more f*cked up Supergirl than you’ve been used to thus far.”
SWAMP THING Film
Tumblr media
The film will investigate the dark origins of Swamp Thing.
*****
Other projects from Chapter 1 remain under wraps for now!
