i saw an ask about how the mud dogs would react to the mad dogs, and i realized i think i might’ve misinterpreted something. did splinter raise raph before he was separated? i thought they were separated at the explosion?

Nah, you got it right! In this AU, Raph gets separated from Splinter right after they're mutated and never sees or hears of them again until he's 15, which is when Leo, Donnie, and Mikey find out he's at the Battle Nexus and attempt to reunite with him :]

I'm not sure exactly when the Mud Dogs reunite with Raph, but I know it's some time after the Mad Dogs reunion. In the ask I was saying the Mud Dogs would be concerned and a little accusatory on how Splinter managed to lose Raph in the first place, but it's not like they can talk when they lost him to Big Mama as a kid <_<'
