yes, fiction can affect reality but it’s not a one to one ratio. Holding it over people’s heads constantly that fiction affects reality so you can’t make certain fiction makes it seem like people’s differentiations of fiction and reality are so thin that they can not conceive that a certain action would be perfectly fine to do in fiction but abhorrent to do irl.

I think part of the tragedy of the story of the Rings and Eregion is that, as Annatar, Sauron was actually achieving something of what he wanted to achieve. He was creating a better Middle Earth. Granted, it was focused in one city, but these things take time. He was doing what he set out to do and was actually succeeding. His greed and single mindedness betray him too. As always, he's his own biggest problem.
