Statement by the High Representative on behalf of the European Union.
On the International Day of the World’s Indigenous Peoples (9 August 2023), the European Union reiterates its firm and continued commitment to the respect, protection and fulfilment of indigenous peoples’ rights as set out in international human rights law and in the UN Declaration on the Rights of Indigenous Peoples.
As this year the International Day is dedicated to “Indigenous Youth as Agents of Change for Self-determination”, we pay in particular tribute to the voices and agency of indigenous youth. Indigenous youth stand at the frontline of some of the most pressing crises humanity faces today, such as the loss of biodiversity and climate change. At the same time, they lack avenues for full participation in political and public life, to address challenges such as loss of territories, livelihoods and resources, or to advocate for self-determination and defend their rights. The EU continues to promote the participation of indigenous leaders and indigenous human rights defenders, including indigenous youth, in development processes and key global decision-making fora.
This year the EU has for example invested €2.3 million in a new Arctic Youth Dialogues initiative to involve Arctic and European youth, including indigenous youth, in policy and decision-making, for a peaceful, sustainable and prosperous future for the region, in line with the EU’s Arctic Policy and the Youth Action Plan in EU external relations.
Today, the EU stands with the more than 476 million indigenous peoples – in the Arctic and worldwide – and celebrates their resilience and the vibrant diversity of their cultures.

The San Diego American Indian Health Center is easy to see from the street in Bankers Hill, with beautiful Native American artwork on the face of the building.
But right next door is another part of the organization that's harder to find — their youth outreach center.
It's been providing critical programming for decades and bridging the gap between generations in San Diego’s native community.
“We are considered 'urban Indians' because we all live in the urban area of San Diego. There are 18 reservations that surround San Diego but they are Kumeyaay,” said 89-year-old Randy Edmonds.
The elder said the youth center is a space for Native Americans of all nations to connect with their roots.
He and his family belong to the Kiowa tribe of Oklahoma. His son Larry helps lead some of the youth programs.
“(We're) having them learn their language. We get them involved in art. We have some classes in beading, moccasins, talking circles,” Larry said. “A lot of Natives will come in and get involved in a circle and talk about the things that they go through, and how we can help them in their lives.”

Intersectionality and Prophecy: Restoring Balance on Earth Together
Prophecy is customarily an oral tradition kept safe by tribal Elders, who have protected this wisdom throughout colonization for the times we are in now. Learn more about what it means about our future.
In recent years, Indigenous knowledge has been increasingly sought out by conventional Western scientists and even the corporate world. Conversely, Indigenous advocates have been calling for a more holistic, inclusive and ecological path forward to help solve humanity’s most pressing challenges, such as climate change and biodiversity loss. On March 27, 2023, youth activists with Indigenous…

"In the remote Arctic almost 30 years ago, a group of Inuit middle school students and their teacher invented the Western Hemisphere’s first new number system in more than a century. The “Kaktovik numerals,” named after the Alaskan village where they were created, looked utterly different from decimal system numerals and functioned differently, too. But they were uniquely suited for quick, visual arithmetic using the traditional Inuit oral counting system, and they swiftly spread throughout the region. Now, with support from Silicon Valley, they will soon be available on smartphones and computers—creating a bridge for the Kaktovik numerals to cross into the digital realm.
Today’s numerical world is dominated by the Hindu-Arabic decimal system. This system, adopted by almost every society, is what many people think of as “numbers”—values expressed in a written form using the digits 0 through 9. But meaningful alternatives exist, and they are as varied as the cultures they belong to.
The Alaskan Inuit language, known as Iñupiaq, uses an oral counting system built around the human body. Quantities are first described in groups of five, 10, and 15 and then in sets of 20. The system “is really the count of your hands and the count of your toes,” says Nuluqutaaq."

Nex was two spirit. Nex was not nonbinary. Stop calling them that. Nex was two spirit and that likely contributed to the assault they experienced and died from. Do not erase Nex’s two spirit identity. It is important. The language you use is important. The experiences you try to claim are important.
Please hold two spirit youths in your hearts right now as they fear. Please hold two spirit adults in your hearts right now as they grieve. Support Indigiqueer kids and adults. Make a better effort to accept two spirit people. Do better.

States must support leadership roles of Indigenous Youth.
Tumblr media
The importance of ensuring meaningful decision-making for Indigenous Peoples is reliant on their youth, especially young Indigenous women and girls’ leadership and empowerment, a UN expert said today. Ahead of the International Day of World’s Indigenous Peoples, UN Special Rapporteur on the rights of Indigenous Peoples, Cali Tzay urged States to take affirmative action to guarantee their full public and political participation as a crucial element for the realisation of Indigenous People’s right to self-determination. He issued the following statement:
“Indigenous youth are particularly impacted by threats to their rights, livelihoods, and culture, including intergenerational impacts of the negative legacies of colonialism and disproportionate underrepresentation in formal decision-making, affecting even more young Indigenous women and girls. Racism and racial discrimination, stereotypes, and the lack of financial resources, support or engagement by public institutions and private entities remain persistent challenges for meaningful participation of Indigenous youth in decisions affecting them.
As we strive to address climate change and proceed to green transition, it is essential to adopt a human rights-based approach that upholds and integrates fundamental human rights principles, including the rights of Indigenous Peoples into the process. Indigenous youth should have a strong voice in “green transition” projects to address the social and environmental interventions and safeguards needed to protect the rights and livelihoods of Indigenous Peoples when economies shift to sustainable development practices to combat climate change and biodiversity loss.
Indigenous youth – especially young women and girls – are active change agents in society and champions of sustainability. Their scientific knowledge has a key role to play in safeguarding ecosystems, combating climate change and ensuring environmental justice and equity.”

When the City of Chicago entrusted a 15,625-square-foot vacant lot into the hands of urban Native youth and their head auntie Janie Pochel, she feared that their goal to open the city’s first Indigenous garden might never take root.
The land they steward, still in the city’s custody, on the corner of North Pulaski Road and West Wilson Avenue in the northwestern Chicago neighborhood of Albany Park, was an eyesore before they arrived.
Members of the Chi-Nations Youth Council (CNYC) worked tirelessly to clear the property of debris in the fall of 2018, months before the First Nations Garden’s grand opening by next spring. They believed it was an obligation to pass on tribal and inter-tribal knowledge and traditions to the next generation — and to heal the land that their ancestors thrived on a few centuries ago.
“It’s still a fight,” says Pochel, who is First Nations Oji-Cree and serves as CNYC’s lead advisor. “People tried to take the land from us.”
Eventually, they were able to transform the empty, standard five-city lot into more than just a garden. It’s now a safe space, a new home for Chicago’s urban Native youth who feel lost and alienated.

I've noticed an attitude that some parents have where their perceived right to own their children outweighs their duty as a parent. It seems like so much emphasis is placed on the parents ability to own raise a child that it completely clouds any other responsibility for that child. I see it all the time around my culture, where parenthood isn't a question of "if," but "when," because it is seen as ubiquitous to being an adult, and I wonder how many people start believing that because they were expected to be a parent even when they did not want parenthood, they should be rewarded for it.
These are just shots of thoughts, but I've found that this idea that parenthood is your right when you own a child can contribute to an environment of abuse, neglect, or mistreatment of the child/ren in one's care.
And, absolutely, the opportunity of even being a parent has been leveraged in cruel ways, and I think that's an important consideration because it is completely heinous. In my country alone, forced sterilization has been a political strategy for eugenics and to complete a political narrative about the worth of people's right to even live. When thinking about everything above, it reminded me of other ways that parenthood both reinforces violence, perpetuates violence, and threatens violence. This problem goes much deeper than I think many are ready for, and I wanted to acknowledge this due to how pervasive this "political strategy" was/is in many places. I don't think I myself am equipped to truly do this specific topic justice, but I felt it pertinent to this conversation, and something I don't always see even passively acknowledged.

The Quebec Cree nation wants to change youth protection laws and services to adapt them to  Eeyou values, traditions and culture.
On Sept. 7, officials launched the aah chishtipistihch-uschiniichisiu sikischaayimuwiniyiu or Cree Youth Protection Commission, an extensive, several months-long consultation process to gather ideas on how to change youth protection and eventually the youth criminal justice system.
"What we are looking for are new solutions. New ideas on how we can change the law, but change the system too … [to change] youth protection to integrate Cree culture, Cree content," said Bertie Wapachee, the chairperson of the Cree Board of Health and Social Services of James Bay.
Wapachee said he hopes to commission will hear from everyone — elders, grandparents, parents, youth and children, as well as many of the Cree organizations, such as the Cree School Board, women's association, youth council and the Eeyou Eenou Police Force, among others.
Representatives from these organizations, as well as the Cree Nation Government, are also part of a task force set up to advise the board on the recommendations of the commission. [...]

League of Filipino Students (LFS) PUP joined forces for a lightning rally at the Polytechnic University of the Philippines to condemn the ruthless killing of labor leader Jude Fernandez from Kilusang Mayo Uno and the news of the kidnapping of three youth leaders, Alia Encela, Job David, and Peter del Monte.
Karapatan Southern Tagalog confirmed that the killer 203rd Infantry Brigade and the 4th Infantry Battalion have been holding the three young IP advocates in Bansud, Oriental Mindoro for two weeks.
Meanwhile, Jude Fernandez was shot in his own home in Binangonan, Rizal by the fascist PNP-CIDG. Jude Fernandez is a well-known labor leader who is organizing and fighting for the right to work and liveable wages.
We join the scholars of the people in calling for justice for all workers murdered by the US-Marcos-Duterte regime, and the immediate release of the three youth leaders.
Justice for Jude Fernandez! Free Alia, Job, and Peter! Stop the attacks on the people!

Youth prisons in Australia don’t keep communities safer, they create a cycle of offending. Keeping kids locked up for 22hrs a day traumatises them, it doesn’t rehabilitate. Diversion, prevention and justice reinvestment is the answer.
