Corruption in PNW Conservation: Holly Farmer on Weed Control Board Prevents Board From Protecting Forests from Invasive Holly

In November, the Washington State Noxious Weed Control Board (hereafter referred to as the Board) considered the Whatcom County Noxious Weed Board proposal to list English holly (Ilex aquifolium) as a Class C noxious weed, as requested by Thomas and Tricia Morrel, owners of a designated Stewardship Forest in Whatcom County. The effects of holly on western Washington public and private lands, documented by numerous studies and mapping from multiple agencies and scientists, was presented to the Board during the November 1 public hearing. The information included statements regarding the negative impacts of holly, including its detrimental crowding out of under-story vegetation and the increased forest fire risk resulting from this relatively recent addition of a non-native ladder fuel. The information presented was quantitative and backed by scientific research from numerous studies. Eleven speakers, included botanists and land managers from a wide variety of agencies and environmental groups, spoke in favor of the state listing. Two speakers, owner of Holly Hill Orchards and his son, spoke in opposition. Expressing concern that the listing would destroy their family business, a holly farm purchased in 2011. They are convinced the habitat risks are over-stated and find the dollars spent on control ($90,000 from 2007-2009 at just a SINGLE Seattle site) inconceivable.

The Board considered the potential impacts to the holly farms and the floral industry. To ensure no harm to these small family businesses, a concurrent addition, developed with input from Washington Attorney General Bob Ferguson, was proposed and approved before taking a vote on listing holly. A new definition—feral—was added to Washington’s noxious weed laws. The definition reads: “Feral means where a plant species has escaped a managed landscape or is growing without human management or design. ‘Feral’ does not include any plants grown for agricultural or commercial purposes” (WAC 16-750-003). The proposed Class C listing of feral holly only applies to escaped holly—holly existing outside of gardens and cultivated lands such as holly farms. It would allow wildland managers to fund control of invasive holly where it is negatively impacting forestland and for educational programs addressing why and where feral holly is a problem. Nothing in the listing would restrict farming holly, or selling it, either live or cut, within or outside of the state. A class C listing as feral holly would not require its removal from ornamental gardens or farms, or restrict its commercial uses. This consideration wasn’t enough to ease the concerns of the Washington holly growers. The holly farmers argued that the image of holly would be tarnished, and that holly farming would no longer be economically feasible. No economic data was provided to back up their claim. Board Education Specialist Anne Schuster did provide information noting that Pacific Northwest holly growers supply 90% of English holly sold in the United States, export it to countries such as Japan, and that it has grown here for over 90 years.

Sadly (from my perspective), the listing of English holly as a Washington State class C noxious weed received only a 3-3 vote from the Board members present; passage of the listing needed a majority. There are nine voting positions on the Board, but the Northeast Tier is currently vacant. Two members, Randy Johnson and Brad White, did not attend the meeting, so only six members voted. The listing was supported by board members William (Bill) Agosta, Janet Spingath, and Allen Evanston. In opposition were members Jerry Hendrickson, Carey Caruso, and Ken Bajema. Bajema, in addition to being on the Board, is owner of Columbia Gorge Holly Farms, a multi-generational family farm growing holly since 1959. He is a long- term, vocal opponent of listing holly as a state noxious weed. Again, from my perspective, I can’t help wondering how conflict of interest (a thorny issue) may have affected the vote. At least one respondent to a 2022 survey provided to the Board ahead of the hearing expressed concern that the Board had a conflict-of-interest problem. As far as I know, this was not publicly addressed by the Board or staff ahead of the vote. After the vote, the question over conflict of interest was raised during public comment. The Chair responded “Obviously, there is a conflict of interest if you are talking about...a member of the Board being a holly grower, but there’s no law against that...he is a member of the Board and he is a holly grower and that’s perfectly legitimate. Yes, that creates at least one person with a conflict of interest but I’m afraid... there’s no law against that. We have no rules about recusal and so there’s no basis for requiring a person with a conflict of interest to recuse himself in this circumstance.” Staff indicated that it was important to have Board members who feel the impacts of these decisions and expressed the opinion that it is “rightfully so that Ken has a vote.” I agree that the boards are supposed to include representation from various affected interest groups and are mandated to consider and mitigate impacts on business. However, I believe elevating special interests above the Board’s legal mission is wrong. A Capital Press article written in 2010, then updated in 2018, states that “Dee and Ken Bajema scoff at claims that English holly is invasive.” It states that the Bajemas (say) it’s difficult to remain positive about the fate of the requested “noxious” listing. Ken Bajema says nothing to correct this public record. He does not acknowledge that holly is invasive, is environmentally detrimental, or that it is a multi-county problem. Survey comments verify that holly is a concern in at least ten Washington counties. More than half of the survey respondents who note that holly impacts their county also stated that holly’s unlisted status (negatively) impacts their ability to control it.

In Naval Aviation, captains with sea commands are Naval Aviators or Naval Flight Officers who are commanding officers of aircraft carriers, commanding officers of large-deck air-capable amphibious assault ships, commanders of carrier air wings (CAG), or commodores of functional or "type" air wings or air groups. A smaller cohort outside of sea and shore commands may also serve as astronauts on loan to the National Aeronautics and Space Administration (NASA). [X]

Promotion to captain is governed by DoD policies derived from the Defense Officer Personnel Management Act (DOPMA) of 1980 or its companion Reserve Officer Personnel Management Act (ROPMA). DOPMA/ROPMA guidelines suggest that no more than 50% of eligible commanders should be promoted to captain after serving a minimum of three years at their present rank and after attaining 21–23 years of cumulative commissioned service, although this percentage may be appreciably less, contingent on force structure and the needs of the service. With very few exceptions, such as Naval Aviator Astronaut and Naval Flight Officer Astronaut, unrestricted line officer captains in the Navy will have successfully completed at least one commanding officer assignment at the commander (O-5) level (an aviation squadron for Naval Aviators and Naval Flight Officers) before being selected for promotion to captain. All those selected to the rank of captain by the U.S. Navy are confirmed by the United States Senate. [X]

We know that trying to remember what to call the members of each military branch can get kind of confusing. Never fear! We’re here to help. This video guide will assure that you’re never in danger of being beat up by a Marine again (at least not for this reason).

This is why Navy pilots prefer to be called ‘naval aviators’

At some time in our military careers, we come across pilots of all sorts, helicopter pilots, Air Force cargo pilots, Navy fighter pilots, etc. While the former two might allow you to refer to them as simply “pilots,” there’s a good chance the naval aviator will take the time to remind you that he or she is an “aviator,” not a pilot.

And there’s a very good, non-egotistical reason for that. We promise.

For hundreds of years before navies around the world were flying jet-powered aircraft off the decks of massive floating cities, “pilots” were operating in navies long before ships had engines that weren’t powered by wind or slaves. In those terms, a pilot is specially qualified to drive a ship in and out of a specific port or a specific area. For large ships, this pilot is someone from outside, who literally comes into your boat and drives it into the harbor because he or she knows the area better than anyone else.

The pilot will roll up next to your ship aboard a pilot boat, which carries the pilot in a boat, one marked “pilot boat.” And those poor guys have to climb up the side of your ship just to park it for you. Both naval aviators and maritime pilots have a hard job that allows for zero error – so call them whatever they want.

Aside from Titanic, what other movies inspire you when drawing Cleon?

I love Keanu Reeves and Sandra Bullock so much that I want them to be my celebrity parents. But they are just best friends and always have been this way since they worked on the film Speed (1994), and The Lake House (2006) 12 years later.

When I first got into Cleon, they were the only "couple" in my mind and I have been preaching this ever since. I think they are my core of Cleon, and I rewatch Speed every month lmao.

I've also mentioned a few movies on my AO3 log, and here are MORE honorable mentions:

Action Movies:

Point Break (1991) Someone recommended me to watch Fast & Furious series for RE AU(and I have), but this movie is the OG of F&F series.

The Gray Man (2022) Kickass power couple saving a little girl, together. I use it for RE4 era ref, and I kinda have a reverse AU of Claire being trained to be an FBI agent to follow her brother's steps and Leon is just a random college boy.

Mission Impossible series I was talking with my friend about how Hollywood cliche Capcom can be.

RED (2010) & RED 2 (2013) If RE9 is about the OG team reunion like DI, they will be exactly like these movies, grandpas & grandmas still kicking ass.

Fantasy & Rom-com:

One Day (2011) Friends to lovers…The drama. In fact, my newest art has used this for ref, and you will see it in 2 days.

Now and Then (1995) Teenage Cleon. Childhood neighbors, enemies to friends to crushes lmao.

What Maisie Knew (2012) Spoiler alert I'm planning to draw a series of this. I'm not into Cleon having children but if they are, I'll do it my way ;)

Life as We Know It (2010) Enemies to friends to lovers again. And raising a baby together.

No Strings Attached (2011), Friends with Benefits (2011) Not really into FWB Cleon but you writers kinda like to write this? So I rewatch them recently, well, it could work.

The Mummy (1999) You cannot tell me Rick O'Connell didn't reference Leon's design. Again, gonna draw this soon.

The Huntsman: Winter's War(2016) Pretty average, I only use ref for outfit design but Jessica Chastain is so beautiful in this. (But my ideal live-action Claire is Rebecca Ferguson, just FYI)

Far and Away (1992) LMAO I've always thought of this movie as the prequel of Titanic.

Angst:

Drive (2011) My favorite movie of all time. And I saw someone already draw it, I reblog it to my main account a few days ago. I will draw another one soon, my fav scene is not the elevator scene so, no worries.

Marriage Story (2019) Literally just rewatched it last night. I love the arguing/fighting scene so much, and it kinda suits my idea of how Claire will leave Leon for his drinking problem.

Wonder Woman 1984 (2020) I don't know why this movie got so much hate, but I think the part when Steve came back and later Diana has to let him go…Inspired me to draw Cleon.

The Girl with the Dragon Tattoo (2011) Directed by David Fincher. It's more for Claire honestly. But the Scandinavian scenery is something I long for.

Sci-fi:

Oblivion(2013), Edge of Tomorrow(2014) Both staring Tom Cruise. And I regret that I didn't go to the theater for both of them, at the time I thought the posters were boring, but they turned out to be really good, at least for my taste.

Not gonna put Romeo and Juliet (1996) on the list bc I don't use Leonardo DiCaprio for my Leon when drawing, I use Brad Pitt more, for he has a better fashion sense haha. Claire Danes is already perfect.

Rougue One (2016 movie), Andor (2022) I love Star Wars and fuck…Cassian and Jyn are so Cleon-coded! I'm mostly into SW fashion, they have some dope jackets in Andor. Seriously go watch, Andor is as good as The Last of Us.

Ride with Norman Reedus (2016-) They got some cool bikes in the first season and Cleon bike date on PCH…My beach Cleon is inspired by this show actually.

I didn't even try hard to think about these and can still go on for days…Still, I think it's good enough for one ask for now hehe.

Elm Grove Business Association Presents the 2023 Elm Grove Fall Fest Saturday

The Elm Grove Business Association is proud to present the 2023 Elm Grove Fall Fest. The event will be held Saturday, September 30th, 2023, from 1-7 p.m. at the Osiris Shriners Temple, located at 1 Monument Drive in Wheeling. The event will feature live music, food trucks, craft/artisan vendors, inflatables, and games for all ages. Admission to the fall fest is free. The event is sponsored by WesBanco, Wildlife League, The Lewis Financial Group, Dairy Queen, Bleifus Tire Service, Vape and Skate, Uncle Pete’s, First Choice Real Estate, Nelson Croft, and the Lion’s Club. “Last year’s Elm Grove Fall Fest was such a great success that we knew then we wanted to make this year’s event even better," said Kristy Ferguson, president of the Elm Grove Business Association. "Once again, we have a great line-up of events, music, games, and over forty vendors for everyone to enjoy. “We at the Elm Grove Business Association also want to thank the Osiris Shriners for hosting this great event again.” The event will feature craft/artisan vendors, who will be displaying their creations and products for purchase. The event will also offer inflatables from Trips of Fun, for the children, along with an assortment of games. These activities are scheduled to run the entire duration of the event. For live music lovers, Shawn Villamagna, 10 Penny, and Verdict are slated to appear on the Elm Grove Business Association stage. It’s a nice little snippet of my life and helps to organize my brain.

They say that Scottish shipbuilding was the best in the world, but it usually the Clyde built boats that grab all the glory, this beautiful yacht was built in the Port of Leith, now a suburb of Edinburgh.

Once described by the Cousteau Society as the “best-preserved, most prestigious shipwreck in the world”, it resembles the Titanic in miniature, frozen in time at the bottom of an icy cold North American lake.

Built in Leith at the turn of the 20th century, the Gunilda was considered one of the finest luxury yachts of its era until it ran aground in Lake Superior in 1911.

An edition of the Evening News records the steam steel yacht was launched by Messrs Ramage & Ferguson of Leith on April 1, 1897 – the date an omen for its eventual fate.

Fast forward to the summer of 1911, and the Harkness family were sailing the yacht around the Great Lakes and heading for the town of Rossport, Ontario, when disaster struck - the ship had run aground. Contemporary photos show her half submerged and sticking out of the water.

While Harkness and his team salvagers did manage to pull the ship free, her buoyancy proved to be temporary. The yacht keeled over, filled with water, and plunged towards the icy depths never to be seen by Harkness again.

In the years that followed, a legend began to develop that the Gunilda was packed to the gunnels with untold riches that had been left behind by its wealthy Edwardian owners.

But, stuck at a depth of more than 80 metres below one of the world’s coldest, darkest and deepest fresh water lakes, many divers would perish in their attempts to reach the fabled yacht.

That all changed in 1967, when a diving team successfully rediscovered the Gunilda in all its remarkably-intact glory. Attempts to raise the 500-ton ship, however, would prove to be a step too far.

In 1980, the great French marine explorer Jacques Cousteau visited the wreck with his Cousteau Society research vessel Calypso and diving saucer SP-350 Denise to dive and record footage. The Cousteau Society branded Gunilda the "best-preserved, most prestigious shipwreck in the world" and "the most beautiful shipwreck in the world".

Three years ago, a series of astonishing photographs and video footage of the Gunilda wreckage was released by professional underwater photographer Becky Kagan Schott.

Ms Kagan Schott said at the time that she could hardly believe that items on the yacht, such as clocks, chairs, gilded china, and even a piano, were all very much intact.

The American diver said: 'Visiting it was really like going back in time and it had a very haunting feel to it. I've never seen anything like it in all my years of shipwreck diving. For me it was almost surreal being there. I'd dreamed of seeing this shipwreck and it took years of experience both in diving and photography to be able to safely capture the images I saw in my mind.“Peering inside windows to see a piano still in place or a card table and chairs next to a fireplace with a clock hanging above it and the galley with gold rimmed china still sitting on the shelf is pretty spectacular.”

11/29 (Additional) Book Deals

Good morning, everyone! I hope your week is off to a wonderful start! :)

Apologies for not posting more last week, I was trying to take some time off of the internet and decompress a bit before diving into what is sure to be a rather stressful month. Last week also marked the 15 year anniversary of my dad’s death, so that’s always a weird time for me, as well. I’d love to hear how you all are doing! How’s life? Can you believe it’s already almost December?? How’s your weather?? We’re still getting warm weather here off and on, go figure.

In regard to the books (which is why we’re all here), there are a ton on sale, so seems like an awesome time to stock up on both new and backlist releases for really great prices if you need to get some more books to read! Parry! Also, I haven’t read them, but the entire Cursebreaker series (A Curse so Dark and Lonely, etc.) is on sale as a bundle, so if you’ve been wanting to read that it seems like a really good deal! There are just basically a lot of awesome books available to choose from, including some super new releases, as well as some really popular backlist titles (like The Fifth Season!), so definitely have a look. :)
