Winter in Spring
Danny was not a spirit of the seasons, he didn't have any idea if those kinds of spirits existed out of movies, what he did know was that for some reason the flowers were behaving rather strangely in one particular dimension right at the beginning of spring. And although he certainly didn't want to affect the place he knew he had to investigate it.
From what it seemed: strange plants that glowed just like those born in the Infinite Realms were appearing in Gotham and coming to life on their own. At first he suspected Undergrowth but the Ancient was offended by the accusation and commented that he was too busy in his haunt to care about a random city. Which turned out to be true.
Then he thought that maybe it was fine: the bright flowers seemed harmless (although they were very very...alive?) and didn't hurt anyone. That was until a red-haired girl seemed to upset them and they started attacking everyone around them; unfortunately, because they were ghost flowers they could dodge attacks very easily and the "heroes" couldn't defend themselves.
So, with no other options Danny traveled to Gotham and well, to put it simply he became a fake winter spirit; what else was he supposed to do? He needed an alibi and to spread ice as quickly as possible. Telling Gothamites that winter was coming early because of him was the least of his problems.
What he didn't expect was that after turning the city into a wasteland of ice and snow (and saving them from the invasion of ghost flowers, you're welcome), some guys in bat suits would start following him around with questions. He also didn't expect one of them to stare at him and ask if he'd be back in winter, he wondered if faking his identity was a good idea.

When I first started watching Danny Phantom, I thought Danny's "ghost sense" came from the fact that many accounts of spirits and other paranormal phenomena report an extreme drop in temperature when such entities are present. So I was like, yeah, that makes sense. Danny's "feeling" ghosts. I thought he was just extra sensitive now, that he was noticing the cold before anyone else, or that the cold ghost energy was condensing around him.
The idea that the coldness was coming from within Danny, and that it was a side effect of his freeze abilities, perplexed me when it came up in Season 3.
Frostbite: Now, then. Lesson one: stop shivering.
Danny: I-I-I c-c-can't.
F: This is because the cold is contained within you, and ever since you acquired your ghost abilities, you have only been letting it out in small amounts.
D: Like when?
F: Every time you sense a ghost is nearby.
D: My ghost sense? That's been a part of this freeze power all along?
It makes me wonder if Danny's ghost sense originally started out like I suspected, then the writers decided to change things 6 episodes from the end of the show and give him ice powers for the express purpose of defeating Undergrowth in this episode.

The bear pit scene is too good.
Him pushing his horse harder than the day before. Him threatening them that he’ll kick the door down. His desperation.
The worry when he thought he might be too late. The cheering her on from the sidelines like a good boyfriend.
How he cornered hoat when he realised it was a tourney sword.
The way they’re fighting off a bear and still arguing like a married couple.
Him straddling her. 🤭
The ‘her name is Brienne’ twice in the same scene and then him asking her to call her Jaime when she says kingslayer and then it’s ‘ser Jaime’ when she thanks him 😭
His ‘I only rescue maidens’ line (even funnier when you remember he doesn’t go to kings landing to rescue Cersei but he’s willing go with Brienne to rescue Sansa)
Just everything about it
(And of course the iconic ‘so he did’ and ‘I dreamed of you’ but I don’t need to repeat those)
