because the Todorokis seem to be naturally gifted Quirk-wise (as in having very powerful Quirks), i have the hc that Fuyumi and Natsuo's Quirks are extremely strong as well, like Toya's and Shoto's. But because Endeavor never trained them or ever encouraged to do so themselves (and seemingly they rarely if ever used their Quirks), they don't know how to control their Quirks that well.

if Fuyumi and Natsuo, say, were to get emotional over something - perhaps meeting with Toya face to face after so many years, and seeing him like that - perhaps their Quirks would go out of control.

Fuyumi and Natsuo are both confirmed to have ice Quirks. Who knows, maybe their ice could hold up to Toya's flames.
