Also, if there's something more to this Project Bloom we've learnt about in that work of art snippet, and it's not too spoilery or anything, then I'd like to know that too!

Project Bloom was a human experiment trial, funded by the Lower London Liberation and headed by Dick Soloman and Lavanya Bhakti. It got started about ten years before the start of the series and ended six years later, when Lavanya convinced a few of the subjects to escape and pledge their allegiance to her cause. The humans who survived and joined Bhakti (Rhen, Antoni, and Caidan) make up the core leadership of the New Enlightenment, which is the cult directly opposing the protagonists in Bird & Fish. This is making a very, VERY long story short of course.
The excerpt you read shows the aftermath of their escape from the Project Bloom facility. Those who were in the inner part of the lab, well, the excerpt doesn't show them... but the ones who managed to get close to the exit succumbed to "contamination" (which is a nice way of saying that a parasitic sentience beyond our comprehension made all of those people "hosts" for incubation). We don't get to see this from Seung's perspective because she doesn't know, but from an autopsy described earlier in the book, the reader knows that everyone in that hallway was violently eaten from the inside out by very gross, fleshy worms.
The New Enlightenment has since taken up residence in Darkside (the part of Lower London where no light touches) and paints itself as a haven for wayward souls. Castoffs of society, orphaned children, etc. are recruited to join their ranks-- given food, water, and shelter in exchange for their loyalty and adherence to certain principles. The body is a prison. The mind is a snare. Abandon and oblivion are the ideal, and also the future that the New Enlightenment seeks to achieve. The Dyd, the only true God that ever lived, is apparently waiting for them to become "worthy of its womb." To this end, they are guided by a book of prophecy, penned in blood by a man named Bhaduri (a former Schmidt & Foster scientist) and kept close by Lavanya.
This book of prophecy just happens to be absolutely correct about most things (including the damn Dyd) giving followers extra reason to be dogmatic.
What is their master plan, exactly? That's where the spoilers start, so I'll stop here. <3 Thank you for the ask! This was really fun to throw down somewhere.
