If the writers strike continues to go on for a while, do you think this is opening the door for an influx of content from other countries? Who do you think stands to benefit the most from this? Is there a world where BL could benefit?
WHAT an interesting question.
I hadn't really thought about it, but maybe?
I feel like Netflix and Prime already tried Kdramas and then gave up (they focus only on genre specific ones that they think with sink with their audience now). It would be Kdramas, nothing else has high enough production values except Japan and Japanese IP is too complicated and their content all over the place for most American services to bother trying.
To be smart, someone like Hallmark or Lifetime should jump on the Kdrama romance back catalogue, but I think they are (probably rightly) scared that captions are too much for the general middle America audience.
To be really smart MTV would have adopted Kpop survival shows at the outset... but the music/reality tv channels are not what they once were, to say the least.
In the end? I don't think it will have much of an impact on BL distribution. Since BL's dominant providers (Thailand and Korea) have language working against them, and Thailand has (by US standards) unforgivable production quality issues, or non exclusive IP (YouTube).
To be frank? There isn't a big enough audience.
If politics weren't the way they are (and IP issues) I'd put my money on Cdramas. Same romance market, very conservative het-washed feel (which middle 'merica loves), pretty pretty visuals and production, plus a HUGE existing language base? (Chinese is the third most spoken language in the United States. 3.5 million households speak Mandarin or Cantonese at home in the U.S.)
But... politics.

On the topic of remembering fondly upon tv channels…
Segments and bumpers! Using Cartoon Network as an example…
CN’s What a Cartoon! segment gave up and coming animators a chance to show shorts and pilots!! Back when you could actually pitch these to channels and people could ACTUALLY get a chance to see them on the segment.
EVERYONE remembers the beauty of the old CN bumpers! You know the one with Samurai Jack doing laundry with Johnny Bravo? I bet that unlocked a childhood memory. We’ll never get those CN City bumpers again.
HOLIDAY segments! Those compilations of “the Halloween episode” or “the Christmas episode” of each show. I remember CN having a Halloween livestream last year with FULL episodes of Foster’s, triple E, Billy and Mandy, KND, PPG, and Dexter’s and it was just fall heaven! (Another good example is Disney Channel’s Halloween special that played Hocus Pocus, Halloweentown, Halloweentown 2, Halloweentown 3, Twitches, Twitches Too, and all of those nostalgia trips.)
Hell, sometimes CN aired Ratatoing-quality movies. I’m talking diamonds in the rough that you only remember the ending of and you’re almost certain was just a dream or hallucination. Modern streaming services would never bother to license those!

And if we want to get EVEN DEEPER. The true essence of capitalism was on full force between these channels. Would you watch the Disney Channel Halloween special or Cartoon Network’s Halloween special? This decision MATTERED because all of the ads belonged to that single channel. This kept them all creating actually creative content, and being creative with a low budget counts as creative content. I wouldn’t be surprised if that’s the sole reason we got Halloweentown 2 and 3. Or even Halloweentown at all!
CROSSOVERS would not have happened had channels owned a handful of shows themselves! These and original movies!
