Hmm… I think it takes place in 2014
Follow my logic, Nene once went back in time, to the festival where Hanako is a child.
There's a poster there that says it's 1964, and Nene says she went back fifty years.

As for how long it's been since they met, I have a guess
Nene and the other students are wearing summer/spring clothes. Considering that Nene picked some vegetables to give to Teru, and that the flowers were in bloom, it means that they were in spring.

In Japan, spring happens between March, April and May, considering that the Japanese school year starts in April and Nene said that she had confessed to a boy a month ago, it is possible that she invoked Hanako in May.
When Nene meets Hanako in festival with Kou, they are in the month of July, because tanabata festivals take place in July (summer in Japan).

Known as bunkasai, school festivals take place in autumn (in Japan autumn occurs in the months September, October, November) Nene confirms that she is in the second semester of school.

| 06 | Detective Ran’s in the place
Another day, Ran being the symbol of the loving and perfect big brother, according to him and some of his victims anyway, he thought to himself that under no circumstances would he let his little brother miss the annual festival of his school. It is therefore with this resolution in mind that he decided to start a serious discussion with the youngest.
- Rindou. He began in a coldness as they dined.
- yes ? Answered the two-tone, surprised at his brother's attitude.
- I heard it was going to be your high school cultural festival soon.
- Yes... He continued to nod, not understanding about what his brother want to talk.
- As you know, I stopped going to high school for a while, but as a responsible big brother I refuse that you miss the joys of Bunkasai, so I ask you; what is your class planning to do this year?
Faced with his brother's question, the youngest could only try to tell him a lie, refusing at all costs to tell him what his class had planned. But being used to the character of the younger, or at least this time, Ran understood that it was only a lie and did not insist, thinking that he would get the answer from himself. Then began a multitude of adventures for the great Haitani who was just looking for an answer to his question.
His first adventure aimed for something simple, it was just to ask a classmate of Rindou what they wanted to do. However, the mission was more complicated than he would have imagined. Indeed, as soon as he approached a comrade of his class, this one fled as quickly as possible, one had even empty his pockets while begging not to be killed. Although he was proud to see the reaction people had when they saw him, he just wanted to ask his question.
Attempt one: Failed.
His second attempt was more sophisticated than the previous one, he had to steal his brother's phone so he could look for answers on it, because yes, he now had several questions to support the first one, he wanted to know why Rindou had refused to tell him when he had asked so nicely. It was because of this that Ran found himself in a compromising position, between life and death as he thought, in his brother's room.
To understand we have to come back a few moments earlier, his first idea had been to take him when he was in the shower but following an old adventure, Rindou now always locked the bathroom door. And since he always had his phone with him, Ran had to take it when he was asleep.
Having previously heard a noise in the living room, he had been surprised to see Rindou asleep in his bed so much that he stumbled on the carpet surrounding the bed and, to make matters worse, his hand had grazed a cup placed next to it. Unable to put his hand on the resting space because Rindou would feel his presence he caught himself with one hand on the ground and bent to catch the object threatening to fall with the other.
That's why he was in balance, avoiding falling, but above all, avoiding waking up Rindou. He glanced around the room to see where the phone in question was, but seeing it right next to his brother's head, he preferred to try to withdraw, Rindou would have felt his touch if he was too close.
Attempt two: Failed.
Ran despaired, he moped over his fate, he who just wanted to know about his little brother's activity, wasn't this an act of brotherly benevolence? Was he punished for his bad deeds? Lamenting for a few days but differently from usual, Rindou put the subject on the table.
- Why do you cry since a week ?
- I just wanted to be a good big brother...
In front of the sad pout of the oldest, the youngest understood that there was a problem, would it be his turn to be the big brother? Although sometimes we wondered which of the two was the oldest... So he asked his question more calmly.
- If you insist so much... Actually, I wanted to know what your class was going to do for this year's cultural festival.
- Were you still on it? Got carried away the two-tone, who was worried about his brother when there was nothing.
- But it's normal to worry about my brother, it's my role and I'll see to it.
- It's your role when you want you mean.
- Please Rindooouuuuuu... Begged his brother, lowering himself.
The young Haitani openly judged his brother, was it really this crying child who put himself at his feet who ruled Roppongi?
- I won't tell you. He finished before going to his room, leaving the baby Haitani behind him.
- I will find ! Don't underestimate me! Me Ran Haitani will have my answer!

Snart skjer det! I helgen holdes den største hendelsen på VGS i Japan, nemlig Bunkasai/文化祭 - direkte oversatt kulturfestivalen. Det er som en mye større versjon av Haukåsmarkedet fra barneskolen, og det går rykter om at den éne klassen skal ha spøkelseshus. 👻🏚️

Do you think the soul reaper academy followed boarding school traditions like school dances? Also possibly could the captains have chaperones at these dances?
Given that the goal of the Shinigami Academy is to train shinigami for the Gotei 13, Onmitsukidou, and Kidou Corps, I think it’s unlikely that they have any kind of fun, coming-of-age, school traditions. It’s probably more of a professional school, and there probably isn’t all that much interest in things like chaperoned school dances, since all the attendees are practically already (functionally) adults. However, there are probably a couple of things that operate more like a “regular” school that we would recognize.
If shoujo anime is any indication, youth wouldn’t be complete without at least an episode on the Class Trip. The same goes for shinigami students. Advanced classes get to do cool things like go to the Living World (akin to going to Hawaii). Maybe other classes take domestic trips, like visiting the archives at the Kuchiki manor or maybe having a pottery weekend at Ugendou (these very trips tend to be boring and no one actually enjoys them).
However, if there’s one time-honored tradition that the Shinigami Academy holds onto, it’s the bunkasai (culture festival). But, it has a propagandistic spin on it, because well, this is a military school.

Unohana Shen Yun: Is Shen Yun a meme outside of the Asian American community? I don't know, but making this poster felt very necessary.
Hanbantai Players poster: I had to take this opportunity to bring back the Hanbantai Players, AKA the Half Division, the Gotei 13's finest division, the shinigami troubadours who entertain while also affirming the Soul Society world order (and the expected roles of souls and shinigami). There's a representative from every division, chosen via surprisingly competitive auditions.
The plays themselves are more "local Renaissance Faire" than Broadway, but the true talent of the Hanbantai Players lies in the fact that they act as histrionic chameleons, bringing in the local flavor of wherever they are performing to make their nationalist message feel as organic and "native" to the place as possible.
For example, this poster was made specifically for their Junrinan show, which integrates into Junrinan's extant puppet festival. (Not all Hanbantai shows are puppet shows.) The bronzy background elements reflect a map of Junrinan, with mountains and valleys (山, 谷) in the top left, then a river (川) flowing to a pond (池) through woods/forest (林, 森) before transitioning into a space for souls (魂魄) and, importantly (and in boldface), shinigami (死神).
The Hanbantai's Academy shows all open with the pledge (see below), and tend to be allegorical morality plays about why serving as a shinigami is important–but conveyed through hijinks. One of the playwrights did pitch a scene from a play about the Quincy Genocide, but to date it's never been performed, and the full play has never been ordered.
During the bunkasai, there's probably also some kind of horrible Rukongai World’s Faire type deal that describes the "culture of Rukongai" but it’s very colonial and also just generalizes the entirety of Rukongai to either being the 1st or the 80th (in one particular sector). Imagine visiting an “Inuzuri cafe” in lieu of a maid cafe, where the only drink you can get is water and also you have to fight for it.
Shinigami Oath: If you grew up in the US during a certain time period or were ever a member of any Scouting organization, you’re familiar with reciting a pledge/oath/promise at the start of every meeting. The Academy operates in a similar way. At the beginning of each day, all the students have to line up and recite the Shinigami Oath in front of the flag, and pledge their commitment to the cause. It’s something every shinigami can recite in their sleep, which makes it all the more insulting when Aizen insinuates Soi Fon doesn’t know it. The Academy might not teach much, but it certainly knows how to indoctrinate.

The school festival—bunkasai—is probably the day we are excited about. Classes are preparing the most creative stands ever (Maid Cafe? Haunted house?). Even in some schools, they make it a bigger deal by judging these stands into an inter-class competition.
But one of the best things about festivals is how the entire school teams up to present one hell of a festival. And don’t forget about inviting your friends from other schools. Festival is where everyone meets regardless of their differences and actually having a good time.
We know that Digimon consists of multiple universes, and back by popular demand, we present you the Crossover Day! Let’s gather all the Digimons and all the DigiDestineds, be it from the anime or the games. Or better yet, let them meet their other fellows at other fandoms. Let your imagination run wild this day!
Note: For Adventure, we will treat each sub-universe respectively. Below are examples of what we can accept as “crossover” and whatnot:
