The collaboration between ‘Cheil Worldwide’ and the ‘Korean National Police Agency’, the 'Knock Knock’ campaign, raises the question: What ingenious idea led to its triumphant success?

In the past 8 years, domestic violence in Korea has surged by 718%. According to police statistics, reported cases of domestic violence totaled 245,064 in 2019, 221,824 in 2020, and 218,669 in 2021. Experts attribute this increase to the extended periods victims and perpetrators spend together due to social distancing and lockdown measures, making reporting even more challenging.

Designed with this challenging context in mind, 'Knock Knock' addresses situations where victims of domestic violence, child abuse, or dating violence find it difficult to directly report to 112 when sharing the same space with the perpetrator.

The campaign introduces an emergency phone system that enables victims to silently alert police about their danger, allowing them to dial 112 on their mobile phones, 'knock knock' just twice knock any number afterward. This action signals the police, who then send a link to the caller's mobile phone for real-time video transmission, location verification, and secure chat functions, facilitating optimal immediate response.

To implement this, over 4,800 emergency hotline counselors from the National Police underwent training to recognize crises solely by the 'Knock Knock' sound, resulting in a significant 42% increase in reported cases of domestic violence.

The initiative not only will benefit crime victims but also serve as a valuable tool for witnesses to various crimes, such as voice phishing, assault, and drunk driving, who wish to report without exposing themselves.

The success of 'Knock Knock' at MAD STARS 2023 lies in its life-changing campaign nature, language-agnostic adaptability, and sustainability as a long-term solution beyond a single campaign.

Providing a platform for victims to report without hesitation, 'Knock Knock' is a beacon of courage in challenging circumstances.

Seongphil Hwang, CD, Cheil Worldwide & Knock Knock: The making of a Grand Prix Idea

Cheil Worldwide Korea won four Grands Prix for Knock Knock, for Korean National Police Agency.

The striking idea allows victims of domestic violence to alert the police without saying a word, by dialling 112 and tapping any number twice. Once reported to the police through Knock Knock, a link is sent to the victim to click that will immediately allow the police to identify the scene, track the victim's location, and communicate with the victim undetected by the abuser.

Seongphil Hwang, creative director, Cheil Worldwide, tells the story behind the campaign that has been winning awards at all the major international advertising festivals this year. He also shares his view of what makes advertising great and the challenges that make it difficult.

Where did the idea for Knock Knock come from?

Seongphil Hwang: I am very interested in social matters. There was national news about a woman who was rescued from domestic violence by calling the police while pretending to be ordering food. However, not all victims can do this, and there is a chance that the police will not notice it. So, we wanted to develop a police emergency call system that any citizen can reach out to, and any police officer can sense. The idea then came from Morse code.

What were the challenges involved in bringing the idea to fruition?

Seongphil Hwang: I’m sure it is the same in all parts of the world, but it is not easy to work with a government agency. Especially in our case, it involved the police’s emergency reporting system, which is directly connected to citizens’ lives and safety, so the work carried heavy responsibility. We had to consult with many related departments to convince them of our idea and go through endless persuasion to introduce the new reporting method.

We kept knocking on the door, and the door opened eventually. The campaign spread out nationwide as the government aired the campaign film on about a thousand outdoor media of government offices. Finally, the effectiveness and usefulness of A Silent Emergency Call – Knock Knock were appreciated and the idea was elevated to become an official emergency call system in Korea.

Could Knock Knock have a global application?

Seongphil Hwang: I do not know exactly how the police system is organised in other countries, but I believe it is quite applicable if basic technology exists and the police have the will. What is most important is the strong will of people in administration services to adopt new ideas to make a better society. Luckily, the Korean police were ready to accept the new change. I believe Knock Knock will be quite applicable to police in other countries once they verify its effectiveness.

What do you think are the elements of great creative (what makes ad creativity great)?

Seongphil Hwang: The elements of great creativity can be narrowed down to three – Problem, Unexpectedness, and Inspiration.

Problem finding and accurate definition of a problem make a good campaign. Sighting a problem, defining that problem precisely, and organizing often mixed problems more simply is the first element that makes a great creative.

The second element is solving the problem unexpectedly. People take no interest in obvious stories. When problems of brands or society are solved in an unforeseen way, people respond, and that creativity is long remembered.

The last element is influencing people and inspiring our industry. Great creativity has to have an impact on changing people’s thoughts. When thoughts change, behaviors change. When behaviors change, the world can change.

What are the greatest challenges in advertising in Korea right now?

Seongphil Hwang: Technological development changed the media environment, and the evolution of digital technology changed people’s communication structure, bringing fundamental changes in marketing and advertising creativity.

As technology in various fields transcends boundaries and blends, brings about a ‘media convergence’ environment. Because of the acceleration in digital technology, the boundaries between media are blurring. Consumers surrounded by the media environment are now able to share various information at any time, but mere exposure to information repeated through various channels has caused consumers to avoid ads.

Because of these changes, now advertising needs to pass the limits of media’s time and space and adopt to the changing marketing paradigm through media creative that finds new consumer touchpoints.

'Knock Knock'
