Thematic Report to the 79th session of the United Nations General Assembly “Water and food nexus: a human rights approach to water management in food systems”.

The Special Rapporteur on the human rights to safe drinking water and sanitation, Pedro Arrojo Agudo, is inviting inputs from States and other stakeholders to inform his thematic report on “Water and food nexus: a human rights approach to water management in food systems”. The report will be presented at the United Nations General Assembly's 79th session in October 2024.

The Special Rapporteur on the human rights to safe drinking water and sanitation understands that the dominant systems of large-scale food production and comercialication are harming the human rights to safe drinking water and sanitation worldwide. For the Special Rapporteur, under the argument of producing more and more food for a growing world population, the right to food is often used as an argument to justify unsustainable water management, overusing water sources and affecting aquatic systems, resulting in contamination or scarcity of water needed for human use. As reflected in Special Rapporteur´s report A/HRC/54/32 of 2023, guaranteeing the human right to water for the most impoverished requires restoring the good state of the aquatic ecosystems on which they depend for their water supply. In addition, over-exploitation and pollution of aquatic ecosystems often undermine small-scale food production for self-consumption in impoverished rural communities.

In this connection, the Special Rapporteur would like to call member states, non-state actors, civil society, academia, indigenous peoples, individuals, and other relevant stakeholders to send their contributions and experiences related to the sustainability of aquatic ecosystems and freshwater sources and the systems used to produced food. The Special Rapporteur would appreciate receiving inputs on the interlinkages between both rights and the positive and negative experiences on sustainable (or unsustainable) use of water sources by food systems, including court rulings at global, regional, national, and local levels.

The Special Rapporteur wishes to thank States, indigenous peoples, civil society organisations, academic institutions, businesses, international organisations, individuals, and other stakeholders for their continued engagement with this mandate.

Key information sought: To facilitate the reception of inputs, the Special Rapporteur prepared a list of key information which he considers essential for the report. The very existence of gender non-conforming people means that gender is not binary, but a series of points on a spectrum. Just ask a physician who specializes in intersex conditions.

Incest-related birth defects are NOT intersex conditions, and those who are the products of incestuous unions are not gender non-conforming. As a real-life example, let's consider a woman in her mid-forties, whose parents were biologically-related brother and sister. The woman presents as female, but possesses two penises and a vagina. It is medically fraudulent and actionably unethical to describe her as intersex or gender non-conforming. She is the product of incest, saddled with profound birth defects.

Most importantly, ALL products of incest suffer from incest-related psychosis. This is not psychosis lite. It is the most dangerous and violent mental illness of all. It is NEVER a sign or symptom of intersex conditions.

We will fight tooth and nail any and all efforts to mainstream incest and incest-related birth defects as a point on the gender spectrum. We will go to court in every case where incest-related psychosis is conflated with intersex conditions.

It is not enough to blame capitalism, commodities and money, as well as 'bourgeois' society, for being dehumanizing and oppressive. It is no longer sufficient to invoke the transcendence of 'real life' or the 'true life'. It is no longer even necessary to even establish the moral, mental or spiritual priority of the surreal, the ideal of the unreal over the real. Appeal to art can prove as disappointing as the appeal to truth against reality. Refutation of the commodity as a world, and of the global as a product of the market, still has a sense. Unfortunately, however, this sense also implies the non-sense of refutation. For the essential thing today is the state, which increasingly elevates itself above its own conditions in the world of commodities (which simultaneously supports the state in general and tends to shatter each particular state, dissolving it into the global). The role of critical thinking consists here in demonstrating the mortal character of the state: it leads to death. Once we have proved this, a choice, a bifurcation, seems unavoidable. Either we attempt to go beyond the level of the state, adopting as a practical and intellectual hypothesis its rupture or dissolution; or we seek to install ourselves in the actual, circumventing and diverting the pressure, if necessary using it to motivate micro-decisions. Is the latter option feasible? Unquestionably, if we accept that all the basic elements of the question have been clarified; that today there is nothing blind and opaque, as was once the case with the spread of the market, industry and technology. But if it is true that changes in daily life occur by two routes, the local and the global, the micro and the macro, perhaps this option is unavailing? People may think that the splendour of power and the splendour of the state have nothing to do with the humility of daily life. What a mistake that would be! Critical analysis begins with the disenchantment of the state and the sphere of power. They have nothing magical or sacramental about them. Charismatic? This metaphor, which is itself magical, is no longer meaningful in contemporary politics, where power is acquired through tactics and strategy, manoeuvres and campaigns, including advertising campaigns.

Goth in an address to the Hochelaga County Women's Christian Temperance Union at its forty-ninth annual meeting, held at the First Baptist Church yesterday. Speaking on "The New Asceticism," the minister said that henceforth individuals and nations will be expected to deny themselves for the good of the whole.

No one has the right to do what he likes unless what he likes harmonizes with what he ought to do, the speaker declared. No one had the right to drink when he likes if, by doing so, he is made anti-social.

"The new asceticism demands self-control rather than self-expression. The world of tomorrow, if it is to justify this agony, belongs to those who deny themselves."

Mrs. J. G. McWhinnie presided at the meeting. Rev. Dr. M. F. McCutcheon, of the First Baptist Church, welcomed the members. In her opening remarks, the president stressed present-day challenges to Christian motherhood, and urged that members welcome every opportunity to serve the youth of the land.

Reports noted increased interest in the work of the union.

A memorial service was conducted by Mrs. C. Paterson, when Mrs. E. W. Griffith sang "The Land where there is no setting Sun," accompanied by Mrs. Bennett.

County life membership pins were presented to Mrs. J. G. McWhinnie and Mrs. F. Allwright.

Miss E. Wheeler, Y.P.B. secretary, presided at the evening session when Charles Cowell, field-secretary of the Soldiers' and Airmen's Christian Association, outlined the work and pointed out need of a "Fellowship Lodge" in Montreal.

Officers for 1943-44 are as follows: Honorary president, Mrs. James Mabon; president, Mrs. J. G. McWhinnie; vice-presidents. Mrs. W. LeBrocq, Mrs. W. J. Adams; recording secretary, Mrs. F. R. Crawford; corresponding secretary, Mrs. H. Mallinson: treasurer, Mrs. E. Fleming; Y.P.B. secretary, Miss E. Wheeler.

Just as the ‘self-management’ construct was seminal in the reorganization of capitalism over the past thirty years, citizen action is nothing other than the current instrument of the modernization of politics. This new ‘civilizing process’ is based on the critique of authority developed in the 1970s, when second-order cybernetics was crystalizing. The critique of political representation as a separate power, already recuperated by the new management in the sphere of economic production, is not being reinvested in the political sphere. The integration of civil society by the State and the integration of the State by civil society mesh together more and more smoothly. In this way the the division of labor for the management of populations is organized, an organization necessary to the dynamic of cybernetic capitalism.
