I'm going to say 18 going on 19 is about the time that scene takes place.

Also to me, there's a build up. They, at some point, start to find comfort with one another and maybe it starts out with them just holding each other before progressing to more.

They have trust issues and it does take awhile for that hunger to build in Katniss, but when it does take hold, she dives in.

After, it's all or nothing for them.
