Marvel launched The Incredible Hulk with cover date of May, 1962. The first issue created the origin of the Hulk as well as introduced Bruce Banner/The Hulk, Betty Ross, General Thaddeus "Thunderbolt" Ross, Rick Jones, the Gargoyle, and Igor Drenkov. They were created by Stan Lee and Jack Kirby. While the Hulk took on his trademark green hue starting in issue 2, he was grey in the first issue. Probably the muse where Mother's Day hits the hardest is Red Hulk. It reminds him of his wife Karen, who he loved very, very much (as well as his aunt who was a second mother to him. He found her dead in her kitchen and the event left deep scars.)

Ross goes to visit Karen, leaving her a fresh bouquet of her favorite flowers, and just talking to her. Even after decades....he still grieves his wife.

*blinkblink* ...the counterterrorism bill permitting expanded surveillance of civilians and imposing harsher penalties for committing acts of terrorism? I'm not sure I understand how that applies. Sometimes people just write things, I swear.

What you're looking for is the Defense Production Act, a Cold War-era bill that allows the government to order private corporations to manufacture particular products in times of crisis. The bill entered public knowledge due to the COVID-19 pandemic, as both Trump and Biden have used the DPA to mass-produce PPE.

When Ross tells Pepper that the government's ordering Stark Industries to mass-produce Liberator drones for war with Wakanda, he's invoking the Defense Production Act. Not the PATRIOT Act.

Of course, Ross can't do that. Only the President can invoke the Defense Production Act. And also it doesn't technically involve seizing of assets. It's a stern order given to the company, with penalties imposed for violating it.

But Ross doesn't even understand posse comitatus so we can't really expect him to know how the Defense Production Act works, I suppose.

While The MCU may retcon the origin of the name “Thunderbolts” now that General Ross has been recast with Harrison Ford, the team was actually NOT named after him.

Citizen V (aka Baron Zemo in disguise) coined the team name to have subtly WW2 fascist undertones. Here’s the panel where he explains:

General Ross wasn’t involved with the team until years later.

Considering Valentina’s inclusion in the film, and her comic history as Madame Hydra, I think we may still learn the team was named with a secretly fascist intent.

My personal theory is that the gotcha moment in the upcoming film is when the members find out they have all been unwittingly recruited by Hydra and not a shadowy US operation.

Which would be great for Bucky’s arc, because we have never seen him confront the organization that tortured and manipulated him for nearly a century. It would be very satisfying to see him take down a bunch of Hydra villains as payback.
