Does this feel messy? Absolutely! Innovation is always messy, with a continuous churn of experimentation and failures. If you have adopted a culture of experiment /fail-fast it may appear that individual parts of the system are failing; however, the entire system as a whole begins to get healthier with time.
There will be trade offs, a good leader will always listen and be willing to update their preconceived notions when presented with evidence. An active feedback loop is important.
