A new Manhattan nightclub, the Carnival, is thronged with patrons, February 22, 1945. The new club opened as nightclub owners began to organize a protest against War Mobilization Director James F. Byrnes's request for a midnight curfew on such venues. They were unsuccessful, but the war in Europe ended two months later.

“Curb Urged on Juvenile Crime,” Montreal Star. March 25, 1942. Page 3. ---- Dr. Silverman Suggest Greater Opportunity for Youth in War Effort ---- M.H.I MEETING HELD ---- Establishment of youth service squads and junior defence league, as well as extension of cadet corps, Is urged by Dr. Baruch Silverman, director of the Montreal Hygiene Institute, to help curb growing juvenile delinquency in the city.

Dr. Silverman made this suggestion at the annual meeting of the institute yesterday afternoon in Moyse Hall, McGill University, where W. Forbes Angus was relected president for the 18th consecutive year. Dr. C. M. Hincks, general director of the Nation Committee for Mental Hygiene spoke on “Mental Hygiene and Social Welfare In Wartime." 

Dr. Silverman in his report as director, stated that approximately 20 per cent of all the new cases dealt with at the institute in the under review belonged to the juvenile delinquency group of cases resources of the institute were strained to meet the demand for examination of delinquents and he foresaw the need for "some special psychiatric service as part of the Juvenile Court organization."

DISCUSSES PROBLEM Discussing the juvenile delinquency problem, he pointed out: 

"In times like these which demand a more active aggressive attitude on the part of everyone, there is sufficient outlet in the various war activities for many adults who would otherwise become seriously disabled mentally. In contrast with this, however, it is noted that the older child and adolescent who have also experienced an accentuation of his aggressive tendencies does not have sufficient opportunity for releasing his energies into socially acceptable channels. Consequently, we find ourselves confronted with on alarming increase in juvenile delinquency which cannot be curbed completely by curfew law overflowing reform schools and other repressive measures. 

"A much more adequate approach to this problem would appear to be to develop a more understanding attitude toward these young people rather than the vindictive one which so many of us have at the present time; to appreciate the significance of the emotional problems which motivate their conduct; to enlist more completely the co-operation of school teachers, club leaders, and others who can assume the role of substitute parents in order to maintain the continuity of parental discipline; to develop in older children a greater feeling of participation in the war effort; to recognise the present unusual needs for self expression which the adolescent has and to harness this energy by directing It largely into various civilian auxiliary war activities. 

SHOULD FOLLOW BRITAIN "In this regard, we would be well advised to follow Great Britain by organizing more youth services such as the Service Cadets, Junior Civil Defence Leagues, the Youth Service Squads and other such groups which are proving so helpful in coping with this problem in Great Britain." 

Dr. Hincks stated that juvenile delinquency had increased by 30 per cent since the outbreak of the war in England where, he added, vigorous steps were being taken to harness the energy of youth. 

He urged Canadian universities to set up facilities for the training of wartime nursery workers and that that these institutions receive Federal subsidies for this purpose. “We need more and more women in industry," he said, “and to do so we must make provision for the core of their children in properly supervised centres."

British children are the best fed in the world, he declared, adding that despite the amount of food here, there is widespread under-nutrition in Canada. The problem has been met in Britain, he said, through the provision of Government-subsidized midday meals and other far-seeing dietary provisions. 

Dr. A. S. Lamb presented the financial report showing that a plus of $369 had been returned surplus of $369 had been to Financial Federation.
