is there any historical precedent for a complete fusion of a state's administration and its military? like, down to military ranks and administrative positions being the same
For a modern military with ranks, you'd probably be looking at military-administered territories, but those are usually temporary affairs and usually have a separation. You might want to look at Akrotelia and Dhekelia on Cyprus or the former administrative zones in Japan and Germany following the Second World War. Otherwise, you're looking at permanent martial law, but most countries that do that are dictators who rule mostly according to personal dictate. Otherwise, the Roman Republic made military service mandatory and the cursus honorum required levels of military service to qualify for the election, so that would be a stratocracy that might fit your criteria, but you didn't have centurions or cohort leaders automatically taking civil service roles.

Prompted by this post and the related interview, reason 15467352 why I think Dave Felony isn’t up to the task of writing live action Star Wars.
I was going to harp about how this proves Filoni hasn’t read the books but this interview is from before the canon trilogies were out so touché on that. And yet this just proves to me why Filoni isn’t the guy for the job of writing Thrawn. Or any live action imperials for that matter.
I’ll start by saying that one thing I will concede is that the notion of the Imperial military being plagued by incompetent officers is not entirely unrealistic. Given that it’s a stratocracy, you can expect to find people who used politics to climb the ranks rather than actual military competence - it’s a kind of French Revolution situation kind of thing. Historically it’s been known to happen in our world.
Combine that with the fact that the Empire is racist, elitist and (kind of) sexist as all hell and you have a limited pool of people to pick from when filling its ranks, pushing some genuine talent to the fringes or excluding it altogether.
The thing I’m entirely tired of seeing though is the implication that it’s the majority of Imperial leadership that’s like this and by this I mean incompetent. The overwhelming majority at that. But more on the Empire’s moronicity later, let’s talk about Thrawn.
“He’s not ambitious in the way where he needs to see himself promoted, or a governor one day. He purely wants to dissect them; that’s what he enjoys!” This. This grinds my gears so much. For starters it proves that Filoni sees Thrawn as this ‘quirky baddie’ where Zahn treats him as an actual person. There’s something almost condescending in taking a neurodivergent coded character and being like ‘aww, look at them, they’re so happy doing their little thing they don’t have any other goals and ambitions whatsoever :)’.
To get things straight, Thrawn has always been annoyed by the limitations placed on him by an inferior rank. You could argue it’s for the simple reason that a higher rank gives him more freedom to act and pursue his goals but that’s just what that is, a simplification.
And that’s where Filoni’s problem lies:
Filoni is good at writing cartoons. And before people raise their pitchforks, I don’t mean this in a negative way. Writing cartoons forces you to squish complex ideas into a digestible format, the genre needs simplification and caricature to work and doing that well is a talent all by itself.
You’re meant to put in some extra effort to suspend your disbelief in order to enjoy the deeper complexities of the story. Where that stops working though is when you step out of the genre and move into live action and our good buddy Dave doesn’t seem to realize that.
It may admittedly sound like I’m being unnecessarily harsh on him and I probably am but I do realize the guy is just doing what he does best. I doubt he has any real beef with neurodivergents or has no actual clue that militaries need a base level of competence in order to function and thrive.
Neither is he the only one guilty of implying the Empire’s competent staff can be counted on the fingers of one hand. “It’s just so different for them to have a bad guy that’s, you know, actually smart with how he uses the Imperial war machine!” Okay, Dave. Sure Dave. “[…] with the exception of Tarkin – Tarkin’s strategically intelligent” Oh so there’s two of them! (okay okay, I’ll stop here)
My point is, you can’t get away with making the antagonists so stupid in a realistic setting. I recently saw someone compare Kenobi and Andor in terms of portraying your antagonists correctly and I have to agree that Andor is the only star wars live action media in recent memory that gets it right. (Though even Andor is guilty of injecting some stupid into its plot in order to enable implausible events to happen. I’m looking at you, Maarva’s speech.)
Because the thing is, the more bumbling and idiotic you make your antagonists, the more it detracts from the efforts and skills of your protagonists when defeating them. The Empire is sprawling and all powerful, so much so that it takes several force users pulling deus ex machinas out of their ass to bring it down. In conjunction with the extreme dedicated efforts of the Rebellion mind you.
It took a timely coincidence of hubris, political corruption and flawed strategy working together to allow it to happen. Give me media that explores why the Empire endured for so long, the mechanisms in place that made ordinary people turn into cogs of the machine, the selective process behind constructing an absolutely ruthless, dangerous leadership, media that looks at how these same conditions can come about in our world rather than the unrealistic explanation of ‘people bad because bad’.
Zahn, Gilroy, Luceno and many others are examples of writers that do this justice. Pass the baton on to Filoni and you end up with an antagonist who’s smart as an exception because ‘he’s just so quirky’ while still bearing all the hallmarks of a cartoon villain, the ominous gloating speeches and sadistic behaviour and whatnot.
I’d be hella remiss to say it hasn’t left its mark on the fandom either. The amount of times I’ve seen characters like Tarkin, Krennic, Palpatine, etc. be moronified (while Thrawn inevitably gets his victim treatment) while completely ignoring the fact that defeating them was no small feat and their having weaknesses to exploit isn’t something that detracts from just how dangerous and scary these motherfuckers were.
The Clone Wars was a good show. Rebels was a good show. But by god is Filoni bad at transferring his skills to live action and no one can convince me that Thrawn isn’t the best example of that.

so it's uh been awhile. you might wanna click for clarity, especially for the kitty cat on the right. everyone here except Chromedome is a size null!
Grandus has been a champion of various martial arts since long before the Stratocracy was ever founded, with grace belied by his size null bulk. his particular specialty is a type of wrestling originating from his home planet Caminus, but he's lived on Cybertron a long time, working with Yoketron to teach and record martial arts as much as he can. under the current regime that looks down on such "violence", preserving this information is pretty important. when Yoketron decided to chip in as a benefactor for the JAAT, Grandus himself actually took a teaching position in physical education. the self-knowledge and body confidence he passes on to his students is unexpectedly engaging, almost enough to get some of them to stop gossiping about whatever relationship he may or may not have with pop star Rosanna.
whether or not his students were sports fans before, Eject is going to make sure they leave his class with a new appreciation for the glorious art of physical competition. an unmatched master of sports history and science, he can tell you the play-by-play of every Cube match in the past fifty million years without looking anything up, just as much of a terrifying information sponge as his twin, and equally terrifying on the field despite his extremely small datacube frame. given the cultural importance and how there's a sport for every function, he's actually got quite a bit of teaching material to cover even for the less active students. while he does have a Conjunx, he's not exactly in love with Chromedome like Rewind is, only married to him because of the way twin sparks work. they get along well enough, but he and Rewind have agreed that should they ever pick up an Amica, it'll be somebody Eject adores himself.
Chromedome is honestly a little confused as to how he wound up here in the first place. before, he was a psychiatric recordkeeper and ethical inspector. then his Conjunx Rewind got it into his head that he'd be just the perfect candidate to help out that new school Jhiaxus was trying to open, and Chromedome abruptly found himself a teacher of psychiatry. it's quite the change of pace, and honestly much less depressing to talk with a bunch of bright younglings than pore over yet another case file of horrific medical malpractice. he's an average size 2 car, but that's more than tall enough to pick up both his Conjunces with ease, if the two of them ever stood still long enough to nab.
he may not be JAAT faculty, but Rewind is ever-present anyway. both to check in on his twin and Conjunx or friends like Blaster, and also to get the freshest scoop on all the juicy stories this school spawns constantly! he may be tiny, but he is The star reporter of Iacon--no, Cybertron! nothing can stand in the way of getting that snippet, that quote, that blurry video, that first hand experience broadcasted to the world, even when his support staff Raindance and Grand Slam lag behind! information, he wants information! it all goes into his own alt mode storage as a datacube, making him quite the encyclopedia. the Stratocracy has tried and utterly failed to censor him, so instead they've relegated him to the function he has always excelled at, although with the way he is "accidentally" platforming the heroes and their dangerous ideals, they may be regretting letting Rewind run wild...
Roadmaster is a familiar face to many at the JAAT already, both to old friends like Thunderclash and folks she's never met. she's the host of popular nature show Quintessential Creatures, teaching viewers all about weird and wonderful wildlife. she was forged on Caminus long enough ago that her original records have been lost, but she's traveled everywhere since then, and her animal-wrangling bravery often makes people think she must be from Carcer instead. by all appearances she's slowing down now, letting her assistant Servo take on more responsibility, and this teaching position at the Academy is just perfect. she gets to affectionately nag a gaggle of fellow teachers many millions of years her junior while surreptitiously instilling revolutionary ideals and a love of nature in dozens of impressionable young minds. her walker transforms to become the cage on her enormous transport truck alt mode, most often used to haul rehabilitated mechanimals back to their natural habitats.
Meowgatron is a rusty tabkey who came up and sat on Roadmaster's clipboard one day and has been her darling pet ever since. he is, in a word, an idiot, and yet surprisingly good at finding his new favorite person Starscream to sit on and purr, no matter where he's hiding. rusty tabkeys like himself have lava lamp radiator alt modes, and many stressed students find petting his warm, blobby body very soothing. it almost makes up for his daily yowling sessions when he gets himself stuck inside a desk somehow.

Starscream was originally a scientist in training before being accused of murdering his partner due to being a cold-construction. The only reason he won his trial was due to the City State of Vos (A Stratocracy) stepping in and investigating the court for fraud. In return Starscream felt like he owed the city his life and freedom, and therefore chose to devote the rest of his life in defense of the bots of Vos. He was a relatively low ranking officer in politics and was only really known for his trial, which represents the Vosian loyalty and honor to it’s citizens, and being the representative of district B-011. That is until Tarn started The Bombing of Vos, which resulted in a power vacuum for the city state when one the buildings that had been bombed was the Central Vosian Tower where a council meeting had been taking place. This left Starscream as  only one of three officers(and the only one willing to take leadership of Vos after the other two 'vanished') left alive due to him waking up late, because of his older brother Skywarp unplugging the alarm during a tussle the night before.
This left Starscream desperately trying to pull together Vos after being dropped into a rank high above what he used to be as the new Governor and Winglord of Vos, the first to hold both titles since the early Golden Age. During this tumultuous time he also had his first meeting with Megatron who had offered a large stockpile of supplies ,weapons , and mecha to assist in rebuilding in return for Vos joining forces with the Decepticon cause. And since Vos had not had any of it’s previous allies answer it’s calls for help, Starscream was forced into accepting. He placated his nervous and paranoid processor with the knowledge that the Decepticons were fighting for the universal freedom of both cold constructs and mechs below the delta-class and would assist his people to the best of their abilities.

A huge headcanon of mine is that Levi stayed the fuck away from Paradis after the Battle of Heaven and Earth. He would have despised the Yeagerists so much. He would have been so disappointed in Historia. I can't imagine him willingly gracing them with his presence.
Levi, more than any other character, hated death and killing. He never killed where he didn't need to. He wanted a peaceful, quiet life. He never would have wanted a stratocracy.
That's why he preferred to be with Onyonkapon, Gabi, Falco, and even Yelena in the refugee camp. He would have lived in absolute luxury, with every whim catered to, as an adored war hero, if he just agreed to endorse the Yeagerists. So he noped right out of there as fast as Falco could push him.

Theres obviously rich and poor people and some form of capitalism and some kind of anarchist & punk movement (Annaki as a brand caters to said movement, pearl was in a metal band, Rockenberg's punk boots that totally arent doc martens) but like???? Note: Dr Ekrem Imamoglu explains; It seems that Mahmud had difficulty distinguishing or did not know about these two mosques. The truth is, the mosque he is referring to is the Al Qibli Mosque which is black in color. while the new Dome of As Shakrah or Dome of the Rock is golden. But it seems Mahmud probably doesn't know the name of this golden dome mosque at all. so he mistook Al Qibli for the Shakra Dome. vice versa.

In Stay AU Norway, and by extension all under Red Nation rule, is technically a stratocracy, but I think it would be funny if Tord is still treated like a monarch therefore people are like “Will RL get married to acquire an heir for the seat of the Red Leader??”
Even though Tord made it clear time and time again RA is meritocratic but everybody doesn’t believe a non-Larsin can take the RL title.
I just think it would be semi-hilarious if Tord would overhear people (civilians more likely) trying to call him a King and he cringes so hard he gets an aneurysm.

The Martian Triumvirate
The de facto world government of the Martians is constitutional stratocracy called the Triumvirate. Formed c. 1560 as a military alliance between the three most powerful reigning queens of Mars, it has since evolved into a world-spanning web of alliances and political unions with a mandate to preserve international stability.
At the apex of the Triumvirate is the Empress. She is elected by all members of the Martian military, from among the ranks of retired and serving officers. By tradition, the Empress is typically also a member of an imperial bloodline or clan, but this is not always the case. Throughout Martian history, often in times of crisis or instability, promising regular officers have been elected on promises of change.
The death of an Empress brings about a period of mourning known as an Absence. However, these are quite rare. The most recent Absence occurred in 1972, when the reigning Empress died of an apparent stomach illness. Most Empresses simply abdicate into retirement when they reach a venerable age.
Parliamentary democracy was a recent innovation for the Martians. A legislature, known as the Fellowship, developed out of necessity in the late 17th century due to political disagreements between clans. It is comprised of a variable number of elected representatives. Any clan on the planet, from the smallest clan of laborers to the dynastic landlords of cities, may hold a vote an select a representative to send to the parliamentary citadel.
Most of the actual business of government is decided upon by the High Council, with the agreement of the Empress. The High Council is a standing committee of legislators from among the wider fellowship. These councilors are elected to office in a worldwide septennial election. Many run for these coveted seats; few win. Those who do not serve on the Council instead serve as lobbyists for their respective clans, jockeying for influence.
On Mars, politics can be a cutthroat business. Many earthly scholars have noted, with some worry, the authoritarian nature of Martian government. Any prospective representative must be confirmed to office by the Empress herself. Civil service requirements mean some cannot participate. While some idealistic UN diplomats hope to encourage reform, it may be still be some time away.
