Lower gate at the Portland Japanese Garden, Portland Oregon.

Placing shimenawa on one of the garden gates is something they've been doing for New Year celebrations for some time now. By placing this on one of the gates they have effectively proclaimed everything beyond the gate to be a sacred space. And why not? The place is in essence a shrine in which it is the garden itself that evokes awe and wonder.

I was out there today. They had music and demonstrations on how to do the little decorations seen on either side of the gate. The gift shop has dragon figurines/bells for people to purchase, cards, knickknacks, bonsai tools, and many other things. And yes, I purchased a little dragonbell.

There is also a very nice Natsuki display in the main pavilion.

About all they'd need to be a Shinto Shrine are the shrine buildings, shrine goods, and a priest.

While I was there I had tea at the tea house and went on a tour. If you want to do either, make sure you have reservations. During the winter there are only two tours per day, weather permitting, and the balcony on the tea house is closed. Slots are limited and fill fast.
