Why is Padme Amidala such an underwritten character?

Because Lucas cut the final step of her arc.

In Revenge of the Sith, there’s a collection of deleted scenes, commonly referred to as “The Seeds of Rebellion.” These show Padmé meeting with Bail Organa, Mon Mothma, and various other Senators who make up the Delegation of 2,000— Senators who are opposed to the powers the Chancellor continued to amass, and the eradication of democracy within the Republic.

The scenes were cut, primarily to keep the focus on Anakin’s descent, but that also meant that Padmé got stuck as little more than Future Protagonist Incubation Unit for the majority of the film.

Across Episodes I and II, of the prequels’ trio of leads, she’s probably the most consistent in her writing and development: a politician dedicated to upholding the ideals of democracy, one who generally tried to avoid war if it could be avoided. Her moral code was generally very strong, but her breaking point was always when things were at their most desperate. She called for a vote of no confidence against Valorum because she believed it was the only way to save her occupied homeworld. She practically had to be forced off Coruscant by Palpatine “for her safety” (aka, getting her out of the way) because she didn’t want the galaxy to go to war while there was something she could do to prevent it. She only confessed her love for Anakin when she thought they were about to die. Her primary character conflict is Padmé the person at war with Amidala the public servant, and the first two movies did a decent-enough job of showing that. Had the Seeds of Rebellion subplot been kept in, she would have retained that depth for Revenge of the Sith, but alas.

Anakin turned down corridor to corridor, up and down flights of stairs and elevators before turning down more corridors. It was a surprise to many passerby’s the pure rush he was in. Anakin wasn’t sure what in him demanded this need for speed or the desperation, but he was determined to get to his destination. He need to talk to a senator. More specifically, Senator [Name].

Anakin Skywalker just got back from a mission with his former Master, Obi-wan Kenobi, when he heard news of Senator [Name] being on Coruscant for a short while. Anakin knew exactly where she would be and he set off to find her. As he turned down another corridor he thought of what he would say to her. He mind was a mess: so set on getting to his destination that it was hard to think of anything else. He thought of his intentions. The mission was not an easy one; they had run into a few bumps and edges along the way and at one point he thought it would be the end.

The mission made him remember how short life is. And how miserable life would be without [Name]. Thoughts about the mission and [Name] made him speed up, heading down the last corridor before stopping in front of Senator [Name]’s room.

Anakin raised his hand to knock, hesitating for a moment wondering if he should really do this. Should he really put his entire friendship with [Name] at stake just because he was afraid to die without truly loving her? Without being truly loved? Anakin shook his head in attempt to rid himself from his fears, he knows they only lead to darkness.

Anakin knocked on the door quickly with impatience, but not too quick as to scare the senator. Anakin waited a few beats before the door opened slowly, a small, well decorated head peaked in the crack. When recognition flooded her face, she swung the door open and jumped into his arms.

“Anakin! It’s been so long! I was hoping to see you while I was here.”[Name] smiled, and Anakin chuckled, hugging [Name] close.

“I heard you were on Coruscant and I just had to visit.” Anakin’s smile was wide and childlike.

“Well, I am very happy to see you, Anakin.”

“[Name], do you think we could go inside? I have something I need tell you.”

“Yeah, of course. Come right in.”

[Name] lead him in the room then sat on the couch, watching Anakin sit beside her. Anakin looked around the room in awe. He has seen some of the Senator’s rooms before but it never ceases to amaze him.

“What is it that you wanted to tell me?” [Name]’s head tilted to the side, a curious and gentle look in her eye.

Anakin took a deep breath, sorting through his words in his head.

“[Name], I have known you for quite a while.”

[Name] nodded, giving him a caring look as to continue.

“And we have spent a lot of time together, between me saving and protecting you,” [Name] giggled at this, playfully rolling her eyes.

“and you always being there for me to talk to. I really appreciate you. Everything you are is perfect. In all my years of knowing you, I cannot find something imperfect about you.”

“Well I’m sure you could find something-” Anakin leaned in closer, cutting her off.

With an earnest and determined look on his face, he said:

“I cannot find anything imperfect about you.”

Anakin seemed to have a habit of this, taking her breath away. Maybe it was a skill, [Name] wondered if he used this skill on others or if it was just her.

“[Name] you mean so much to me. You mean everything to me. And I want to know if I mean as much to you.”

[Name] took a deep breath, was Anakin saying what she thought he was saying. Anakin Skywalker, the Jedi Knight and hero of many battles in the clone wars, loving and cherishing her as she does him. She sat still for a moment, head racing. Anakin Skywalker was sat here confessing his love to her. And she hasn’t said anything back. [Name]’s head shot back up to Anakin’s and she started:

“Anakin, you are everything to me. From the moment I met you, you have flooded my mind. Every meeting since then has made me fall more in more in love. Everything that makes you you is everything I love with all of my heart” [Name]’s eyes were loving and her smile was gentle, all more reasons why Anakin’s heart was swelling.

Anakin’s smile grew very wide, eyes softening. ”You have no idea how happy I am that you said that.” Anakin said quickly, grabbing [Name] by the waist and pulling her in for a kiss.

A kiss that [Name] did not resist in the slightest, leaning in to deepen the kiss, [Name] brought her hands to hold the side of Anakin’s face. The kiss was soft, passionate and uncertain. Although, they both had just confessed their undying love for one another, there was always more trust to be given and more kisses to be had.

As the two separated, their eyes locked and both of their faces erupted into great big smiles and they fell into a pit of giggles. Bliss was the feeling the two would use to describe this moment. Their bliss brought them back to each other’s eyes, hands coming up to hold the other’s face.

“I love you so much.” Anakin reminded before leaning into another kiss.

[Name] softly pulled at Anakin’s hair at the back of his head, eliciting a soft gasp from Anakin which made [Name] grin into the kiss. In response, Anakin leaned forwards, guiding [Name] to lay down, their soft kissing continuing.

[Name] smiled as the two slowly separated again, both unwilling to part. The two still had gentle but firm grasps on each other, not quite ready to let the other go.

“[Name], will you be my girlfriend?” Anakin asked, smiling like he already knew the answer, still hovering over [Name].

“Hmmm, you know, I am going to have to think about that.” [Name] grinned before Anakin quickly attacked her with tickles to her side.

”I’m kidding! I’m kidding! Of course I will be your girlfriend.” Anakin smiled at this, stopping his attack.

“I love you so much, [Name].”

“I love you too, Anakin. I love you with everything I have.”

The two would have many more things to deal with the ends of wars and putting a stop to all the violence, but while they were together, they were happy. They knew as long as they had the other by their side, they could do anything.

the image i traced was found off pinterest.

you may notice dice's hair isnt exactly the classic clone look, but since i suck at drawing, this is the best i can do plus the fact that since he doesn't really care about it, it's a lil disheveled.

Coruscant headcanon

In the lower levels, there are 'Dead Zones': areas in which power is no longer able to react, be it due to rotting architecture, or defective power cores, or technology is just so far outdated that it cannot be supported anymore, or any other myriad of reasons.

These zones are extremely dark and the air is more suffocating than in other areas of the lower levels. And there's only a few closer to the upperlevels, but the farther you descend into the planet, the more there are and the more widespread these areas are.

(also if this is already a thing and I don't know feel free to inform me because I honestly don't have a deep knowledge of the overall lore of SW)
