Technically a Cult
So! Danny has been hearing through the Grapevine that a large Cult has been Summoning all the biggest Magical Creature's for some reason. Demon Lord's, Fae Kings, even a few Gods. Clockwork was summoned a little while ago, and so was Fright Knight and Pandora
And he has been patiently waiting his turn for a while. Apparently everyone they summon has gotten a really good deal from them, all in return for a few favors, sometimes a promise to not go to a specific place.
Danny really wants to strike a deal with them. He wants to ask them for a favor so he can get out of work for a few weeks, he's been planning on taking a vacation with Sam and Tuck, but the Eyeballs are being annoyingly resistant.
He feels the familiar pull of Summoning, and realizes that it's time. Awesome, time to meet this mysterious Cult!

Substitute City Ghost
Clockwork had a plan. Their young king needed to learn how to take care of people without the kind of hero like fighting he did in Amity Park. There was a lot to learn for the young halfa and his king classes could only cover so much. Thus he had found a plan that would give his king the perfect learning expirence while also helping out his recently new friend. Well not that new since his friend was quite an old ghost of their own. But he had only recently made direct contact with her.
Lady Gotham was an old and powerful ghost. Born from the beliefs of her city and strengthened by the once living and protecting it. But she was stretching herself thin. Managing her city, helping the dead find their way, looking out for the shades, and protecting the weaker entities, was already a lot of responsibilities for a city ghost. But Lady Gotham has added more to her plate, supporting those that protect her city. Mortals that she called her knights. Aiding them by controlling the shadows, guiding those that need help toward them, or the other way around, guiding her knights to those that needed help. She was strong, but even a ghost like her could grow exhausted. His friend needed rest and recharge. Surely Lady Gotham wouldn't say no if he invited her to a vacation to the Realms, and in that same invitation, he would direct his king to his new hands on training.
The bats and birds knew something was different about Gotham lately. It was strange and slightly unsettling. The change felt like it had just happened overnight. They were suspicious, wondering if they were sensing one of their rogues planning something big. Jason and Duke appeared to sense it the most.
At first, it didn't appear to be too big of a problem, but then strange things started to happen. Their rogues started tripping over, seemingly nothing. And if that wasn't enough it appeared like their rogues were a whole lot more inattentive to their surroundings. Now the Bats and birds were good at sneaking, but they had human limits. Yet there were times they snuck up on them like they weren't even seen.
Dick swore that one of the goons had stared at him and didn't see him, even though he had tried to pull the tap their shoulder and greet them before punching them act. The guy had turned around and stared at him before looking around like no one was even there until he punched the guy anyway.
And that wasn't even the weirdest part. Bullets, throwing knives or anything aimed and thrown at them never hit their marks. Not for the lag of them dodging but for the things they were sure they shouldn't have been able to react in time for. Tim espacially had pointed out that a bullet should have hit him once but it never even graced him. Yet when he checked the place after the arrest. There had been a clear bullet hole in the wall where he had been.
They weren't sure if it was a blessing or a curse. They had even tried to get a member of the Justice League Dark to look into it. But strangely enough Constantine had refused to even set foot into Gotham for once, and even insisted that the other do not either.
To say that Batman was not amused would have been a very big understatement. The man was brooding. And of course Dick had to jinx them too. The eldest bat kid had to mention that it at least wasn't getting worse.
And don't you know it. It got worse. Like weirdly alarming strangely worse.
Because, how else would you define it when you're in the middle of a briefing with your patrol partner for the night when suddenly a Lazarus Pit look alike portal opens below your feed swallowed you up and the freaking drops you into the middle of a crime scene or mugging.
It was only thanks to their training that they were able to react quickly enough after a bound of disorientation. But fuck did that gave them all a good damn heart attacks when that happened the first time to Damian of all people.
Something was definitely wrong with their city. Thankfully they had some sort of hint, because the first time the Pit portal happened to Duke, he claimed that he saw a white haired figure right before it had swallowed him hole and spit him out at a bank robbery.
Danny was honestly believing he was doing a good job as substitute city spirit while Lady Gotham was enjoying her vacation. Sure , he still had trouble with some things, but he was sure he was getting the hang of the whole supporting the cities vigilantes gig Lady Gotham had going on. The whole managing the shades and the dead spirits was still up in the air, though. But at least he had figured out a way easier way to guide the vigilantes towards the once that needed help.
Now he just needed to figure out what was wrong with that one guy in the red helmet and he was sure that both Clockwork and Lady Gotham would be proud of him and how he had managed her city during her vacation.

Bruce does not like magic. He doesn’t enjoy it at all. Which might be from the fact that it was due to magic that he was in this situation. It wasn’t like he exactly wanted it known, even if he knows Alfred is laughing at him back home. 
The Cult is just terrified of the fact attempting to summon a representative of the Realms ended up with them summoning fucking Batman.

Ban the League
One of the Justice League gets the task to investigate Amity Park undercover, and not because of the Ghost issue.
Maybe the Fenton tech is labeled as a possible renewable energy source to outsiders, which has been unsuccessfully reverse engineered in multiple other cities by the less than favorable people (like Lex Luthor).
Investigation begins by one member of the League which is then continued by multiple. The only reason was because of a single explosion causing a borderline radioactive leak in an entirely different city.
Eventually it leads them to Amity Park, and for some reason or another it has to be undercover.
Outsiders are easy to pick out so many of the citizens are cautious. Defensive in their questions, they've heard rumors about others taking the Fenton tech and trying to replicate it, unsuccessfully, thankfully. The Fenton parents keep handing them out, unable to tell the difference between Amity Native and Outsider. The children are fine, putting focus on keeping the inventions non-lethal and trying to convince the parents to stop handing people their weapons.
So not only are the citizens not completely cooperating they are trying to keep the outsiders away from the Fenton home.
Then the undercover Leaguer witnesses a ghost attack and Amity's resident hero is a child. Cue hysterics.
Now, believing that the city may respond better to other superheroes, the Official League makes a visit and a startling discovery that the Town. HATES. Them.
One of the supers, let’s say Big Blue, gets overshadowed. PHANTOM, OP as ever (compared to league standards) knocks out Supes to get the ghost out. (HC: due to power level of Superman, he has to be knocked out, because the ghost doing the overshadowing won't let go).
Danny vaguely remembers fighting an overshadowed Superman, he thought it was a dream.
Some of the Amity Natives who are holding a grudge, start a petition to Ban the Justice League, and protest begin with the chant "Ban the League" at city hall (Vlad is trying).
Some of the League gets woken up in the middle of the night by a ghost attack, not a serious one, just a couple of animal ghosts. They witness Red Huntress help Phantom, Red leaves since it’s so late. Then they find a "government funded organization" and the Fenton parents trying to hunt down the town’s hero, there's guns pointed at him, but Phantom looks bored and tired. So, they question the four hunters, the Fentons tell them, they ignored their five calls, leave the town to the hunting professionals.
Maybe one of them tell them they can't hunt Phantom if he's part of the League (total bluff).
So, a rumor hits the town that the League is attempting to recruit Phantom (maybe Wes was following for his Fenton=Phantom conspiracy, got the entire event on video and released it to the public). They don't take kindly to that and defend Phantom as THEIR hero (Batman is known to take in kids).
To try and prove to the town that they are not trying to take the boy nor are they on the GiW side. They get the Ghost Ward disbanded.
Amity is unsure at this point, it could be a ruse, so they leave it to their hero.
For the most part Danny has been sleep deprived so a lot of the major points he missed or thought he'd been dreaming. When the Justice League show up while he's just flying over the town, it's a “oh, that wasn't a dream.” He kind of rants at them about their behavior and asks why they even bother to show up now.
They explain about the situation of the Fenton inventions and what actually lead them to the town.
"So, you only care now, because your cities are in danger" salty vibe.
He's disappointed in them but is still willing to make an agreement.
Amity is his territory, but if he needs help, call them. Danny doesn't take it seriously but takes the communicator to Tucker to make sure it's safe.
An official statement from the League to Amity hits the news. They are not welcomed in the city unless invited by Phantom himself.
Any villain that tries to take over Amity is met by Phantom and quite a few Natives that don't take kindly to them and is run out.
Any anti-heroes being harassed by the League for their tactics? Amity will welcome them as a vacation spot.
Any of the undead that the League has an uneasy alliance with? They're salty about the abandonment too.
The magic users? Sure, but they'll be closely watched.
Amity has had bad experiences from a rich mayor (who’s not even from Amity), a funded government organization that still thinks all ghosts are evil (despite their hero doing what he can), a circus ringmaster (they don't remember what happened but is on their shit list), and an entire school had a bad experience with a therapist.
You can't tell me that if a "professional" hero group in alliance with government, who ignored their calls for help, are gonna be welcomed in the town without being highly suspicious.

Fantasy high junior year is so real. Funniest shit I’ve ever heard for one half of the episode and the most real, tangible post-road-trip exhaustion and dread of having to return to responsibilities and how heavy it all is in the second half and it’s just so good.

Danny goes on Vacation: Bad Ending
(Kind of a Part 2 to This Post, and specifically the comment made by @gamermineral about the GIW)
So! Danny has not had a Vacation in Years. Not since the day he became a Hero.
Its not even that he hasn't tried before, its that every time he does it all goes horribly wrong.
The first time he ever tried taking a vacation, Undergrowth broke out of the Zone and took over the town for a 2nd Time. It took a week to fix that mess.
The next time, he tried just going away for a few days, and that was the day Aragon and Vlad teamed up to try and take over the City.
The final time was a few years later. He had mostly managed to establish a Stable Situation after months of Hard Work. The Rogues weren't attacking as Frequently, and in fact many of them had become good frenemies with him over the years. Their Battles were more like Play Fights at that point, although he did need to keep them from going too far and hurting civilians.
He thought he was safe for a few days break in the next city over...
Turns out some random Cult decided to Summon Pariah Dark out of his Coffin in them middle of a Major City that very day. That Incident had both Secured his Position as the new Ghost King, and had caught the attention of the JLA. They approached him afterwards offering a position on their Team.
Still, Danny held off on having a Vacation for a while longer. He still didn't know if it was even worth asking them to cover for him, the situation was mostly peaceful and they weren't that big of a threat usually.
Eventually though, after a few months of working up the nerve he asked the Team if they could cover for him so he could have a Vacation. They had enthusiastically agreed, happy to help even if it was a supposedly easy job.
Danny left them a few instructions on what to do in the case of a Rogue Attack, and left for his Vacation in Space.
But he still wasn't fully sure, so he went back to check on them after 2 days. It seemed like everything was actually fine, and he left again.
A week later, he was feeling nervous again, and check up again. And it still seemed to be going well.
After one more minor checkup, he felt secure in the safety of the Situation. So he left to deep space for the remainder of his Vacation and enjoyed the hell out of it. He felt free for the first time in YEARS!
But the situation wasn't going nearly as good as the Team had lead on.
The Rogues were too powerful for the initial team dispatched to handle the threat, and they needed to call in a few more Heroes to fight them off. When Danny showed up for his check in, they had played if off as Much as they could and sent him on his way. Then they did the same for the next two times.
The JLA Team was struggling far too much, much more than they could handle. But they didn't want to call in high level members, they had too much pride.
And unfortunately, the GIW was there to "help" them. They said that they could use the GIW Tech at their disposal to contain the Ghosts until the Hero of the town got back, that their weapons were Optimal for battling them without hurting them.
And the JLA Team took up the offer.
The next time they beat a Rogue, using GIW Weapons, they sent them to the nearby GIW Base and called it a day. And they continued doing that for the entire month Danny was away. They didn't know better, they would later claim.
Danny returned from his trip happy as can be. Until he sought out his Fight Buddies, and could find none of them.
"Hey guys, I just checked up on the Zone." Said Phantom, "And I couldn't find any of my Rogues. Do you know where they are?"
One of the Team Members who had taken over Amity for the month responded, "Well, we weren't having an easy time forcing them back through the Portal, so we took up the offer of some Locals who said they could help."
"Oh!" Said Phantom, "So Ms Mason and Mr Foley helped? Or was it Mrs. Grey? Or the Fentons? What did they do to keep the Ghosts from the Zone?"
"Oh no, it wasn't any of them" Said the Team Member, "It was this little organization called the Ghostly Investigation Ward, they helped us contain all the Rogues in their Base. We started last month, and-"
And Phantom stopped listening after that. His Heart stopped, his blood drained from his face, and he felt a deep sense of horror permeating his Core.
The GIW had captured all of his Friends.
And the JLA had helped them.

You said that Arthur and Nonsurat created the GSA, and then Dragato and Falspar joined as generals. Is there a timeline you have in mind for how the GSA formed and worked until it fell?
I've got a loose timeline that I stick to regarding it, though it would probably be a little too convoluted to present all at once, so for now here's some related fun facts! (not necessarily in chronological order)
Arthur (and Nonsurat) created the latest iteration of the GSA, arguably both the most successful and most tragic one the galaxy has seen emerge.
The GSA Arthur lead was very small at first; he began to build it up by traveling around in search of other star warriors and making connections with those who were sympathetic enough to lend help. He had an extensive list of locations he would go out scouting on his own as the army began to grow. Because of this, the GSA had many smaller, make-shift bases hidden on planets, designed to serve as both safe houses and the foundations for larger bases if they ever needed to rapidly move locations. (The majority of these were destroyed in Nightmare's ambush)
Garlude was a longtime member of the GSA, and had fighting experience prior to joining. She initially served as a young trainer for new recruits, through which she met Falspar and Dragato.
Nonsurat was in charge of the GSA's archives, a collection of all their gathered information that included known star warrior abilities, monster catalogues, and even old fables Nightmare had tried to vanish from the galaxy's collective knowledge. (It was considered destroyed in the final ambush.)
Arthur was initially against appointing more generals, preferring to keep everything on his plate to assure the best effort possible was being put into leading the army at all times. The larger the GSA grew however, the more impossible that became, and he eventually caved and began seeking those who might fit the position.
Nonsurat has always been Arthur's first general, while Falspar was officially appointed the second. Soon after, Dragato was chosen as the third.
Garlude was offered the position prior to both of them, but turned it down, wishing to remain closer to the other star warriors and more active out in the field.
Meta Knight joined the GSA in what would be considered its later years, though he both fought during, and greatly contributed to its peak years when the glimmers of a potential victory began to appear in what had long since been a doomed war from the start.
From the very start, even before the GSA, Arthur sought the Star Rod.
