He's literally a backup Batman made by Bruce he's a robot that is essentially made to be Batman without Bruce Wayne
He's a cold unfeeling machine that puts the Batman crusade above all else and he doesn't hold Bruce's morals because he isn't Bruce Wayne he's Batman without Bruce Wayne
Pretty much Bruce made Zur-En-Arrh as a backup protocol who can successfully carry out the Batman mission if Bruce dies then The Zur-En-Arrh protocol will activate and Zur-En-Arrh will awake and take up the Batman mission
Another way The Zur-En-Arrh protocol will activate is if Bruce succumbs to Joker Toxin and becomes like The Batman Who Laughs Zur-En-Arrh will awake and make his primary objective to kill Bruce

I always have to smile at myself when I read a fanfic in which Bruce immediately catches Jason after he hits with his tire iron.
I get why fanfic writers do it, so they can move the plot along without having to write the chase after Jason or the scene when they do talk in the condemned building that Jason sleeps in. I get it.
But I always have to think about canon then.
Because not only did Jason manage to run away from Batman.
He also called him a 'big boob'.
I repeat. He gets caught jacking the tires. Tries to deny it. Hits Batman with a tire iron, runs away and insults him.
This 12-year old did something that every rogue would never even dream of.
